Statement of Work For Military Free-Fall Jumpmaster Course 4th Reconnaissance Battalion

1.0 BACKGROUND

4th Reconnaissance Battalion requires services for Military Free-Fall Jumpmaster (MFFJM) Course training to support ongoing worldwide missions. This requirement consists of performing training utilizing vendor facilities uniquely configured to concurrently accomplish all training from February 13, 2018 to February 15, 2018.

2.0 OBJECTIVES

Contractor shall provide an aircraft capable of seating a minimum of 17 personnel, configured for a side-door exit and jet fuel to increase the proficiency of 4th Reconnaissance Battalion in special insert capabilities, within 4th Marine Division.

3.0 SCOPE OF WORK

3.1 4th Reconnaissance Battalion, 4th Marine Division has a requirement for aircraft services in order to safely conduct airborne sustainment and Military Free-Fall Jumpmaster (MFFJM) training. This training is required to maintain proficiency and attain qualification in accordance with MCO 3120.11a, and TM70244A-OI.

3.1. Program of Instruction

An 18-day course taught by the Military Free-Fall Mobile Training Team is focused on the Military Free-Fall Jumpmaster Course. Aircraft is required for 3 days 13-15 February 2018.

3.2. Objectives

The contractor shall provide all management, labor, equipment, tools, materials, and services necessary to provide Aircraft Support Services to include aircraft with pilots for use as a jump platform in order to conduct airborne sustainment jumpmaster qualification training. Training consists of High Altitude Low Opening (HALO) and jumper release training using the Multi-Mission Parachute System (MMPS).

3.3 Personnel requirements

Contractor shall provide aircraft pilots with current FAA licenses and type ratings as required for aircraft and operation flown. All aircrew shall be familiar with the coordination necessary for all proposed Para drops tactics and procedures relating to aircrew and jumpmaster interface/coordination. The contractor shall have a minimum of two

(2) pilots available to offset for a twelve (12) hour, take-off to landing, crew rest (if needed).

3.4 Aircraft requirements

The contractor is responsible for providing all necessary STOL aircraft, fuel, landing fees, ramp fees, pilot required accessories and aircraft associated maintenance required for the conduct of the training.

Aircraft shall be AMC/A3B Paratroop Carrier (or similar) and FAA Part 91 and Part 135 Certified and Part 105 compliant.

The aircraft shall meet the following criteria, (capable of supporting Free-Fall operations ranging in altitudes of 0- 12,999 ft MSL, capable of seating at least a minimum of 19 personnel, configured for para-troop carriage, and at a minimum one side-door for spotting techniques, which are particular to this course). The aircraft shall be equipped with oxygen for pilots and aircrew. Jump lights (Red/Green) shall be in the cargo compartment of the aircraft for jumpmaster/ aircrew coordination. The aircraft shall be configured for day and night operations.

Contractor shall be a certificated carrier approved by the Commercial Airlift Review Board (CARB) in accordance with DoDI 4500.53. Contractor shall appear on the AIRBORNE MOBILE COMMAND (AMC) PARATROOP AIR CARRIER LISTING as prepared by HQ AMC/A3B, Scott AFB, IL.

3.5 Airfield/ DropZones.

The contractor, in coordination with the Government’s POC, will ensure they are fully familiar with the airfield and Drop Zone (DZ) to be used. The DZ will be free of all above ground power lines. The contractor must also have a NOTAM to support jumps up 12,999’ Mean Sea Level (MSL).

3.7 Unused Blade Hours.

The Government has the right to cancel a flight mission the day of the training due to foul weather on the drop zone.

Funding for any unused blade hours (due to adverse weather conditions, safety stand down, etc.) will be returned to the Government. In that case, the Government will reimburse the contractor for actual time flown, and flight time to return to home station.

4.0 PLACE OF PERFORMANCE

5.0 PERIOD OF PERFORMANCE

The contractor shall provide all requirements identified herein from 0800 on February 13, 2018 to 2359 on February 15, 2018. The contractor shall provide the DOD compliant aircraft and pilots listed in paragraph 3 herein from 0800 on February 13, 2018 to 2359 on February 15, 2018.

6.0 TRAINING FACILITY - N/A

7.0 CONTRACTOR FURNISHED EQUIPMENT

Contractor shall provide all requirements outlined in paragraph 3.

8.0 GOVERNMENT FURNISHED EQUIPMENT

The following items will be provided by the government for Government use only: (40) Multi-Mission Parachute Systems (MMPS), (20) Parachutist Drop Bags (PDB), (20) O2 Masks, and (40) O2 bottles. The government will provide; locations, date time groups (DTGs), POCs, Drop Zone Safety Officers, Jump Masters, required air items to support air delivery of personnel, communication frequencies, call signs, landing DZ markings, DZ approach (track/heading) and applicable Memorandums Of Agreement or facility use agreements.

9.0 GOVERNMENT POINTS OF CONTACT

Contracting Officer Representative to be determined.

10.0 SECURITY REQUIREMENTS CLEARANCE VALIDATION- N/A

10.1 MANPOWER REPORTING

5237.102-90 Enterprise-wide Contractor Manpower Reporting Application (ECMRA). The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for rental of aircraft and pilot. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The Contractor is required to fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

11.0 CONTRACTOR POINT OF CONTACT

Provide a Point Of Contact to coordinate resolution of any situations that may delay or restrict training for the 4th Reconnaissance Battalion MFFJM course for the duration of the contract.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Basis of Award – Lowest Price Technically Acceptable (LPTA) – Lowest Price Technically Acceptable - Offers will be ranked lowest to highest according to price. The lowest price offer will be forwarded to the requiring activity for technical evaluation (offer will be deemed either technically acceptable or technically unacceptable). If the lowest price offer is found technically acceptable and its price is determined fair and reasonable by the Contracting Officer, evaluation will be deemed complete and award will be made based on the lowest price offer. If the lowest price offer is determined technically unacceptable, the next lowest price offer will be sent for technical evaluation and price analysis. This process is repeated in order of price until an offer is deemed technically acceptable and price is determined fair and reasonable. The actual evaluation template is incorporated into this solicitation for reference.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
