About this file
This document is a Request for Information (RFI) for a radar system, solicitation number M67854-25-I-0224, seeking a radar solution for military applications. The government is interested in an active or passive radar capable of detecting and tracking various target sets, with requirements including performance at both on-the-move and at-the-halt configurations. Priority mission sets include counter-UAS, manned aircraft detection, air surveillance, anti-intrusion, counter-rockets artillery mortar, and maritime use. Many specific technical details remain classified, with the government providing limited responses that indicate the radar must detect targets at prescribed ranges with certain elevation coverage capabilities.
The RFI contains 17 specific questions from potential vendors covering technical specifications, operational requirements, licensing models, and submission guidelines. Key administrative details include a 10-page response limit, prohibition on submitting classified material with the initial white paper, and potential for future secure discussions of classified information. The government has not specified exact timelines for the Draft Request for Proposal (RFP), Official RFP, or award, noting that the path forward will be determined based on market responses. Vendors are encouraged to provide detailed capabilities while understanding that many performance parameters will be further defined through the procurement process.

We understand the desire for 90-degree elevation coverage. Is that required at all ranges or just in close?
a)If “in close”, can that range be defined?
b)For longer/maximum range, what is the elevation coverage required?
2 Can you specify the desired detection range?
a)Since maximum detection range is a function of target RCS, elevation coverage, and update/scan rate, can you specify those parameters as well?
3 Can you specify the desired detection accuracy (azimuth, elevation, range)?
4 Is it desired that the radar meets these operational requirements while on-the-move, and if so, at what speed?
5 Is the cover letter (company information) considered part of the 10-page count limit?
Are supporting documents (Testing Information, Past Performance, etc.) permitted as attachments outside of the 10-page limit?
Do offerors have the ability to submit classified material in support of this RFI response?
Is government seeking a solution with performance similar to the existing MADIS radar or are there new threshold/objective requirements? Will government provide the minimum acceptable requirements for radar performance (e.g. types of threats to be detected, desired radar cross section, minimum/maximum detection range, etc)
Is the government interested in non-active solutions (i.e. passive sensors) that can detect, track, and aid in the identification phase of the kill chain for UAS and FW/RW aircraft by providing a cue with accurate location and physical characteristics of the aircraft?
10 Is the intent that every MADIS Mk2 will receive a radar? Is government interested in a mix of active and passive sensors (possibly resulting in two MADIS Mk2 configurations) that can deliver full sensing of the battlespace while reduce cost and RF signature?
Is the radar required to operate (i.e. detect, track, and aid in identification) while on-the-move or only at-the-halt?
Is on-the-move a threshold or objective requirement?
Are the additional mission sets listed in ranked or priority order (anti-intrusion, air surveillance / air detection, counter-rockets artillery mortar, and maritime use)?
Please clarify whether "Licensing Model (Type of license (perpetual, subscription, etc.) and full terms)" means the government is requesting any license agreements as the "full terms", and if so, whether that would be provided outside of the page limit.
14 Does the 10-page limit include the cover page?
15 What is the minimum font requirement for the schedule and graphics?
What are expected order quantities per year for economies of scale considerations for both the MADIS and L- MADIS configurations?
17 What is the projected timeline for the Draft Request for Proposal (RFP) Official RFP and award?
RFI: M67854-25-I-0224
The Government is interested in a radar, active or passive, that can meet all of the classified requirements.
Question:Question #: Government response:
90-degree elevation coverage is not necessarily required at all ranges, but the radar must sufficiently be able to detect and track all target sets at the prescribed classified ranges and elevations. Neither A or B of this question can be answered at the CUI level.
No, the detection range as a function of RCS and the elevation coverage requirements are classified. For the other radar process parameters mentioned, those will be determined by each vendor based on their platform for achieving the requirements.

No, the detection accuracy is classified.
No
Yes
Do not submit classified material with the White Paper submission; however, please annotate if your company has classified information it would like to provide in support of the response and those will be handled by the Government on a case-by-case basis via secure means.
The MADIS radar requirements have not changed and remain classified.
The Government will provide the repsonse at a later date, if available.
The timeline and path forward will be further determined based on the conclusion and outcome of market
The Government is interested in a radar, active or passive, that can meet all of the classified requirements.
The radar has both on-the-move and at-the-halt requirements, both are threshold.
No, while the radar is performing counter-UAS, it is doing this as an air surveillance / air detection radar for both UAS and manned aircraft. That is priority, followed by anti-intrusion, counter-rockets artillery mortar and
The Government will allow for an attachment for licensing terms.
See response to Question # 5 above.
