About this file
This is a Questions and Answers document for a U.S. Marine Corps (USMC) Request for Information (RFI) regarding the ULCANS INC 1 concealment screen systems. The document addresses technical specifications, manufacturing requirements, and program timeline for hexagonal and rhombic radar scattering and radar transparent screen systems with multispectral concealment performance capabilities. Contract award is planned for no later than February 2027, and this is designated as a "winner takes all" solicitation exclusively for USMC procurement.
Key technical requirements include immediate full-rate production capability of up to 10,000 systems monthly upon activation, with manufacturing capacity needed for both 2D (single layer) and 3D (dual layer) nets at quantities of 1,000, 2,500, 35,000, and 10,000 units. All materials, support poles, and shape disrupters must be Berry Amendment-compliant. The government specifies current design baseline specifications and provides dimensional requirements through enclosed drawings and MIL-PRF standards, which contain detailed technical specifications for material construction, dimensional and strength requirements, flame resistance standards, wind load specifications (46 mph), and performance metrics across ultraviolet, visible, near infrared, and thermal infrared wavelengths. Vendors must demonstrate technical approach to component level and manufacturing capability. The document notes that the relative importance of exceeding technical requirements versus pricing has not yet been determined, and PFAS-free treated fabrics are referenced in the enclosed specifications.

Question Answer
Is there an existing Technical Data Package, performance specification, or prior contract reference that should be used as a baseline for material construction? Please refer to enclosed MIL-PRF
Are there minimum square footage or dimensional requirements for the hexagonal and rhombic screens referenced in the RFI? Please refer to enclosed MIL-PRF
Are there defined tensile strength or tear resistance requirements for the screen material? Please refer to enclosed MIL-PRF
Is flame resistance required? If so, which standard applies? Please refer to enclosed MIL-PRF
For the support system, are non-metallic poles mandatory or simply preferred? Are there defined compressive load or anchoring load requirements associated with the 46 mph wind specification?
Please refer to enclosed MIL-PRF
Regarding the surge production requirement (up to 10,000 systems per month), would a phased ramp-up plan be acceptable, or is immediate full-rate production expected upon activation?
Immediate full-rate production is expected.
Is exceeding technical requirements more important than end item/system price at source selection? This has not yet been determined.
Will the resulting Product Description document be based on performance metrics (threshold & objective Min-Max) instead of specific materials specifications? Please refer to enclosed MIL-PRF
Please provide finished dimensions of the nets. Please see enclosed drawings
Please provide panel attachment points to the vehicles.
The system does not utilize attachment points to vehicles. Request clarification on this question, or refer to enclosed specification.
Will PFAS free treated fabrics be preferred? Please refer to enclosed MIL-PRF
Will the resulting items be procured by other services? No, this is a USMC-specific contract
Will there be exceptions to the Berry amendment for textile materials? No exceptions to Berry-compliant materials will be made.
is 3D knitting a viable technology/solution being considered? If this is a characteristic of your technical approach, please include it in your response.
Is Ink Jet printing a viable technology/solution being considered? If this is a characteristic of your technical approach, please include it in your response.
Can patterns resembling terrains be real time images instead of government authorized camouflage patterns? Please refer to enclosed specification
Can we propose alternate camouflage patterns? If this is a characteristic of your technical approach, please include it in your response.
Whats the program plan for solicitation issuance and contract award? Award will be made NLT February 2027.
Will it be a winner takes all solicitation? Yes, winner takes all
Radar Scattering Screen System: Our question applies to final ULCANS INC 1: the ability to hide an object by reducing its effective radar cross section, the reduction, depends on attenuation and scattering properties.
Does scattering in this context mean radar dipression: attenuation and scattering?
Please refer to enclosed MIL-PRF
Radar Transparent Screen System: What is meant by “transparent?” Can you define a wave length range that should not be attenuated? Please refer to enclosed MIL-PRF
Multispectral Concealment Performance: What standards should be considered here?
Is it percent reduction at a given range or probability of detection or delta T? Please refer to enclosed MIL-PRF
Ultraviolet (UV): What ASTM standard will be used? Please refer to enclosed MIL-PRF
Visible (Vis): What ASTM standard will be used? Please refer to enclosed MIL-PRF
Near Infrared (NIR): What ASTM standard will be used? Will there be lab tests and field tests? Please refer to enclosed MIL-PRF
Short/mid/long wave infrared (SWIR/MWIR/LWIR): What criteria are used here (see 3 above). Any ASTM standards, field tests or lab tests? Please refer to enclosed MIL-PRF
Thermal-infrared (TIR): What criteria are used here (see 3 above). Please refer to enclosed MIL-PRF
The vendor's technical approach to prototype, test, evaluate, refine, and manufacture the ULCANS INC 1 screen systems:
What is the level of detail required to fully answer this section?
Please provide your technical approach to the component level.
The vendor shall provide manufacturing capability and capacity-1000, 2500,35000,10000: Are these quantities for both 2D (one layer) and 3D (two layer) nets?
Both 2D and 3D layer nets
Physical/Logistical System Requirements:
The RFI requests a description of the design of the nets and the support system (Poles, stakes, etc). Are you requesting novel designs of the shapes and ways to connect the nets? Or should we assume the current government design is what is desired and you want us to describe our ability to manufacture the current design?
Current Government design is what is desired. Please refer to enclosed drawings.
Support Poles:
Do the support have to be Berry compliant? Berry compliant
Shape Disrupters:
Do the shape disruptors have to be Berry compliant? Berry compliant
