About this file
This is a Questions and Answers document for a federal contract opportunity involving a full electric UTV with medical/EMS capabilities.
The Government requires a full electric UTV with a minimum seating capacity of 3 seats after installation of the upfitter/medical deck. The vehicle must include an upfitter deck/platform and mounting/retention system capable of transporting a stokes basket or longboard (approximately 72" x 18"), though the Government will supply the actual basket or longboard. A utility box with minimum dimensions of 30" x 18" x 18" is required as part of the upfitter package. The vehicle must feature DOT road-legal components and straps with tie-down points rated for a minimum of 500 lbs. to secure the medical equipment. The speed range requirement is 5-17 mph minimum, though vehicles exceeding 17 mph are acceptable without requiring a governor. Manufacturer documentation demonstrating equivalent motor performance is acceptable if published in kW and torque rather than the specified "ft-lbs rated @ 1450 rpm" format.

QUESTIONS AND ANSWERS
1. Is it acceptable that the final configuration (after the upfitter/medical deck is installed) will have a usable seating capacity of approximately 2–3 seats?
a. Yes, a minimum of 3 seats will be acceptable.
2. We are interpreting “EMS bed included” to mean the vehicle must include the upfitter deck/platform and mounting/retention system to transport a stokes basket or longboard, and that the Government will supply their own stokes basket/longboard. Please confirm this interpretation is correct. If the Government requires the actual stokes basket/longboard to be included with delivery, please specify the required type/brand/model.
a. The vehicle must include the upfitter deck/platform and mounting/retention system.
Stokes basket or longboard are not required.
3. Are you requiring a utility box as part of the upfitter package? If yes, please provide the required size and/or minimum storage capacity.
a. Yes, a utility box will be required. The dimensions of the utility box should be at least
30”x18”x18”.
4. Is a standard longboard size of approximately 72" x 18" acceptable?
a. Yes.
5. Are there any specific requirements for securing/retaining the stokes basket or longboard (e.g., straps, brackets, locking mounts, rated tie-down points, quick-release hardware)?
a. Yes, straps and tie-down points rated for a minimum of 500 lbs. will be needed for securing/retaining.
6. If a vehicle’s standard top speed exceeds 17 mph, is it acceptable if the vehicle is governed/limited to 17 mph?
a. The listed 5-17 mph range is the minimum range required. It is acceptable for the vehicle to surpass 17 mph. A governor is not required.
7. If the manufacturer publishes motor performance in kW and torque but not exactly “ft-lbs rated
@ 1450 rpm,” will manufacturer documentation showing equivalent performance be acceptable?
a. Yes.
8. Are DOT road-legal components required, or are standard off-road/fleet lighting systems acceptable?
a. DOT road-legal components are required.
9. Are you looking for a full electric utv or are you looking for a gas engine?
