About this file

This is a Questions and Answers (Q&A) document for a federal cadaver procurement and training support contract.

The government requires the vendor to supply 15 full-body cadavers for military training exercises at Camp Grayling and associated training sites. All cadavers must be delivered simultaneously and remain on-site throughout the specified training dates. Specimens must be presented intact with no alterations and accompanied by documentation confirming they are free of transmittable disease. The vendor must provide specimen stewards with military, fire, EMS, or police backgrounds to assist with setup, management, cleanup, specimen preservation, and support for simulated medical procedures including suturing, amputations, and clothing management. All training instructions are provided by U.S. military personnel or approved representatives. The government will conduct embalming on-site; the vendor is not responsible for that process but must support disposal of all medical waste. Injury simulations must progress from lacerations, punctures, and abrasions to simulated gunshot wounds and amputations, with limited third-degree burn injuries as requested. The vendor must provide temperature-controlled storage vehicles with independent power sources, as shore power is limited in remote training areas. The vendor may use rental equipment and third-party carriers for transportation, provided all personnel and vehicles are vetted for unescorted access to military installations. Donor medical histories and summaries will be provided; autopsy reports are not available. Upon contract award, the government will coordinate all delivery, facilitation, and pickup instructions through designated technical points of contact.

Q1• VENDOR does not provide instructors; however, we can provide specimen stewards who assist with specimen setup, management, and cleanup before, during, and after training activities. Stewards do not conduct, teach, or lead training courses.

• A1 Stewards are ok for this service. The personnel in attendance with cadavers are to support some set-up operations, clean-up and support of specimen preservation. They may be required to support some medical services to include suturin, amputations of limbs and adding/removing clothing. All instructions are provided by US military personnel or approved representatives.

Q2• Given the current lead time, we are unable to commit to providing 15 whole-body cadavers for the requested training date. Depending on your requirements, we may be able to explore alternative options, such as cadavers missing a hand or foot. Once we receive clarification on the items below, our procurement team can further evaluate availability.

• A2 No this is not an option we can deviate. 15 full specimens are required to meet the objectives of the training and Mission Essential Tasks! All specimens at periods planned of training will be in use through-out the training areas. Partial specimens will limit the training that is presented and will dilute the objectives.

Q3• Our understanding is that 15 cadavers are being requested and specific amounts will be utilized across multiple training days. Please confirm.

• A3 CONFIRM

Q4• Since VENDOR does not maintain company-owned transportation vehicles, any transportation services would need to be coordinated through a third-party carrier. Is this acceptable?

• A4 The vendor is allowed to utilize rental equipment and/or vehicles necessary to accomplish all requirements. All persons and vehicles have to be vetted to be able to have access to USG property, military installations and not require accompanied/ escorted requirements.

Q5• Will multiple vehicles be required to transport and store specimens throughout the training event?

• A5 Yes, US military gear, equipment and vehicles will support some of the transportation and storage during events. Vendor should have capabilities of supporting all movements and storage as lead in the preservation of specimens.

Q6• Are all referenced training locations within Grayling Army Airfield, as depicted in the solicitation materials?

• A6 No, The training areas listed and displayed on PWS are throughout the Camp Grayling, Grayling Army Airfield and other training sites in the custody and management of Camp Grayling. Grayling Army Airfield is one of many locations that are displayed.

Q7• What electrical hookups or power sources will be available for specimen storage vehicles to maintain appropriate temperatures throughout the event?

• A7 This is to be provided by the Vendor to manage their equipment. A large percentage of training is in remote wooded terrain.Shore power (city) is limited in areas of training.

Q8• Will all 15 cadavers need to be delivered simultaneously, or will deliveries be staggered based on the training schedule?

• A8 All 15 cadavers need to be on site during the dates specified.

Q9• Please provide additional details regarding the planned injury simulations and amputations. Our Executive Team must review the proposed protocols to ensure alignment with donor authorizations and permitted tissue-use activities.

• A9 During the exercise dates, instructors and medical staff will be presented scenarios that will need simulated injuries to be prepared. We traditionally start slow with injury presentation and increase severity as the days go by. Lacerations, punctures, simulated gunshot wounds, abrasions and amputations are required to meet training objectives. We will request burn injuries (3rd degree) on limited events.

Q10• Are embalmed cadavers required for this training. VENDOR does not provide embalming instruction or training.

• A10 Vendors are not required to present embalmed cadavers. Embalming will happen to the cadavers on training dates. All services for this procedure will be performed by USG and medical staff. Vendor is not responsible for the process of embalming. Vendors are still required to support disposal of all medical waste.

Q11• VENDOR does not provide donor autopsy reports. However, we can provide donor medical histories, donor summaries, and supporting documentation as available/requested.

• A11 ALL specimens should be presented intact with no alterations. All other information presented to provide that the specimen is clean of any transmittable disease or other status that may present harm to training service members.

Q12• The vendor is requesting clarification that five experienced cadaver handlers are required to simply assist in answering questions regarding handling and preparing recovery operations, not licensed medical instructors. Please confirm that 5 “experienced cadaver handlers are required and not licensed medical instructors.

• A12 We request personnel that are trained to be observant and understand trauma.

The training that is conducted is simulated as war time injuries and fatalities. We request personnel that have prior Military, Fire, EMS or police backgrounds to better support, observe and assist in our training mission.

Q13 Upon award, will maps be available to plan delivery/facilitation/pickup of specimen prior to arrival?

• A13 All plans and execution details will be coordinated via USG technical points of contact upon award. All relevent delivery/facilitation/pickup instructions will be provided at that time.
