Question #Document/SectionParagraph/RefQuestion/Issue/ConcernGovernment Response
1RFIN/AIs there an incumbent for this effort? If so, can you please provide the contractor and contract number/task order number? There are two incumbent contracts and contractors for this requirement:

1) Davis Defense Group, Inc. with contract/task order N00178-19-D-7480/M67854-21-F-3001

2) Kalman & Company, Inc. with contract/task order N00178-19-D-7942/M67854-21-F-3007

2RFIN/AWhat is the Government's estimated RFP release date? The Government intends to release a Request for Proposal (RFP) in July 2025.
3RFISection 1.0 Introduction, Page 2, Paragraph 4The RFI states that “the Contractor's primary place of performance will be at the Contractor's facility, no more than 20 miles from the Government facility aboard MCB Quantico.”

During war-time operations, both the Department of Defense (DoD) and Department of State (DoS) utilized a 50-mile proximity standard coupled with a two-hour response requirement to ensure timely support while allowing for a larger and more competitive labor and facility pool.

Expanding the allowable distance, especially in the National Capital Region, where commuting infrastructure supports broader geographic coverage, would increase competition and allow participation from highly qualified vendors who may not be located within the current 20-mile constraint. This adjustment would still meet the Government’s operational needs while reducing unnecessary geographic limitations.

Can the Government clarify the basis for selecting a 20-mile radius for the contractor's facility location, and would the Government consider expanding this distance to 40 or 50 miles, particularly if the offeror can demonstrate a reliable response time-based window for on-site support? The Government prefers to retain the 20 mile proximity for team effectiveness and convenience. The PM and teams work to include the Contractor in regular IPTs and meetings to foster a base of program knowledge to be responsive to emerging requirements. Additionally, The Government will seek to utilize the contractors space for the conduct of offsite meetings that exceed on site capacity.
4RFISection 2.0 Specific Support Requirements, Page 3, Paragraph 6Section 2.0 (Systems Engineering Support) states that the contractor shall be capable of providing engineering support that "may require viewing, handling, and managing information at the SECRET classification level." This appears to be the only mention of classified information within the RFI.

The current language (“may require”) introduces ambiguity regarding the frequency and scope of classified tasking. If classified work will occur solely on-site at MCB Quantico under Government control, we respectfully recommend that the requirement be limited to individuals holding active SECRET clearances and not require a contractor-held FCL.

Per NISPOM 32 CFR Part 117, classified work performed at a Government location under the control and supervision of Government personnel can be executed without the contractor maintaining a cleared facility, as long as cleared personnel are available. This approach could broaden the pool of qualified small business respondents, reduce unnecessary administrative burden, and still ensure full protection of classified material in accordance with NISPOM Sections 2-100 and 5-100.

Can the Government please clarify whether the requirement to handle SECRET-level information applies only to select Systems Engineering tasks and not to the broader set of roles listed in the RFI? A Secret Facility Clearance is Required to develop, view, and handle classified secret information at the Contractor's Primary Facility.

Engineers supporting live fire test and evaluation, test and evaluation, armor, transparent armor, and government furnished equipment systems integration activities shall require a Secret clearance. All personnel supporting activities classified as SECRET in the security classification guide shall have a SECRET clearance.

5 RFI Section 1.0 Introduction, Page 2, Paragraph 4 The RFI states that the contractor’s primary place of performance will be at the contractor’s facility (within 20 miles of MCB Quantico), and that “some tasks may require on-site support at the Government facility.”

Understanding the expected physical distribution of work is critical for planning, workforce allocation, and pricing assumptions.

Can the Government provide an estimate or general breakdown of the expected percentage of work to be performed at the contractor’s facility versus on-site at MCB Quantico? Will the majority of activities (e.g., SharePoint administration, acquisition documentation, logistics analysis) be remote or conducted at the contractor’s facility, with only limited site presence for meetings and classified support, or will certain roles (e.g., administrative support, program support) require routine daily presence at the Government facility? The Government will require administrative and SharePoint support to be resident at the Government facility aboard MCB Quantico. The Contractor shall provide facilities for simultaneous meetings and IPTs throughout the course of performance of the contract in addition to the office and workspaces for performance by its personnel. Each of the meeting spaces within the facility shall be capable of hosting 10- 75 personnel in order to be able to accommodate two (2) simultaneous meetings such as an IPT in one (1) space and another meeting in the other space. This facility shall be sufficient to host quarterly All Hands and/or Program Management Review meeting that shall accommodate a maximum of 75 people. The Contractor shall provide a secure space sufficient to conduct meetings at the Secret level and space to accommodate 20 or less participants in this secure space which can be a third space or part of the aforementioned meeting spaces. These facilities must be within 20 road miles from the government facility aboard MCB Quantico VA. For planning purposes, the government anticipates no more than four (4) classified meeting per year.

6 RFI Section 1.0 Introduction, Page 1, Paragraph 2 The RFI outlines a broad range of functional support (program management, financial, logistics, systems engineering, training, etc.) but provides no level of effort, FTE estimates, or incumbent contractor information.

To assist in accurately aligning capabilities and potential teaming structures, can the Government provide a notional Level of Effort (LOE) by labor category or share historical staffing levels associated with this requirement? The Government provided the list of capabilities and activities being supported and prefers to not provide historical staffing to provide the Contractor freedom to propose their expected level of effort to meet program needs.
7RFIN/AThe RFI does not identify if there is a current incumbent providing these services.

Is this requirement currently being performed by an incumbent contractor? If so, can the Government provide the incumbent’s name and contract number for situational awareness and to promote a consistent understanding of the effort? There are two incumbent contracts and contractors for this requirement:

1) Davis Defense Group, Inc. with contract/task order N00178-19-D-7480/M67854-21-F-3001

2) Kalman & Company, Inc. with contract/task order N00178-19-D-7942/M67854-21-F-3007 8 RFI Section 1.0 Introduction, Page 1, Paragraph 3 The RFI states that the contractor must “provide, administer, and maintain a reliability modelling tool” and “a dashboard-like system” that integrates data from multiple USMC enterprise systems.

Can the Government clarify whether it intends to provide access to existing Government-furnished tools or licenses for reliability modeling and dashboard integration? Or is the contractor expected to procure, build, and maintain proprietary software systems to fulfill these functions? If contractor-developed, would intellectual property (IP) rights for these tools remain with the developer? The Government will provide access to existing systems and promote the use of CMPro and WindChill for Configuration Status Accounting tasks. This would include the induction of data from authoritative databases (i.e. GCSS-MC) and reconciliation of valid data entries.
9RFISection 2.0 Specific Support Requirements, Page 4, Paragraph 10The RFI specifies on-site administrative support and designates the contractor as SharePoint Tier 1 and 2 support.
Can the Government clarify whether full-time presence is required for all administrative and SharePoint support personnel at MCB Quantico? Would the Government consider a hybrid model to increase labor pool flexibility, especially for SharePoint administration, which can often be securely performed remotely? The administrative support is expected to be on site at the Government facility. The SharePoint administrator will perform collateral tasks with the admin team and some level of on-site support will be required.
10RFISection 1.0 Introduction, Page 2, Paragraph 4The RFI notes that travel to various locations will be required but does not provide frequency, purpose, or destinations beyond a general list of USMC installations.
Can the Government clarify anticipated travel frequency, duration, and scope for contractor personnel, particularly for Field Service Representatives and Logistics personnel? This action will be mission dictated/dependent with three to four days in duration for average trip. There will be one trip every other month.
11RFIN/AWhat is the anticipated Set-aside?This will be determined.
12RFIN/AWhat is the anticipated start date and overall Period of Performance for this requirement? The Government intends to award this effort in December 2025. The anticipated Period of Performance will be December 2025 to December 3030. (Please note that these are not the exact dates.)
13RFIN/AIs there a historical workload or an estimated number of Full-Time Equivalents (FTEs) anticipated to support this effort? The Government provided the list of capabilities and activities being supported and prefers to not provide historical staffing to provide the contractor freedom to propose their expected level of effort to meet program needs.
14RFIN/AWhat are the anticipated Labor Categories for Key and non-key Personnel?Offeror should propose key personnel by name, labor category, contingency hire status, employment agreement execution date, and the name of the company (prime or subcontractor).
15RFIN/AAre resumes required for Key and non-key Personnel?Resumes required for key personnel only.
16RFISection 1.0 Introduction, Page 2, Paragraph 4"The Contractor’s primary place of performance will be at the Contractor's facility, no more than 20 miles from the Government facility aboard MCB Quantico. Some tasks may require on-site support at the Government facility." Are the anticipated Government Facilities located at MCB Quantico or 105 Tech Parkway, Stafford Va?The Government facility is on MCB Quantico.
17RFIN/AIs there a facility security or safeguarding requirement? There is a Secret Facility Clearance and a Secret Safeguarding Level.
