52.212-1 ADDENDUM
INSTRUCTIONS TO QUOTERS--COMMERCIAL ITEMS
COMBINED SYNOPSIS-SOLICITATION.
This is a Combined Synopsis/Solicitation being issued as a Request for Quotations (RFQ) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.
GENERAL INTENTION.
Marine Forces Reserve (MFR) has a commercial requirement for bulk storage containers. In accordance with FAR Parts 12 and 13, the MFR Regional Contracting Office is issuing a commercial solicitation for the acquisition of such supply. Required specifications are listed in the Schedule of Supplies/Services and Salient Characteristics within this solicitation.
This requirement is being procured as an SDVOSB set-aside in accordance with FAR 19.1405 under NAICS 493190 – “Other Warehousing and Storage” with size standard is $36.5 million.
Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05.
TECHNICAL APPROACH.
Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services. A single firm-fixed price award will be issued. It is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement.
PAYMENT TERMS.
NET 30. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232- 7006 which is included in this solicitation.
REQUIRED DELIVERY/PERIOD OF PERFORMANCE.
FOB Destination. The Government requires supplies to be delivered within 12 weeks after award.
TECHNICAL COMPLIANCE.
To ensure technical compliance:
a. The quoter must clearly demonstrate that they can meet the solicitation requirements. The manufacturer's name and manufacturer's complete part numbers of all items quoted shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
b. Clearly state whether the quoter can meet the requested delivery date. Vendors who cannot meet the required delivery date may not be considered technically acceptable. Vendors are encouraged to clearly state the soonest dates delivery that can be guarenteed.
d. All offerors must have completed the representations and certifications for provisions/clauses listed in this solicitation that require completion: Offeror(s) should complete full-text provisions/clauses included in this solicitation as applicable either:
a) manually within this solicitation document or printed and completed manually by copying and pasting from this link https://www.acquisition.gov/
b) in the System for Award Management (SAM) https://sam.gov/content/home
SUBMISSION OF QUOTES.
Quotes shall be submitted no later than the time and date specified on Block 8 of page 1 of the SF1449 solicitation.
Quotes shall be submitted electronically via electronic mail (e-mail) to SSgt Robles at lizbeth.robles@usmc.mil.
Vendors are responsible for ensuring their quotes have been received via email by the date and time specified in Block 8 on Page 1 of this solicitation. Delivery delays that cause a quote to be late are not the responsibility of the Government agency. Quoters shall provide their full vendor name and any doing business as names as certified in the mandatory System for Awards Management at www.sam.gov. Quotes shall also include a vendor point of contact information (name, phone, and email), Cage Code, and Tax ID (TIN/EIN) number.
SOLICITATION CONTRACT LINE-ITEM NUMBER (CLIN) STRUCTURE.
Potential Offerors should submit offers in the same CLIN structure as outlined in the solicitation for offer evaluation purposes. However, an alternate line-item structure can be submitted as an additional attachment consolidating like line items and pricing for award consideration.

52.212-2 ADDENDUM
EVALUATION.
The quote(s) will be evaluated on price and other factors in accordance with FAR 13.106-1(2). The Government intends to make a single Firm Fixed Price award to satisfy this requirement. The Government reserves the right to award no contract at all, depending on the quality of offers submitted. The Government intends to evaluate quotes and issue an order without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.

Price:
The price quote should avoid ambiguities of inclusion, exclusion, or content. The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Evaluation of the quoted prices will be based on a comparison to the Independent Government Estimate (IGE) along with any other relevant price analysis techniques.
Technical Capability:
The government reserves the right to select a response that provides benefit to the government that exceeds the minimum, but is not required to do so. The Government is not bound to make award to a response that exceeds the requirements if it provides no value or benefit to the Government. Technical capabilities can include but are not limited to advanced product features or sooner delivery.
Past Performance:
The Government may utilize information such as CPARS, SPRS, and SAM.Gov data available from Government sources to evaluate a Quoter’s past performance.
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price Past Preformance Technical Capability
In accordance with FAR 13.106-1(a)(2)(iii), the above evaluation factors are not listed in any relative order of importance. The awarded response may exceed the identified requirements in one or more ways and may or may not provide the lowest price, but does provide benefit to the Government as determined by the KO. In accordance with FAR 13.106-2(b)(3), the above factors shall be used to evaluate offers using comparative evaluation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
