PERFORMANCE WORK STATEMENT
1. Scope. This is a non-personnel service for conference facilities, and other services to be provided to United States Marine Corps, also referred to herein as ("the Government"). The Marine Individual Ready Reserve Muster will be held on 26 April 2014 in the vicinity of New Orleans, LA. The actual location will be within 10 miles of the center of New Orleans (ZIP Code 70112).
1.1. The anticipated attendance is approximately 800 Marine Individual Ready Reserve attendees. Attendees are mostly Marine enlisted members from E-3 through E-5 from in and around the New Orleans, LA area (within 150-mile radius). All of the attendees are members of the Marine Individual Ready Reserve.
2. General Requirements. The Government will require seven meeting rooms. For internet connectivity, the government will require either wireless access or 2 LAN connections.
2.1. Main meeting room. The main meeting room will require at least 3,000 square feet and at least a 12 foot ceiling height clearance (to accommodate screen height), chairs will be set up in theater style to accommodate up to 400 attendees per session (two sessions per day) without obstructions such as pillars or posts. The venue shall provide two (one minimum) 10 x 12 screens and usage of house sound and audiovisual equipment. Total chairs for room is 400. The venue will allow access to this room the night prior to the event in order to allow the government to set up equipment.
2.2. Muster partner room. One administrative room, at least 1,500 square feet, with 40 six-foot (minimum) tables with linen and skirting, with two chairs at each table. Total tables for Muster Partners is 40, total chairs is 80.
2.3. PDHRA registration room. One administrative room, at least 1,500 square feet with at least a 12 foot ceiling height (for HIPAA requirements related to health screening). Front of room will be set up with ten 6-foot tables with linen and skirting in “U” shape. Two chairs per table will be provided (20 table chairs). There will be theater-style seating for 50 at the rear of the room. Total chairs for room is 70.
2.4. PDHRA counseling room. One administrative room, at least 1,500 square feet set up with five 48” round tables with linen and skirting with 4 chairs at each table on left and five 48” round tables with linen and skirting with 4 chairs at each table on right. Total chairs required: 40.
2.5. MHA counseling room. One administrative room, at least 1,500 square feet, set up with 20 6-foot tables around the perimeter, each with two chairs. Total chairs required: 40.
2.6 Medical assessment room. One administrative room, at least 1,500 square feet, set up with one six-foot table with two chairs, and two 48” round tables, each with two chairs. This room will also have theater-style seating for 20. Total chairs required: 26.
2.7 Breakout room / COC. One conference/boardroom with at least 20 chairs and conference table.
2.8. Signage. Government owned signage shall be permitted in public areas of venue. Government will take full responsibility for posting and removing all signage. All signage will be placed on government owned easels.
2.9. Network access. Internet access in main meeting room and administration rooms. Wireless internet preferred. If not available, at least two LAN connections are required. In the case of a LAN connection, the government will supply necessary routers and cabling for terminal connections. Whatever the connection method, up to forty computers will be expected to use the network.
2.10. Shipping/Receiving. Venue will receive and store a minimum of 14 Pelican cases no larger than 36” X 20” X 20”, each weighing up to 200lbs during the week prior to the muster.
3. Registration Space
3.1. Space is required for five 6-foot tables with linen and skirting for the greeting/sign-in counters near entry to conference spaces. Each table will have 3 chairs (15 chairs). Also required is a 10 foot x 40 foot area near registration counters for computer registration, which requires ten 6 ft tables with linen and skirting. Each table will have 2 chairs (20 chairs). Total chairs required: 35.
3.2. Internet access is required at or near computer registration. Minimum of one LAN line or twenty wireless high-speed Internet access codes.
4. Audio/Visual
4.1. Venue will indemnify the government for damage to any equipment provided.
4.2. Venue will provide all audio/visual labor charges (personnel/setup) within the total service charges.
4.3. Venue shall provide standard lectern/microphone in general session meeting room included in the total package price.
4.4. Audio/visual support within main meeting room:
Projection Screens – two 10’ x 12’
All necessary cabling, power cords, data video cables
Projection screen skirting
Projectors – two at 5700 Lumens (minimum)
Linen and skirting for projection table
Wireless handheld microphone (one handheld microphone at podium, one handheld microphone on stand in front of room)
Podium with light and microphone holder
Adjustable microphone stand
Audio mixer, 4 channel
Audio patch into house sound
5. Special Considerations Requested.
5.1. Parking shall be required for all attendees, to include IRR Marines, administrative staff, and muster partners on the date of 26 April 2014. Spaces available should number at least 400.
5.2. All rooms must be accessible the night prior to the venue for set up of equipment.
6. Business Center.
6.1. Business center shall be available for muster staff participants.
7. Labor/Services.
7.1. Venue will set up and take down all material provided by the venue. All gear brought by the Government will be set up and taken down by the Government.
7.2. Venue will provide one audio/visual and/or internet system technician for the duration of the muster on 26 April 2014.
7.3. Venue will provide audio/visual service charges (personnel/set up) within the total service charges.
All A/V charges will be quoted on a firm-fixed price basis.

PWS ADDENDUM (INJURY/ACCIDENT REPORTING AND REPORTING LABOR HOURS)
ADDENDUM TO PWS:
SAFETY GUIDANCE
Contractors shall adhere to all relevant safety guidance, including (but not limited to):
(a) EM 385-1-1 – U.S. Army Corps of Engineers Safety and Health Requirements Manual
(b) OPNAVINST 5100.23 (series), Navy Occupational Health and Safety Program Manual
(c) MCO 5100.29 (series), Marine Corps Safety Program
(d) MCO 5100.8, Marine Corps Occupational Safety and Health (OSH) Policy Order
(e) NAVMC DIR 5100.8, MARCOR OSH Program Manual
Contracting Officer’s Representatives shall immediately report accidents/injuries sustained during contract performance to the Contracting Officer so that the Contracting Officer may report said accidents/injuries to responsible agency safety officials.
CONTRACTOR REPORTING OF LABOR HOURS
Pursuant to NMCARS 5237.102(90), the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
