NOTICE ID: M68909-24-I-7618

The Marine Corps Tactical Systems Support Activity (MCTSSA) is publicizing this SOURCES SOUGHT NOTICE as a means of conducting tactical market research.

THIS IS NOT A REQUEST FOR QUOTATION (RFQ) OR INVITATION FOR BID (IFB) and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This is a Request for Information (RFI). Responses will not be considered as quotations, nor will any award be made as a result. The Marine Corps will not be responsible for any costs incurred by interested parties in responding to this notice.

This Sources Sought is issued under NAICS code 238990; PSC 5660 to determine potential business sources that are interested in and can provide the following gate motor replacement:

SCOPE OF WORK:

Repair existing entry and exit vehicle swing gate to include the following –

1. Remove existing gate operator on the entry and exit swing gate

2. Install new HySecurity SwingSmart DC 20 or SwingSmart DC 20 (Solar) gate operator

(or equal) with battery back-up

3. Mount new operator to existing concrete pad

4. Install operator to existing electrical wiring, strike wiring and access controls

5. Install vehicle reversing and center loops and detectors

6. Provide manufacture’s commercial warranty

7. Provide extended warranty for a period not less than five years

8. Provide preventative maintenance service agreement

This project is located at Marine Corps Tactical Systems Support Activity, Camp Pendleton, CA 92055. A visual of the area is provided as an attachment to this RFI (Attachment 1). The Contractor shall furnish all management, supervision, labor, assemblies, transportation, and supplies needed to complete the work.

The information provided in the Sources Sought is subject to change and is not binding by the Government. MCTSSA has not made a commitment to procure any of the items discussed, and release of this Sources Sought should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. All submissions become Government property and will not be returned.

The Government is seeking to identify qualified, experienced, and interested potential small businesses who are authorized resellers and capable of repairing the vehicle swing gate as delineated in the scope of work above. All interested parties are invited to respond and must be currently registered in System for Award Management (SAM).

The information requested by this Sources Sought will be used within the Government to facilitate decision making. Should a future requirement evolve from this preliminary planning process, it is anticipated that a Firm-Fixed Price contract will be awarded.

RESPONDENTS MUST NOT INCLUDE CLASSIFED INFORMATION IN THEIR

RESPONSE TO THIS RFI.

Telephone inquiries will not be permitted, entertained, accepted, or acknowledged, and respondents should not expect feedback regarding their capability submissions. However, entities may be invited to participate in a follow-on meeting with the Government for a question/answer session to further assist in the overall market research for this requirement.

Entities that consider themselves to be qualified and are authorized resellers and installers of the HySecurity Swing Smart DC20 or Swing Smart DC20 Solar gate operators or can provide an “or equal” that meets the specifications of these commercially available operators as identified in the OEM specifications are encouraged to submit their responses in the form of a capability statement to this Sources Sought Notice via email with the Subject line: M68909-24-I-7618 to christopher.toft@usmc.mil.

Capability Statements must address the following:

• Company Name and Address

• Point of Contact (POC) information and email

• Telephone Number and/or Fax Number

• CAGE Code and UEI Number

• Any schedules held (i.e., GSA)

• Socioeconomic program and Expiration (If Applicable)

• Manufacturer Warranty coverage

• Extended Warranty coverage

• Description literature; if an “or equal” product is recommended, descriptive literature must be provided that clearly identifies all salient characteristics to allow the Government to determine if the “or equal” product meets the requirement.

Delivery of this equipment shall be made to Camp Pendleton, CA 92055, Area 33.

Formatting:

Entities responding to this Sources Sought Notice must identify any data submitted that must not be disclosed outside the Government or that must not be duplicated, used, or disclosed – in whole or in part – for any purposes other than for the purposes set forth herein.

Please provide all responses in searchable .PDF Format. There is no specified format for the responses but shall be limited to no greater than five (5) pages with type font no smaller than 12-point font. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately.

Responders should indicate which portions of their responses are proprietary and should mark them accordingly.

Interested parties shall respond to this synopsis no later than 01 MAY 2024 at 3:00 PM Pacific Daylight Time. All interested vendors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award of Government contracts.
