About this file
This document is a Response to Sources Sought/Request for Information (RFI) from the United States Marine Corps (USMC) for a Quad-Band Satellite Emulator system. The USMC is seeking a satellite emulator capable of rapid deployment to austere locations, with lifecycle maintenance, repair, sustainment, technical training, and support for ground field-level testing of satellite communication terminals. The system must simulate Defense Satellite Communications System Phase III (DSCS III), commercial C- and Ku-band satellites, and the Wideband Global SATCOM constellation, operating across C-, X-, Ku-, and Ka-bands.
Key requirements include the ability to provide simultaneous operation of Tactical Satellite Communications Terminals within 200-1200 feet, support translation between uplink/downlink frequencies and polarizations, and meet Class II MIL-PRF-28800 environmental standards. Potential vendors are requested to submit a white paper by April 3, 2025, at 3:00 PM EST, detailing technical specifications, mobility, durability, manufacturing readiness, support services, and estimated costs. The solicitation anticipates procuring approximately 35 systems, with responses to be submitted via email to specific USMC contacts. This is a market research RFI and does not constitute a formal procurement solicitation.

Questions
1. The RFI states PdM CSSE is looking for a new “satellite emulator that is capable of rapid deployment to austere locations”. Is this a potential procurement of a product replacement for the listed Satellite Simulator PN LTT-03-W-198 22940-199?
a. The Satellite emulator/simulator would not be a system that is a replacement for Satellite Simulator PN LTT-03-W-198 22940-199 but will be maintained and tracked as a separate system. It is anticipated to have similar functions but will not be a replacement.
2. More specifically, what comprises the term “emulator”? Is the replacement for only the Simulator, or replacing all other listed NSN parts as a complete system?
a. The procurement would be for the complete system (main satellite emulator/simulator and all accessories required for testing).
3. For any product replacement, what are the specified requirements?
a. The system will not be used as a replacement for PN LTT-03-W-198 22940-199. The system will be maintained and tracked as a separate system but will function similar to PN LTT-03-W-198 22940-199.
b. Same performance as the PN LTT-03-W-198 22940-199?
i. The system is not a replacement system but is anticpated to have similar functions to to the PN LTT-03-W-198 22940-199.
c. Same physical interfaces, form factor and dimensions?
i. The system is not a replacement system but will function similar to the PN LTT-03-W-198 22940-199.
d. Any additional capabilities needed?
i. There are no additional capabilities required form what is outlined in the RFI.
e. What are the projected quantities?
i. Project quantities would be approximately 35 systems (subject to change due to requirements).
4. It is anticipated antenna reflectors would be used/needed for the tower as a front end to the mounted Simulator. But there are no antenna part numbers listed in the RFI’s NSN BOM, please clarify.
a. Antennas for transmit and receive may be mounted to the front of the box holding the simulator. These are not subcomponents but are/could be a part of the simulator or considered internal parts. The additional accessories listed in the RFI cover most, but not all accessories that could be required for the Satellite Emulator/simulator to perform testing. Since the list of accessories is an unofficial list, not all items have NSN associated with them.
5. For any future program of record related to a potential procurement of this system, are the TACSAT terminals provided as GFE for testing purposes using the Emulator tower system?
a. TACSAT is not provided as GFE. The systems will be tested as a part of the government acceptance testing through Marine Corps Systems Support Activity to ensure that all requirements are met.
6. In order to be more clear to you guys I wanted to be sure what the material solution was for sure. In the RFI in specified “realistic” training, but goes on to describe our QBSS with the Blue Sky Mast. We have developed anew product that has been demonstrated to all the USMC comms warrant officers and Master Gunnery Sergeants at Quantico. The new kit does everything the emulator does with the addition of being able to provide actual services to the remote terminals. As I was writing the response I wanted to know if you would like me to include pricing for both or just the emulator. The emulator is capable of everything you outlined in the RFI, but without having access to services is not very “realistic”. Could you please let me know which way you would like me to respond to this. I appreciate your time.
a. Please provide both estimates.
