About this file
This is a Request for Information (RFI) issued by Marine Corps Systems Command (MCSC) seeking industry input on developing an Improved Mobile Electrical Power Distribution System (I-MEPDIS) for the United States Marine Corps. The RFI solicits vendor responses by 16 July 2025, requesting detailed information about capabilities to produce power distribution panels with specific configurations: 1500 30-Amp panels, 1200 120-Amp panels, 980 200-Amp panels, 500 800-Amp panels, and 50 1200-Amp panels. The system must support 120/208 3-phase AC power distribution, be rapidly deployable, operate in extreme environmental conditions (-25F to 125F), have a 15-year service life, and meet strict military transportation and maintenance standards. Vendors are asked to provide cost estimates, production timelines, manufacturing capabilities, past performance examples, and identify any design criteria they cannot currently meet, with preference given to small businesses, including 8(a), HUBZone, service-disabled veteran-owned, and disadvantaged business categories.

Introduction This Request for Information (RFI) initiates market research under Federal Acquisition Regulation Part 10.002(b)(2)(iii). This is NOT a Request for Proposals. NO FINAL SOLICITATION DOCUMENTS EXIST AT THIS TIME. This RFI does not constitute a commitment, implied or otherwise, that the Marine Corps Systems Command (MCSC) will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information.
In support of optimizing power distribution for the United States Marine Corps, MCSC is soliciting information regarding industry's capacity to produce an Improved Mobile Electrical Power Distribution System (I-MEPDIS). We request concise product descriptions detailing capabilities, as well as examples of current power distribution products. Furthermore, MCSC seeks insights into any novel capabilities integrated into commercial temporary power distribution systems that could offer enhanced value to the Marine Corps.
General Background The current fielded systems have provided the Marines with an adaptable, rapidly deployable capability that has provided reliable power distribution throughout two decades of combat. The systems are at the end of their life cycles and require replacement.
Request for Written Responses Responses from interested vendors shall submit their PDF Document as an attachment via email to stefanie.conway@usmc.mil no later than 16 July 2025, 1300, Eastern Time Zone, for consideration. No industry day is planned.
Cover Page of RFI response should include the following:
1. Business Name
2. Business Address and Manufacturing location
3. Business Size (see Vendor Survey question #4)
4. Point of Contact Name
5. Phone Number
6. Email Address Vendor Survey for Improved Mobile Electrical Power Distribution System MCSC is requesting respondents answer the following Vendor Survey questions:
1. Provide a cost estimate for producing each panel described in the "Design Criteria" section of this RFI. For estimating purposes, assume 10 Low-Rate Initial Production (LRIP) of each panel and a total production of 4,280 panels as allocated below.
· 1500 –30 Amp Panel
· 1200 – 120 Amp Panel
· 980 – 200 Amp Panel
· 500 – 800 Amp Panel (plus four 200 Amp CamLoc cable sets.)
· 50 – 1200 Amp Panel (plus six 200 Amp CamLoc cable sets.)
List cost separately for production and LRIP units.
2. Estimate the length of production time (Months) from contract start to delivery of LRIP articles to West Bethesda, Maryland.
3. Estimate the length of production time (Months) from delivery order start to delivery of production equipment to Albany, GA. Identify monthly production capacity.
4. Does your organization qualify as a Small Business Administration (SBA) 8(a) Program, Historically Underutilized Business Zones (HUBZone) program, Service-Disabled Veteran-Owned Businesses, Small Disadvantaged Businesses, Small Business, or participant of the government Ability One Program as defined by the Small Business Administration? If so, identify the status.
5. Describe your facility and infrastructure as it relates to support material storage [, manufacturing, production.
6. Provide up to three examples of past performance that demonstrates your capability to manage Cost, Schedule, and Performance.
7. Identify any supply chain vulnerabilities in materials, components and/or other resources.
8. MCSC assumes responding vendors can successfully meet most of the design criteria provided, therefore please identify which design criteria's you cannot meet at this time.
NOTE: This RFI is issued for the purpose of determining market capability of sources and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items or services contained in this notice. No final solicitation document exists. Responses shall not include classified or proprietary material. Information with classified, "Proprietary", "Confidential", or other markings limiting distribution will not be reviewed. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. Information or statements contained herein are not binding upon the Government. All submissions become Government property and will not be returned.
DESIGN CRITERIA
The I-MEPDIS supports the underlying operational need for reliable distribution of power in an expeditionary environment. The design criteria support a distribution system that can be rapidly employed and redeployed. The system must accept 120/208 3 phase Alternating Current (AC) power while distributing 120/203 3 phase AC, 120 AC, 240 2 pole AC and 28 Direct Current (DC). The system that are rated below 200 Amp input shall be person portable, systems above 200 Amps should be skid mounted and transported via USMC Material Handling Equipment. Threshold (T) are “must meet” criteria, whereas Objective (O) criteria are not required, but “nice to have” if not cost prohibitive.
1. Voltage Requirements: The I-MEPDIS shall be compatible with 120/208 3 Phase 4 Pole 5 Wire VAC 60 Hz inputs (T=O). I-MEPDIS shall provide outputs of 120/208 3 Phase 4 Pole 5 Wire, 120 1 Phase 3 wire AC, 28v DC (T) 240 AC split phase(O),
2. Connectors: The I-MEPDIS connectors will be Cam-Type connectors, IEC 60309 IP67 connectors for AC and NATO connector for DC (T=O). Breakers shall be Hydraulic Magnetic breakers (T=O). Breakers 200 Amps and above (T) 30 Amps and above shall be adjustable.
3. Maintainability: The I-MEPDIS will be designed that any Marine can perform Maintenance in less than 30-minutes (T) or 15-minutes (O). Maintainers shall be able to complete maintenance without any special tools.
4. Transportability: The I-MEPDIS shall be stackable up to 4’ for transportation via strategic or tactical air and land assets. I-MEPDIS configurations will allow Marines to move them via organic vehicles as general tie down cargo (T=O).
5. Weights: I-MEPDIS with multiple inputs larger than 200 Amp or larger will not exceed 350lbs (T). I-MEPDIS panels with inputs 200 Amp and below shall allow Marine(s) to carry it accordance with MIL-STD-1472H(T).
6. Service Life: I-MEPDIS design and manufacture shall support 15-year service life without major overhaul.
7. Open Architecture Design: The I-MEPDIS shall be designed with open architecture to allow technology upgrades.
8. Human Factors: I-MEPDIS shall comply with MIL‐STD‐1472G.
9. System Safety and Environmental Protection: I-MEPDIS shall minimize personal injury or negative environmental impact in accordance (IAW) with MIL-HDBK 419A, MIL-HDBK-454B and MIL-STD-882E.
