About this file

This is an instruction document and Q&A submission template for an industry question period related to the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) Request for Information (RFI). The document establishes mandatory procedures for vendors to submit clarifying questions about the upcoming MCCE OSS procurement, which seeks to identify capable commercial partners to deliver enterprise-scale Information Technology operational support services with qualified, certified personnel as the primary focus, while exploring integration of commercial AI and automation technologies to drive operational efficiencies and reduce manual labor costs.

All questions must be submitted electronically to Contracting Officer Deborah O. Pickeral (Deborah.Pickeral@usmc.mil) using only the provided Excel template on Tab 2 ("Q&A Submission Matrix") by September 17, 2026, at 3:00 p.m. ET, which is five calendar days post-RFI release. Questions submitted via email body, PDF, or modified templates will not be reviewed. Vendors must cite exact RFI sections, page numbers, and question/paragraph numbers for each submission and provide mandatory context explaining why clarification is needed. Proprietary information, confidential language, and marketing pitches are prohibited, as all questions and Government responses will be posted publicly on SAM.gov. The Government will consolidate duplicate questions, scrub vendor names to protect procurement integrity, and publish final Q&As as a formal amendment to the RFI. The Solicitation Number is M6785426I4208, and the opportunity involves the Marine Corps Systems Command under the United States Marine Corps.

Instructions

Attachment 2 - Instructions for Submitting Industry Questions
1. General Guidelines:
Purpose: The Government will utilize this Q&A period to gather feedback on the clarity, accuracy, and completeness of the RFI document. All submitted questions must serve to clarify the requirements or contracting strategy of the upcoming MCCE OSS procurement.
Email-Only Submission: All questions must be submitted electronically via email to the Contracting Officer, Deborah O. Pickeral, APM-CT (Deborah.Pickeral@usmc.mil). Telephone or in-person inquiries will not be accepted.
Due Date: All questions must be received no later than 5 calendar days post-release of the RFI 17 September 2026 3:00 p.m. Late submissions may not be reviewed or answered by the Government.
2. Mandatory Formatting Rules:
Standardized Template: Questions MUST be submitted using this Excel template on Tab 2 ("Q&A Submission Matrix"). Questions submitted in the body of an email, in PDF format, or in modified versions of this template will not be reviewed.
Citations Required: For every question submitted, the vendor MUST cite the exact RFI Section, page number, and question/paragraph number (e.g., "Section 3.0, Part B, Question 10"). General or uncited questions may be ignored.
Context/Rationale: The "Vendor Context / Rationale" column is mandatory. Vendors must explain why the question is being asked (e.g., "We require clarification on IL6 isolating boundaries to ensure our proposed personnel holds the correct clearances in our pricing model").
No Marketing or Proprietary Information: Do not include proprietary, confidential, or trade-secret language in your questions. All questions and Government answers will be posted publicly to SAM.gov. Do not use the Q&A period to pitch specific corporate products or capabilities.
3. Government Processing (Triage Policy):
Consolidation: The OSS PMO will compile all compliant questions into a single master sheet. To protect procurement integrity, vendor names and identifying information will be completely scrubbed prior to review.
Scrubbing of Duplicates: If multiple vendors ask identical or highly similar questions, the Government will consolidate them into a single question for public response.
Public Release: The final Q&As will be published to SAM.gov as a formal amendment to the RFI.
