About this file

This is a Questions and Answers document related to RFI M67854-25-I-5306 for ICD-705 compliant deployable shelters for the United States Marine Corps. The Q&A clarifies that the shelters will be assembled by military personnel at deployed locations, with contractor training provided at garrison delivery points (CONUS, Hawaii, Okinawa). The shelters must be compatible with tactical airlift, with individual components fitting within an 8'x8.5'x20' transportation envelope.

Key details include an anticipated procurement quantity of 20-100 units (unapproved), no specified minimum or maximum deployed size requirements, and inclusion of all unclassified systems necessary for operation (electrical, lighting, ventilation, etc.), though generators and ECUs will come from military inventory. The shelters will be pre-staged at Marine Corps bases and transported worldwide by the Marine Corps as needed. The government is technology-agnostic and seeking information on market capabilities that meet ICD-705 compliance requirements. Responses to the original RFI were due January 15, 2025, with questions due by January 8, 2025.

Questions:

1. Will assembly of the shelter at the deployed location be performed by deployed contractor FSRs or by deployed military personnel?

A. Deployed Assembly is planned for military personnel. Training for military personnel is planned at product delivery to garrison (CONUS, Hawaii, Okinawa).

2. Will the shelters be delivered and pre-staged to a garrison/logistics hub as inventory and then rapidly deployed by the Marine Corps (MC) as needed….or will the contractor ship to the deployed location?

A. Shelters are planned to be delivered to garrison/logistics hub and placed into inventory. MC will be responsible for deployment.

3. Will one of the transportation modalities be tactical airlift and is compatibility with the 463L pallet system a requirement?

A. Tactical airlift is a requirement. Transportation envelope is 8’ wide by 8.5’ tall by 20’ long. All individual components shall fit within this envelope. System envelope may be larger where individual components meet the individual envelope. The individual and system envelopes allow for shelters within this size and for smaller items that will require compatibility with 463L pallet system that may be assembled into a shelter.

4. What are the planned number of shelters to be procured?

A. Current (unapproved) planned numbers range from 20-100 and have potential to increase. Reference RFI; Manufacturing Readiness and Production Capacity for additional information.

5. Can you clarify what size the deployable shelter should be? What is the minimum size and what is the maximum size?

A. No minimum or maximum is identified. It is desired that the deployed shelter provide more square footage than available to the individual envelope identified in the transport requirements in Answer 3 above and meet requirements of ICD 705. The Government is seeking information from industry regarding what capabilities exist in the market.

6. Can the deployable shelter be Vinyl Membrane Structure?

A. There are no technologies targeted for inclusion or exclusion. The Government is seeking information from industry regarding what capabilities exist in the market.

7. Can you clarify what this refers to… Transport configuration of individual components shall fit within 8’x8.5’x20’ Is that the size of the shelter you want?

A. Please reference Answers 3 (Transportation) and Answer 5 (Operation/Deployment) above.

8. Where will these units be stocked, and shipped?

A. These systems are planned for shipment and storage at MC bases in CONUS, Hawaii, and Okinawa. Shipment costs (if included) for OCONUS are requested to be broken out as separate line item. MC will be responsible for deployment anywhere in the world.

9. What is the approximate size of shelter system you require, dimensions or usable square footage?

A. Please reference Answers 3 (Transportation) and 5 (Operation/Deployment) above.

10. Is there an approximate quantity anticipated for acquisition? Will this be a one (1) time acquisition, or multiple acquisitions over time? If multiple, what types of quantities do you expect to be purchased at once, and how many will be stocked and/or fielded in one location?

A. Funding profile has not be determined. Stepladder pricing estimates may be provided. See RFI; Manufacturing Readiness and Production Capability, and Cost and Delivery for additional information.

11. Will these be transported in a quadcon during field use?

A. It is possible that these will be transported in a quadcon, but is not likely. Reference Answer 3 above.

12. We offer rotomold containers, which provide improved weather resistance and durability for shipping and storage of the shelter systems. Would this type of container be of interested to you?

A. There are no technologies targeted for inclusion or exclusion. The Government is seeking information from industry regarding what capabilities exist in the market.

13. Do you require that the vendor provide any interior equipment such electrical, lighting, etc.?

A. If a future RFP is released, it is planned to include requirements for all unclassified systems necessary for operation to include electrical and signal routing, lighting, ventilation, etc.. (Generators and ECUs are planned from Military inventory). The Government is seeking information from industry regarding what capabilities exist in the market.
