1. How many users are expected to be supported?
Answer: 21 users.
2. Please provide any specific requirements regarding the technical proposal, such as number of pages, sections, or resume details.
Answer: The Government is seeking a contracting company that can provide customer studio support services for MFR/S COMMSTRAT. The contractor shall provide reliable, expert support via telephone, text, video, email, and/or in-person support (if necessary) associated with efficient execution and management of the tasks specified in this Performance Work Statement (PWS). The contractor shall provide advance technical support that includes fixing, repairing, or replace components and associated software.
3. Regarding in-person support, what is the frequency at which a contractor is required to be in the MFR COMMSTRAT office, LA?
Answer: Provide in-person technician to fix/repair inoperable and/or broken equipment and provide in-person training support for new and existing equipment.
4. Is it possible for the government to disclose the budget allocated for this solicitation?
Answer: No, per FAR 13.106-2(a)2 Quotations or offers shall be evaluated on the basis established in the solicitation
5. Is it acceptable to submit the technical and price proposal combined?
Answer: Yes
6. Is this a new requirement or is there an incumbent? If Incumbent, please provide name of incumbent vendor.
Answer: Yes, this is a new requirement in providing customer studio support services.
7. Is there any data or analytics on the number of yearly support request that come through virtually? In person?
Answer: There were approximately one in person / five virtually.
8. Previous and Current Support Structure: Could you provide details on any previous entities that have supported the EVO system and connected systems? What were their scopes, and are there areas you’d like to see improved? If no external support was involved, how has support for the EVO system and its connected systems been managed internally? What are the primary challenges you’ve encountered?
Answer: No, this is a new requirement.
9. Security Requirements: Are there any additional security requirements or clearances required for personnel providing in-person support, beyond those listed in the security directives?
Answer: May have additional security requirements.
10. Software and Equipment: Can more details be provided about the types of software and equipment currently in use that will require support?
Answer: SNS Share Browser Application (software), SNS Admin Webpage (software), 16-bay Studio Network Solutions EVO media asset management system server (equipment)
11. Training Requirements: What specific topics or skills should be covered in the training support for new and existing equipment?
Answer: Basic SNS user training, Advanced management training for leadership, Trouble shooting typical faults/issues, annual archiving of SNS drives, multi-Non-Linear Editing Workflow, Off-premise access and editing.
12. Electronic Library of Solutions: Could you provide more information about the requirement for an "electronic library of solutions for keyword searches"? Specifically, what are the expectations and scope for this library in terms of content and functionality?
Answer: Government needs access to the Studio Network Solutions Online Knowledge Base to search for frequently asked questions, common troubleshooting requests, etc.
13. Pricing Structure: Given that I typically offer services at a flat rate, which I believe could provide predictable and transparent costs for both parties, would a flat-rate pricing model be acceptable for this contract?
Answer: Yes
14. Could you provide guidance on how to structure my pricing proposal to align with the contract's expectations and budget requirements?
Answer: Please give us your best offer.
15. Evaluation Criteria: Can the Contracting Officer provide more details on how the non-price factors (like technical capability and past performance) will be evaluated?
Answer: Past performance will be neutral, for contractors without past performance.
16. Incident Response: What procedures should be followed in case of critical failures or incidents during the contract period?
Answer: Depending on the failure, the Government needs to be able to email or call Studio Network Solutions for support and to follow their instructions. Depending on the level of severity, on-premise support may be required and requested by the Government.
17. Site Access and Working Hours: What are the access protocols for on-site support, and are there specific working hours or schedules that need to be adhered to?
Answer: Visitors need to be cleared and escorted. Working hours are flexible.
18. Service Level Agreements (SLAs): Are there predefined Service Level Agreements (SLAs) that the contractor is expected to meet for various support?
Answer: Yes. Telephone support from 0900-1800. Email support. Phone/Email Response from Studio Network Solutions (SNS) within 36 hours. The Government also requires elevated priority in SNS support queue.
19. Collaboration with Other Contractors or Teams: Will there be any need for collaboration with other contractors or in-house IT teams, and how is this collaboration structured?
Answer:
G6 – For MFR Network Access and Support.
SNS – For Key Hardware and Software Support.
20. Hardware and Software Procurement: Is the contractor responsible for procuring any hardware or software, and are there specific procurement procedures or vendors to be used?
Answer: No. Government requires free Software Upgrades (minor) from Studio Network Solutions. All hardware has already been purchased from SNS. Major software upgrades will be a separate purchase outside this contracting action.
21. Online Case History and Knowledge Base: Is there an existing online case history and knowledge base for the EVO system and the connected systems? If so, what is the scope, and is there a need for further development or integration? If these resources don’t exist, are you expecting the contractor to develop and maintain these systems from scratch?
Answer: Yes. Studio Network Solutions currently maintains this. The Government requires access to the SNS Online Case History and Online Knowledge Base.
22. Warranty Management for New and Existing Equipment: Could you clarify if there’s a process in place for extending warranties for existing equipment? Additionally, any details on the current status of warranties for your existing equipment would be beneficial.
Answer: PWS has been updated. There is no longer a requirement for warranties.
23. Disaster Recovery and Business Continuity Plans: Are there specific requirements for disaster recovery and business continuity plans?
Answer: No. If we require service for issues reconnecting the systems in the event of a disaster or relocation we will utilize the standard support within the PWS.

Answer: There are no products only service.
25. If there are products needed, please provide what products and brands specifically the customer is using currently?
Answer: There are no products only service.
26. Is there a page count limit for the response or vendors can provide the level of information necessary as they see fit?
Answer: Please limit to no more than 10 pages.

Answer: No
