Request for Information M67854-27-I-0507
Marine Corps Systems Command Product Support Directorate
Marine Corps Systems Command (MARCORSYSCOM), Product Support Directorate (PSD), serves as the command's competency lead for acquisition logistics, directing all product support and life cycle sustainment initiatives on behalf of the Commander. PSD is dedicated to cultivating a high-performing logistics workforce by delivering robust personnel, standardized processes, advanced tools, and specialized training to supported Portfolio Acquisition Executives (PAEs).
PSD is actively modernizing its analytical capabilities to transition from legacy, fragmented logistics analytical pipelines to a modern, model-based sustainment paradigm.
MARCORSYSCOM is seeking information from capable sources to identify and evaluate industry-leading commercial or commercial-off-the-shelf (COTS) software capable of serving as a centralized, multi-program Logistics Product Data (LPD) Repository and Integrated Product Support (IPS) Analytical Toolset.
The Government’s objective is to establish an Integrated Data Environment for Product Support (IDE-PS), as conceptualized in Society of Automotive/Aerospace Engineers (SAE) Tech America Standard (TA-STD)-0017A. The targeted system must feature a unified database architecture that strictly adheres to the SAE- Government Electronics and Information Technology Association Standard (GEIA-STD)-0007C (LPD) standard. This repository will serve as the single, authoritative "source of truth" to import, validate, store, manage, and export multi-program weapon system sustainment data, enabling advanced, data-driven Supportability Analysis, Level of Repair Analysis (LORA), Reliability-Centered Maintenance (RCM), Readiness-Based Sparing (RBS), and Total Cost of Ownership tool.
This RFI is for informational purposes only and should not be construed as a commitment of any kind. Responses to this notice will not be accepted by MARCORSYSCOM to form a contract.
The Government will not pay interested parties for any information submitted in response to this notice.
Responses should be emailed to both Mark Sanderson (mark.sanderson@usmc.mil) and Alex Diviney (alexandra.diviney@usmc.mil). The due date for responses to this notice is 24 September 2026 at 10:00am, Eastern Time (ET).
MARCORSYSCOM has a requirement for:
This notice sets forth the basic requirements for interested parties who may possess the capabilities to provide an IPS analytical application(s)/toolset that meet(s) the following criteria for MARCORSYSCOM. The capability will be a web-based software application(s) provided through cloud hosting and data security services, training support services, and modeling and data analysis support services in support of MARCORSYSCOM.
The system’s core must be a relational database structured around the full entity-relationship model of the SAE GEIA-STD-0007C standard (and backwards compatible with legacy MIL- STD-1388-2B structures). Standalone database instances that cannot aggregate data across multiple distinct programs into a single enterprise view do not meet the Marine Corps’ requirement and will not be accepted. The repository must support unified entity structure.
• Logistics Control Number (LCN) Architecture: Support for classical LCN assignment methodologies. The repository must allow for roll ups of failure rates and maintainability statistics for the physical system.
mailto:mark.sanderson@usmc.mil mailto:alexandra.diviney@usmc.mil
• Data interrogation and reporting: shall be capable of producing TA-HDBK-0007-1A and unique interrogation and analysis as needed.
• Multi-program Tenant Segregation and Historical Tracking: ability to host and share common data across all Marine Corps acquisition programs within a single web-based environment, permitting secure, logical separation of program data while allowing for enterprise-level visibility and historical tracking of LPD changes.
Data Import/Export, Validation, and Quality Assurance
Data integrity is paramount for Marine Corps sustainment modeling. The IDE-PS must include both an LPD sandbox and working environment capable of importing, parsing, and validating Extensible Markup Language (XML) transfer files and files against the GEIA-STD-0007C schema.
Interactive Validation Engine: All data will be imported into the sandbox environment which will act as the gatekeeper, validating data based on the business rules and data dictionary in SAE GEIA-STD-0007C. TA-HDBK-0007-1A will be used as an additional validation tool.
Error Logging: Detailed error generation reports mapping directly to the erroneous XML line item or database field to facilitate rapid correction by modelers.
IPS Application(s)/Toolset
LORA – Capability designed to support performance of SAE AS1390-compliant LORA based on the Marine Corps’ established maintenance philosophy to support program offices in design decisions by being capable of evaluating life cycle cost, impact of supportability changes, parts and configuration trade-offs when developing repair strategy recommendations to ensure understanding of cost and logistics performance dependent upon design alternatives. It must dynamically read failure rates to evaluate design alternatives, repair strategies, field/depot assignments, and specific facility utilization.
RCM – Capability designed to assist in performing SAE Jointly Adopted (JA) 1011/1012-compliant RCM analyses. Capabilities should include development of hardware and software hierarchies; identify tasks and package into recommended maintenance plan; ability to support comprehensive failure modes, effects, and criticality analysis (FMECA); ability to track changes to the analysis over time; ability to store source data used during analysis for each failure mode;
approval of the final decision disposition; and update to the LPD repository based on analysis results.
RBS Analysis – Capability designed to provide optimal multi-period spares, per DoDM 4140.01-V2 and the Marine Corps’ concept of operations and organizational structure, to meet fleet availability, fill rate, or cost requirements and must be capable of addressing and analyzing changes over time through initial issue, re-basing, re-role, or run-down; trade-offs options due to long and short lead times, operational tempo, and technical lifetime limits; changes to support arrangements due to policy, performance requirements and/or cost evolutions; and equipment design changes to account for obsolescence, modifications, upgrades or program improvements.
Total Cost of Ownership – Capability designed to provide support for performance of business case analysis and trade-off analysis on appropriate program decisions; capable of drawing data from working LPD and producing results useable for decision-making; should address all applicable appropriation types; and visualization of the synthesized data.
Cloud Hosting and Data Security (DoD Impact Level 5 Requirement)
Because the IDE-PS will process, store, and transmit Controlled Unclassified Information (CUI), critical logistics data, and technical specifications, the entire software-as-a-service (SaaS) or platform-as-a-service (PaaS) solution must comply with the Defense Information Systems Agency (DISA) Cloud Computing Security Requirements Guide (CC SRG) at the DoD IL5 baseline.
• Cloud Service Provider (CSP): The solution must leverage a DoW-authorized CSP (e.g., AWS GovCloud, Microsoft Azure Government, Oracle Cloud) possessing a current IL5 Provisional Authorization (PA).
• Authority to Operate (ATO): Interested parties must state if their software application currently holds an active DoD IL5 ATO (or state their roadmap and timeline to achieve one).
• NIST SP 800-171 Compliance: The vendor must certify their corporate network infrastructure used for remote support and modeling tasks complies with NIST SP 800- 171.
Training Support Services Ability to provide training for all software applications defined within this RFI to the workforce.
Interested parties will need to provide onsite, instructor-led training in Quantico, VA area, Albany, GA, Orlando, FL, Warren, MI, and other locations as required.
Modeling and Data Analysis Support Services Interested parties must demonstrate technical expertise and capacity to perform detailed, advanced analytics utilizing state-of-the-art tools. This capability will be delivered by analysts operating from the contractor’s facility, who will coordinate with Marine Corps program offices to collect data in the sandbox, standardize the data, and input approved logistics data into the LPD repository and associated web-based IPS application(s)/toolset. To facilitate this data integration, interested parties must possess the capability to develop custom scripts that automate and standardize the importing of logistics datasets into the target repository. To minimize data import complexity, these scripting efforts will primarily target standard, structured formats (e.g., Excel/CSV exports) that are developed outside of any Marine Corps logistics system.
The Contractor will use direct, real-time database-to-database integrations with legacy enterprise systems (i.e., WebFLIS, MCTIMS, TFSMS, etc.) as required. Proposed personnel also must have documented experience executing comprehensive supportability analyses, demonstrating a deep technical understanding of GEIA-STD-0007C specifications, and the complex interactions of LPD within the proposed application(s)/toolset. Finally, these services must support the design, development, and long-term maintenance of a unified Marine Corps software solution capable of supporting modeling, simulation, and product support analyses across multiple programs and platforms.
The Government’s approach to providing Modeling and Data Analysis Support Services is designed for maximum flexibility and cost-effectiveness, ensuring the Marine Corps only pays for the analytical support it requires. We require a scalable staffing model that can be adjusted in response to the number of programs utilizing the IPS application(s)/toolset.
Initial Capability: The Government will initiate use with a dedicated team of contractor-provided two (2) highly experienced analysts. This core team possesses the technical expertise to perform the full range of required supportability analyses, including data import/export, model development, and analytical execution as described in the RFI.
Scalable Support Model: The number of programs requiring support may fluctuate. The Marine Corps’ model allows us to seamlessly scale the number of analysts—up or down—to match the analytical workload. As new programs are identified for inclusion, we can rapidly deploy additional qualified analysts to meet the demand without disruption to ongoing support. This 'on-demand' scalability ensures MARCORSYSCOM maintains analytical momentum while achieving optimal resource allocation.
Licensing Structure & User Profiles To support the Marine Corps' operational model for this capability, the licensing structure must accommodate a collaborative environment consisting of multiple tiered user base such as:
• Government Approver Licenses: Secure, web-based, write access to import and export data and work within the application(s)/toolset to approve data flow from the sandbox for government acceptance prior to importing into the LPD repository.
• Government Viewer/Reviewer Licenses: Secure, web-based, lower-cost access for Government stakeholders to review models, generate standard reports (e.g., LSA-004 MAC, LSA-024 Maintenance Plan, LSA-036 Provisioning Parts List), and run ad-hoc queries without write access.
Interested parties must outline their licensing model (e.g., concurrent user, named user, enterprise site license) and if they support this tiered access concept.
Government Data Rights and Intellectual Property To ensure long-term sustainment flexibility and eliminate proprietary vendor-lock, the Government requires Unlimited Rights (as defined in Defense Federal Acquisition Regulation Supplement (DFARS) 252.227-7013 and DFARS 252.227-7014) to all data, analytical results, customized scripts, database schemas, configurations, and system models generated under this effort.
Specifically:
1. Data & Models: The Government shall retain unlimited, unrestricted rights to utilize, modify, release, perform, display, or disclose any product support analyses, LORA, RBS models, total cost of ownership outputs, and RCM outputs generated by the toolset on behalf of the Marine Corps.
2. Commercial Off-the-Shelf (COTS) Software Licensing: The Government acknowledges that the underlying COTS software applications utilize proprietary algorithms. The Contractor shall retain all proprietary rights to their commercial software codebases, and the Government will utilize such software under standard commercial licensing terms.
Modifications to COTS software applications in support of this effort and funded by the Marine Corps will be considered Marine Corps-owned software.
3. Data Portability: Interested parties must describe how their tools facilitate the seamless extraction and export of all Government-owned output data in open, non-proprietary formats (e.g., XML, Excel/CSV, GEIA-STD-0007C files) to ensure portability to other environments or systems as required.
Performance Location The performance of the Modeling and Data Analysis Support Services shall be conducted at the Contractor's facilities.
However, the Contractor must have the ability to conduct the Training Support Services and other key meetings at the following locations, as required:
• Quantico, VA area
• Albany, GA
