About this file
This is a Vendor Questions and Responses document dated May 13, 2026, addressing inquiries about an Operational Prototype Framework-Medium (OPF-M) loitering munition solicitation. The document does not address specific products, pricing terms, response dates, or award timelines beyond general program phases.
Key technical requirements clarified include: baseline system capabilities requiring modular design with removable warhead and power pack, 20+ minutes loiter time after transiting 25 kilometers, catastrophic or mobility kills on anti-armor targets, reusable inert training rounds, and man-in-the-loop operator control with ability to re-task in flight and abort during terminal phase. The government confirmed no predetermined number of awards, anticipates prototype awards in FY27 or earlier with production awards beginning FY28, and will define specific production quantities in a future solicitation. Respondents must provide current Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) data and describe production capacity. The government declined to provide comparative information from the OPF-Light program, specify minimum engagement range, identify time-to-loiter or loiter-to-target criticality, mandate specific software environments or Automatic Target Recognition software, or share quantity projections. Submissions limited to 15 pages inclusive must be unclassified or Controlled Unclassified Information (CUI) level via DoD SAFE, with classified data prohibited.

Vendor Questions and Responses 5/13/2026
Theme Vendor Question Government Response
Submission & Process We have additional detailed classified data related to the performance of the warhead. If interested, how would we provide the data to you?
Per the RFW, classified information should not be submitted. All information must be submitted via DoD SAFE at the Unclassified/CUI level.
Submission & Process Please clarify whether a cover or title page is not or is included in the 15-page response limit.
The 15-page limit is inclusive of all content, including any cover or title pages.
Submission & Process Can you share any critical lessons learned from OPF-Light that should inform OPF-M submissions? Information from other programs will not be provided.
Acquisition & Timeline What is the expected number of performers?
The Government has not predetermined the number of awards and reserves the right to invite any number of respondents to future phases.
Acquisition & Timeline What is the anticipated timeline from prototype award to production award?
The RFW anticipates a prototype award in FY27 or earlier, with production awards beginning in FY28, as detailed in Part 2.
Acquisition & Timeline What constitutes “mature” for subsystem TRL (Technology Readiness Level)? What is the desired TRL/MRL for entering Phase I of the effort.
Respondents should provide the current TRL and MRL for their proposed system and key subcomponents as requested in Part
2.2 of the RFW.
Production & Quantities
Quantities: Can the Government provide short-term (FY27–FY28) and long-term (FY29+) projected quantity ranges (lower and upper bounds) for both prototype/demonstration units and production units (AURs and GCSs)?
Specific production quantities will be defined in a future solicitation. Respondents should describe production capacity based on Part 4 of the RFW.
Production & Quantities What quantities and configurations will be required for verification testing versus initial fielding?
Specific quantities will be defined in a future solicitation. Part 4, item 7 of the RFW asks for lead time estimates on a notional quantity for verification testing.
Technical Can you provide more detail on the lethality required for the target set (anti-armor, boats, etc.)?
The baseline capability is for catastrophic or mobility kills on Anti- Armor. Please provide the RHAe performance of your proposed solution. Other payload improvements can be discussed under Capability Growth Area (CGA).
Technical
Maximize Range and Endurance: Is it possible to quantify the required operating and transport conditions, including specific thresholds for rain, wind, temperature extremes, shock/drop, and electromagnetic exposure?
Please describe your system's performance across a range of relevant environmental conditions.
Technical
Maximize System Reliability and Adaptability: Does “loiter time greater than 20 minutes at 25 kilometers” mean the munition must fly 25 km from the GCS and then loiter for more than 20 minutes?
The baseline capability requires 20+ minutes of loiter time after transiting 25 kilometers. If your system cannot meet this baseline, please detail its maximum achievable endurance and range tradeoffs.
Technical What is the minimum engagement range requirement? A minimum engagement range is not specified.
Technical Clarification requested on the endurance parameter: Is the 20-minute requirement defined as time-on-station after the 25km transit, or is it the total mission duration from takeoff?
The baseline capability requires 20+ minutes of loiter time after transiting 25 kilometers. If your system cannot meet this baseline, please detail its maximum achievable endurance and range tradeoffs.
Technical Is the time to loiter critical? (25km) Not specified at this time.
Technical Is the time from loiter to target critical? Not specified at this time.
Technical Can you provide more information on required operational environments, e.g., GPS-denied/EW-contested areas?
Provide supporting information for your system on anti-jamming technology, GPS-denied, or degraded environment capabilities.
Technical Are there any preferences regarding transport/logistic requirements, especially with separating warhead from delivery vehicle?
A modular design with a removable warhead and power pack is a Baseline System Capability. If your current system architecture differs, please describe your approach and its impact on system adaptability and transport.
Technical Why does the warhead need to be removable from the AUR?
Modular design is a Baseline System Capability to maximize system adaptability and support safe transport. If your system architecture differs, please describe your approach and any associated trade-offs.
Technical Why does the power pack need to be removable from AUR?
Modular design is a Baseline System Capability to maximize system adaptability and support safe transport. If your system architecture differs, please describe your approach and any associated trade-offs.
Technical Could removable warhead and power pack be pushed to Capability Grow Area instead of Base Capability Area?
This remains a Baseline System Capability for the purposes of this RFW. However, the Government encourages vendors to identify any baseline requirements that present significant technical or cost challenges in their submission.
Technical Can a surrogate be used as a training round?
The RFW identifies reusable inert rounds as a Baseline System Capability. Respondents should describe their current capability to meet this requirement or detail their proposed alternative training methodology.
Technical Could you describe the inert training expectation?
The baseline requirement is for the ability to train with reusable inert rounds and for the GCS to support a simulation mode. If your system cannot currently meet these baselines, please describe your alternative training methodology.
Vendor Questions and Responses 5/13/2026
Technical Can you provide more details on the OPF-M Simulation requirement, what is required to integrate a new loitering munition model with LVS?
Describe if your system has the ability for the GCS to have a simulation mode for training.
Technical Is there a requirement for how many systems can be operated MITL by a single operator simultaneously?
The baseline requirement is for a single operator to control one system. Multi-system control is a Capability Growth Area (CGA).
Technical Will the government require a specific ATR SW to be used? No specific Automatic Target Recognition (ATR) software is required. ATR is identified as a Capability Growth Area (CGA).
Technical Are there preferred software environments for ground control stations? No specific software environment is preferred at this time.
Technical Can you please elaborate on your understanding of man in the loop concept of operations (CONOPS), specific to OPF-M?
The system must allow an operator to have final command and control, including the ability to re-task the system in flight and command an abort during the terminal phase of an engagement.
Technical Do you have a preference for software? (ex. ATAK) No specific software is preferred at this time.
