About this file
The document is a Questions and Answers (Q&A) file for a Request for White Papers (RWP) for the United States Marine Corps Amphibious Combat Vehicle (ACV) Crew Gunnery Trainer (CGT) prototype project. The Q&A covers technical, operational, and administrative details of a prototype development effort to create a mixed reality training system for ACV gunnery skills. Key specifications include developing a virtual reality simulator that models ACV driver, gunner, and vehicle commander stations, capable of simulating gunnery tables, force-on-force training, and communications at various unit levels. The prototype is expected to cost approximately $5M, with an optional $7M for additional software development, and potentially lead to a future production contract estimated at $12M for 24-36 systems.
The document provides extensive technical guidance, including requirements for the simulator's software (using Unreal Gaming Engine 5), hardware configurations, learning management system capabilities, and training environment specifications. Vendors are invited to submit white papers by 0900 EST on May 29, 2025, with responses evaluated on schedule, cost, and performance risk. The Marine Corps will use Other Transaction Authority (OTA) to facilitate flexible prototype development, with the intent to acquire unlimited or government purpose rights to the developed technology. The prototype aims to create a training system that allows ACV crews to conduct simulated gunnery qualification and develop individual and crew-level skills in a realistic, immersive virtual environment.

Question # Paragraph/Ref Question Government Response
1 General The document mentions both Virtual Reality and Mixed Reality. Can you confirm which one is the main focus? From the training goals, VR seems like the better fit, but we’d like to double-check on that Virtual reality is the main focus.
2 General Can we confirm that Phase 1 of the training will focus exclusively on single-player with AI (NPCs), without including multiplayer features such as crew training or voice communication with other participants Phase I threshold will be Table VI Gunnery qualification (Single Crew vs. NPCs/AI).
3 General Can we get a list of trainee data that the system must track for reporting (e.g., time to target, accuracy, number of threats neutralized)? CGT must track the gunnery score of the crew (per NAVMC 3500.2D Table VI).
4 General Can the application connect to the internet for things like data sync, updates, or analytics—or should everything run offline in a secure environment? Prototype must be able to run offline in a secure enviornment.
5 General What kind of controls should the user have—hand tracking, VR controllers, or physical hardware like joysticks (HOTAS)? Hand tracking to physical hardware.
6 General Will you be sharing any references or materials to help us recreate the surf zone environment accurately? Unreal software with surf zone encoded will be provided as Government Furnished Equipment (GFE).
7 General Please provide reference images or videos of the ACV to help us better understand the systems, controls, and user interactions involved. References images or videos of ACV can be provided upon request after vendor selection.
8 General Can we get a sample scenario for the training process to get an idea about the complexity of the process? The scope of work is practical application and demonstration of crew gunnery per (per NAVMC 3500.2D Table VI).
9 Section 3: Phase I Will the Government clarify the following statement: "Government estimates for the ACV CGT prototype and development phase is estimated to be in the $5M range with an option for an additional estimated, $7M for software development." That is, is the $7M option for software development allocated to meet the objectives for the future tasks detailed on page 4 of the RWP?
Page 4 of the Request for White Paper (RWP) does not contain objectives for future tasks.
10 9 Process, Item #3 Would the Government consider allowing the schedule to be included as an attachment given the limited page count? Yes.
11 9 Process Will the Government confirm that white papers should be double-spaced? As it stands, offerors' RFI responses were likely longer than the RWP responses will be. Single-spaced text will be accepted.
12 9 Process Will the Government consider allowing Times New Roman 8 pt. font in tables and graphics? Yes.
13 9 Process, Item #9 Will the Government clarify if offerors should simply identify the sub-contractors that will be assisting in any capacity with the project within the body of the white paper and provide all remaining details about why the sub-contractors were included on the project team in Attachment C? That is, is sub-contractor experience excluded from page count?
Offerors shall identify sub-contractors in RWP and speak to what role the sub-contractors will be completing. The Government is not considering an exception to page count for sub-contractors.
14 9 Process, Item #9 Will the Government elaborate on what information should be included to quantify sub-contractors' efforts? Without a clear definition of "quantify," offerors will interpret this differently, leading to inconsistent information and making it difficult for the Government to compare proposals fairly.
Offerors should provide name, role, and size of impact of sub-contractors in Request for White Papers if offerors plan to use sub-contractors.
15 9 Process: Phase I Request for White Papers, Item #11
Will the Government clarify what information it is seeking (e.g., a statement saying what FCL the offeror has and its safeguarding capability, Copy of the DD 441, SF 328) to satisfy the requirement to "identify the facility clearance process"?
Offerors should provide their facility clearances and their International Traffic in Arms Regulations (ITARs) if they are currently under any restrictions from ITARs.
16 Enclosure 1 Will the Government disclose any specific requirements or limitations on the shape, weight, or form factor for each CGT variant?
CGT Shall be no larger than a 20ft container and must be transportable by Marine Corps' Standard 870 Trailer and commercial flat bed trailer.
17 Enclosure 1 Will the Government the specifications required by the motion system (e.g., is a 3-DOF motion base desired)? The Government is not dictating motion system requirements.
18 Enclosure 1 Where will the CGT be transported to? What are the conditions at the destination (e.g., availability of power, level ground, environmental factors) where the CGT will be used?
CGT may be transported to all current USMC active duty and reserve locations. Standard US 120/220 volt building and generator outlets.
19 Enclosure 1 Will the Government clarify the required tactical fidelity level of the CGT variants? For instance, how much of the re-creation is real/physical as opposed to a virtual re-creation in the VR headset? All tactical scenarios will be virual re-creations within the headset.
20 Enclosure 1 Will the Government clarify how it intends to leverage mixed reality with a gunnery seat if the gunner has a limited view (i.e., a small screen, as shown in the sample image)?
Gunner will have a virtual reality presentation of the ACV, with the Common Remote Operated Weapon Station (CROWS) screen being visible within the presentation.
21 Enclosure 1 The RWP states that the CGT will "model the ACV driver, gunner, and vehicle commander stations." Given the ACV Driver Trainer already exists, will the Government clarify if the CGT also needs a physical driver station for crew training? Or is the intent to connect the CGT with an existing Driver Station for crew training?
Offerors may use the Driver Trainer as an addition to the CGT or design their own, whichever provides a better option to the Government's request.
22 Enclosure 1 Will the Government elaborate on how mobile it intends the CGT to be for the transportable systems? CGT will be transportable by standard 870 Marine Corps Trailer, commercial flatbed trailer and powerable by 120/220v electricity.
23 paragraphs 9.3 & 7 Regarding the ROM, it is clear that the USG would like for the offeror to provide a ROM for the delivery of one CGT prototype system. This refelcts Enclosure 1: Top 10 Crew Gunnery Trainer Specifications. Are all other items in paragrah 7 other than the 4 bulleted items at the end of the paragraph requirements for the prototype?
The ten specifications located in Enclosure 1 are the ten greatest priorities for the Crew Gunnery Trainer during prototyping.

Does the Government expect to award $5M for prototype development and an additional $7M for software development to a single winning vendor, or are the potential $5M and $7M awards total amounts to be split amongst multiple winning proposals, and if so, how many awards are expected? Additionally, how is the $7M software award unique and separate from the $5M award? This will help inform our ROM Cost and prioritization of our effort.
Costs provided are an estimate. The Government expects to provide milestone payments to vendors based on costs negotiated with selected vendors. Initial prototyping costs will be separate from additional software development after First Unit Evaluation (FUE) completion if the optional task is exercised.
79 General
Is there an expectation of what proportion of the simulator should be hardware-based vs. software based (for example: a full mock-up of the ACV turret with commander and gunner positions, the 30mm feeder, etc. vs. a VR head-set with accompanying commander joy stick and gunner hand-controls that can be run off a lap-top), or is it up to us to make a suitable proposal as to which parts of the vehicle should be represented virtually and which should be represented haptically? We have both a VR based system with hand-stations that can be set up and run on tables or desk-tops, full mock-ups of armored vehicle turrets complete with accurate seats, manually elevation and traverse knobs, and can also assess providing a hybrid version. This will help inform our response and ensure we provide the Marines the most effective, accurate and efficient training device possible.
The protoype should be largely software based with a hardware focus on ACV items that require tacticle manipulation.

Can you elaborate on funding as it relates to a timeline or events? Is the estimated award per independant contractors if multiple contractors selected?
Funding will be incremental in milestone payments during competitive prototyping phase. Estimate is based on a single vendor.
Crew Gunnery Training (CGT); ACV Suite of Training Systems Request for White Papers Questions and Anwers
OBS - Government intends to make software already developed via a previous effort built upon Unreal Gaming Engine 5 available to the prototype participants upon the start of the project that will accelerate development of the CGT prototype.
4.a - This software creates a virtual reality environment for the user that consists of surf zone and land driving scenarios and their accompanying physics models. The software also includes 3-D modeling of the outside of the ACV-P variant and modeling of the driver’s station to include switch functionality. The existing Driver Training System incorporates a realistic Unreal Gaming Engine environment that replicates the surf zone environment for students as part of its operating baseline.
This is written in present tense, is it safe to assume the surf zone and land virtual environment, physics models, 3D models of the interior and exterior of the vehicle do exist and will be made available to the new performers? Yes.
Req - Development of a virtual immersive environment of Table II with simulated fire and maneuver from both friendly and threat units.
Are the friendly and threat units NPC AI controlled? Threat units will be AI. Friendly units could be AI or other crews within simulation.
Req - Development of a virtual immersive environment of Table II with simulated fire and maneuver from both friendly and threat units.
Are these controlled via OneSAF - https://www.peostri.army.mil/Project-Offices/PM-SE/PL-CSS/OneSAF/ No.
OBS - The title of the Request for White Paper is for a Crew Gunnery Trainer yet #1 of Attachment 1 states that the CGT station shall model all three crew stations.
Will the CGT include tasks for the commander and driver or will crew training occur while connected to an existing ACV Suite of Training Systems mentioned in the main document? CGT will accomplish gunner, and crew tasks at prototype.
Req - The CGT IOS shall allow the instructor to create scenarios of varying difficulty.
- The CGT IOS shall allow the instructor to export communications and marksmanship data from each of the scenarios ran in the CGT.
Is there currently an existing CGT IOS? Should the prototype utilize an existing IOS or include the development of an IOS? No. Prototype should contain an IOS structure.
135 Learning Management System What other capabilities will be required besides the ability to keep track, record, assess/score, and report/replay user performance?
Vendors should provide a description of their proposed LMS capabilities in accordance with section 9 page 5 requested information.
136 Learning Management System Will the training scenario be completed from start to finish in one session, or is it supposed to support multi-session training experiences? Training sessions should be able to be paused. Scenarios are expected to be completed from start to finish.
137 Learning Management System Will users need to login to the training system so the simulation knows who they are and load existing past performance data? Yes, using DOD ID number excluding PII data.
138 Learning Management System What data do you expect this LMS to export (i.e., users, assessments, acheivements), and to what greater systems do you need to feed this data to?
LMS should export both individual and unit records. this data will be fed into Marine Corps Training and Information Management System (MCTIMS).
139 General Does TEU require climate control and air filtering? If referring to the CGT shelter requirement it will need to be climate controlled. TEU should be defined.
140 General What electrical power is available to the TEU or does that need to be provided with our solution? Standard 120v/220v building and generator outlets will be available. Vendors are expected to provide power requirements of their proposed solution. Selected vendors will recieve the facility assessment as GFI.
141 General Is there a preference between independent and singular tables? Prototype should reach Table VI per the reference.
142 General Intent is 3 crew (gunner, driver, commander) stations and 1 instructor station? Yes.
143 General Quadcon was mentioned in RFI? Are these 4 independed contrainers (quadcon) secured together to form 1 TEU? Or one singular TEU.
The vendor should propose the shelter solution. Requirement is to be no greater than a 20 foot container capabile of being transported via commercial trailer or military M870 trailer.
144 General How many DOF? 6? Amounts of DOF will not be specified by the Government.
145 General Intent is to conduct class inside the TEU? i.e. no moving equipment outside container or having telescoping/opening doors in container? Means a custom container design.
Intent is not to conduct class inside the shelter but to conduct practical application using the simulator and to be able to brief crew within the system from instructor/operator station.
Crew Gunnery Training (CGT); ACV Suite of Training Systems Request for White Papers Questions and Anwers
146 General How much physical duplicating of equipment is preferred vs a virtual solution? Virtual solution is preferred in most aspects except when recreating hardware for the crew that requires tacticle manipulation (gunners grip, steering wheel).
147 General Is it necessary for the crew to be able to stand? This might not be possible in an unmodified TEU, which has an interior height ~7’10”. Could move the simulator outside the TEU for instruction and back into TEU for storage/transport. No.
148 General Can the container be modified to secure the simulator? i.e. weld attachment points to floor and sides of container? Yes.
