STATEMENT OF WORK (SOW)

FOR

MORTUARY AFFAIRS REALISTIC LANE TRAINING FOR PERSONNEL RETRIEVAL AND PROCESSING (PRP) COMPANY

1.0 PURPOSE

The purpose of this contract service is to provide a training staff and training materials to PRP Company in support of Northern Strike-22.2, aboard Camp Grayling, MI.

2.0 BACKGROUND

PRP Company is the only Marine Corps Mortuary Affairs Company, requiring specialized training.

Contrac�ng these services provides the opportunity for the PRP to execute realis�c training for their mission essen�al tasks. Available military provided training can only provide so much in the realm of casual�es, relying on live persons ac�ng as casual�es, or dummies; both of which provide limited prepara�on before it becomes repe��ve and reduces in training value. The use of cadavers, also referred to as Non-Transplantable Anatomical Media (NAM), for training immediately and measurably increases any training value that is provided to mortuary affairs Marines ul�mately preparing them for combat missions and increasing the experience level without overseas combat experience. This is the closest training available to a live scenario and may be the only experience the Marines have with realis�c casual�es before a deployment.

3.0 SCOPE AND OBJECTIVES:

3.1 Support to be Provided by Contractor:

• Provide cadavers (NAMs) for training in quan��es needed for scenario requirements

(see 10.0).

• Provide instructors to assist the training of Marines on the handling of cadavers and best prac�ces.

• Provide handler for the cadavers (delivery/removal, scenario prep, cadaver disposi�on varia�ons, post-training clean-up).

• Transporta�on, disposal, and storage of cadavers to and from training site.

• Prepara�on of NAMs in the disposi�ons listed in Training Schedule (see 10.0).

Contractor is not required to provide any training materials other than the NAMs. However, Contractor is required to have the equipment needed to prepare the NAMs in the dispositions described on the Training Schedule; transport the NAMs to and from the training areas; clean and sanitize ground, surfaces, and any props contaminated with NAM tissue or fluid; and store the NAMs between training events.

3.2 Training Objec�ves

Marine personnel will perform real world mortuary affairs operations similar to what they will experience during traumatic combat itself. Marine personnel will be able to recover, process, transport, and store/inter deceased individuals safely while operating in a simulated combat environment in accordance with Marine Corps Tasks (MCT):

• MCT 4.6.5.1. Provide Mortuary Affairs Collection Point Operations

• MCT 4.6.5.2. Provide Search and Recovery Operations

• MCT 4.6.5.3. Provide Temporary Interment/Disinterment Operations

• MCT 4.6.5.4. Provide Fatality/Mass Casualty Operations

• MCT 4.6.5.5. Provide Logistical Support for Mortuary Affairs Operations

• MCT 4.6.5.7. Provide Mortuary Affairs Support to Disaster Relief Operations.

The 7 & 13-Aug NAM brief/FAM events may have as many as (400) service members (see 10.0).

For the remainder of the exercise, there will be no more than (100) service members for each scenario.

4.0 GENERAL REQUIREMENTS

4.1 Applicable Direc�ve:

Revised Uniform Anatomical Gift Act (2006)

4.2 Contractor Required Knowledge and Experience.

• Knowledge of mortuary affairs processes including roles, responsibilities and processes of major players for acquisition, transportation, storage, and removal of cadavers.

• Experience and demonstrated expertise in performing recovery, processing, and recommending solutions to Marine Corps processing issues.

5.0 SPECIFIC REQUIREMENTS

The Contractor shall provide the following support:

The Contractor is responsible for providing suitable technical and analy�cal exper�se to support responsibili�es delineated by ac�vity. The Contractor shall ensure technical management and coordina�on of task ac�vi�es and provide overall exper�se for successful comple�on of each task area. The Contractor shall ensure the task areas are performed in an efficient, effec�ve, and responsive manner. The Contractor shall coordinate task ac�vi�es and serve as the overall expert for successful comple�on of this task ini�a�ve.

5.1 Provide Cadavers and Handling Services:

• Prepare the NAMs in the disposition described on the SOW Training Schedule (including parsing and simulated injuries) for each scenario and in the clothing/props provided by the COR;

• Transport and place the NAMs for each scenario as directed by the COR.

• Reset the NAMs for each stick of the scenario.

• Remove and store the NAMs following the index of each training day.

• Clean and sanitize ground, surfaces, and/or props contaminated with NAM tissue/fluid.

5.2 Provide Direc�on and Feedback:

• Provide briefing on the best prac�ces for handling and incorpora�ng NAMs during training (method of instruc�on and, or media is at the discre�on of the of the Cadaver Handler).

• Be prepared to answer ques�ons from training par�cipants regarding handling of NAMs.

• During and through the comple�on of lane training, provide direc�on as needed.

• Upon comple�on of lane training scenarios, provide feedback.

5.3 Provide Progress Briefings:

• Provide daily progress briefings to the COR upon the comple�on of the day’s events (method of instruc�on and, or media is at the contactor’s discre�on).

6.0 PLACE AND PERIOD OF PERFORMANCE

Work efforts in support of this task effort will be accomplished at the training site. Contractors are required to work in accordance with the provided training schedule (see 10.0).

The period of performance will be for a nine (9) day base period. Scheduled events are subject to change �me and, or date within the hours of 0700 -1600 as determined by the COR (ex.

weather condi�ons). The contractor is responsible for preparing and placing the NAMs for each training scenario prior to 0700. Each scenario will be divided into (30-60) minute, (4-12) service member s�cks, las�ng un�l all members have completed the scenario or un�l 1500.

7.0 TRANSPORTATION.

7.1 Base Travel

Contractor is responsible for traveling to the training site (Camp Grayling, Grayling, MI) on training days. No transporta�on will be provided for the contractor by the Government to the training sites, or while board Camp Grayling.

7.2 Base Access

Contractor personnel are required to comply with Camp Grayling base access requirements. Access requirements include: provide the COR the Company Name(s), and driver/passenger(s) name(s) within one week of the contact award; be prepared to provide vehicle registra�on/rental agreement and proof of insurance each �me entering the base; remain with military escort for the dura�on of the �me on base.

8.0 KEY PERSONNEL.

8.1 Labor Category: Cadaver Handler

The personnel specified in this category are considered to be essen�al to the work being performed under this contract. All personnel assigned to this contract under a specific labor category shall meet the specific minimum requirements of that category.

8.1.1 All contractor personnel must have advanced knowledge of training lanes and opera�on of essen�al equipment for transpor�ng, preparing, and removing cadavers in rela�on to the training lanes.

8.1.2 Cadaver Handler: Must be compliant with the Revised Uniform Anatomical Gi� Act (2006) regarding the acquisi�on, maintenance, transporta�on and distribu�on of cadavers; and must have exper�se in proper transpor�ng, handling, disposi�on prepara�on, and clean-up of cadavers.

8.1.3 Subs�tu�on of Contractor Personnel

The Contractor agrees to assign to this contract those persons iden�fied as personnel whose background and experience fit the descrip�on put forward in the contract and who are necessary to fulfill the requirements of this contract.

All proposed subs�tutes must have qualifica�ons equal to or higher than the qualifica�ons stated in the SOW. No subs�tu�ons of personnel shall be made without concurrence of COR.

8.2 Government Representa�ves

9.0 LODGING AND SUSTENANCE. The Government will not provide any lodging, food or beverages for the dura�on of the contract for Contractor personnel. Contractor is not responsible for providing lodging, food or beverages for the dura�on of the contract for Government personnel.
