Intent to Award Sole Source Contract Summary
This document is a Notice of Intent to Award a Sole Source Contract issued by Marine Forces Reserve/Regional Contracting Office for the procurement of Archer 8" FPV Drones with associated support equipment and training services. The Government intends to award a Firm-Fixed-Price contract to Neros Technologies, INC under FAR 13.106-1(b)(1) and FAR 6.302-1 authority. The contract is classified under NAICS 336411 and is designated as a 100% Small Business Set-Aside. The requirement supports the 25th Marine Regiment, 4th Marine Division and includes the drone system, applicable support equipment, and training services necessary to maintain the primary FPV platform utilized across the Department of War.
The Government justifies sole-source procurement based on the Archer system's active Defense Contract Management Agency BLUE USAS certification, compliance with NDAA Section 848 supply chain security requirements, and unique operational capabilities combining range and payload capacity within a compact form that no other Blue UAS-cleared platform can achieve. The system is already fielded across the Marine Corps and other DoW branches, ensuring critical interoperability and training continuity. Market research has determined Neros Technologies, INC is the only responsible source as the manufacturer and sole distributor. Interested parties may submit capability statements demonstrating authorized distributor status or ability to provide technically equivalent equipment meeting exact Archer specifications by the response date of 14 May 2026. Submissions should be directed via email to Contracting Officer Mr. Franklin Smith (franklin.smith@usmc.mil) or Contract Specialist Sergeant Jordyn Edwards (jordyn.edwards@usmc.mil). The Government retains sole discretion to determine whether to compete the contract based on responses received.
