About this file
This document is a Questions and Answers (Q&A) file for a Logistics, Engineering, and Sustainment Support (LESS) contract opportunity for the U.S. Marine Corps, solicitation number M67854-25-I-0152. The requirement is for sustainment support of Assault Amphibious Vehicles (AAV) and Assault Combat Vehicles (ACV), currently in the fielding phase. While there is no current comprehensive contract, similar services are being performed under three existing contracts with BAE Systems, LINKITALL, LLC, and Skylla Engineering, LTD.
Key contract details include anticipated full and open competition, with the final set-aside to be determined based on market research. The scope encompasses complex engineering change proposals (ECPs), finite element analysis, CAD model work, system integration testing, software modernization, obsolescence engineering, technical publications development, and weapons integration support. Contractors will be expected to conduct both hardware and software reverse engineering, participate in diminishing manufacturing sources management, and potentially perform classified work. The government is still developing specific performance metrics and will provide additional details in the future solicitation. Notably, the contract will not involve direct coordination with original equipment manufacturers (OEMs), with the government managing those interactions.

Question # Paragraph/Ref Question Government Response
1 General Is there is an incumbent, or is this is a new requirement? If there is an incumbent, can you please provide the contractor name and contract number?
There is not a current contract that encompasses all the services described in this solicitation as the program is currently in the fielding phase. This effort is intended to provide support needed during the sustainment phase. However, there are similar services being performed in support of fielding via several different contracts. Those contracts are as follows:
1) M67854-16-C-0006; BAE SYSTEMS LAND & ARMAMEMTS, LP.
2) M67854-25-C-0049; Technical Publication Support with LINKITALL, LLC.
3) M67854-24-F-3003; Field Support Services with Skylla Engineering, LTD.
2 General Could you please provide the anticipated contract value for this opportunity?
The Government is currently developing requirements in support of this effort and does not expect to release information on the anticipated contract value for this sustainment opportunity.
3 General Would you please provide Set Aside for the opportunity?
The Government anticipates that this requirement will utilize Full and Open Competition, however the final set-aside determination will be based upon market research, which includes the small business capabilities submitted in support of this RFI/SSN, and will be announced with the release of the solicitation.
ECP
Prioritization & Complexity
How does PM AAA intend to prioritize low-, medium-, and high-complexity ECPs across the base and option years, and will vendors have an opportunity to recommend prioritization based on operational risk or readiness impact?
ECPs relating to safety and readiness are anticipated to be the highest priority. Yes, offerors will have an opportunity to recommend prioritization during the solicitation phase.
Finite Element Analysis (FEA)
Does the Government have a preferred FEA software suite or modeling standard for AAV/ACV analysis, or will the contractor have flexibility to propose its own validated toolsets?
There is no preferred FEA software, however, the typical model format currently used is the Creo Computer-Aided Design (CAD) software. The Government anticipates that Offerors will be able to propose its own validated toolset in response to a formal solicitation.
CAD Data Interoperability
Will the Government provide native CAD models of Assault Amphibious Vehicles (AAV) and ACV systems, or should vendors plan for reverse engineering efforts to build digital baselines?
The Government will provide all available CAD models, however, reverse-engineering is expected under this requirement.
System Integration Testing
For high-complexity ECPs, will integration and system-level testing be conducted at Marine Corps facilities, contractor facilities, or a combination of both?
The Government anticipates that integration and system-level testing will be conducted at both Marine Corps facilities and contractor facilities.
Software Modernization
Will software sustainment efforts include refactoring/re-hosting legacy code, or is the expectation that contractors focus primarily on incremental updates and patches?
The Government anticipates that both refactoring/re-hosting legacy code and incremental updates and patches will be included in this requirement.
Obsolescence Engineering
Are there specific high-risk subsystems or components already identified as obsolescence priorities (e.g., electronics, powertrain, weapons integration), or will this responsibility fall on the contractor’s engineering analysis?
There are currently no high-risk subsystems or components identified as obsolescence priorities.
However, in contract performance, the Government will identify possible obsolescence priorities.
Coordination with Obsolescence Management
How does PM AAA anticipate contractors will interface with Marine Corps obsolescence management efforts, particularly with aging AAV components that may no longer have OEM support?
In contract performance, the Government anticipates a requirement for the contractor to participate in the Diminishing Manufacturing Sources and Material Shortages Integrated Project Team.
Technical Publications
Technical Publications: Does the Government require technical manuals to be authored in accordance with S1000D or MIL-STD-40051E exclusively, or will hybrid approaches be accepted depending on system complexity?
Technical manuals will be developed and published in accordance with the latest MIL-STD- 40051_ and the ACV Technical Manual Contracts Requirement. The S1000D is associated with provisioning information, not the technical manual.
Weapons Integration
For ACV weapons systems (CROWS, MK44 30mm), should contractors anticipate responsibilities extending into fire control software validation and live-fire test support, or will scope be limited to hardware sustainment?
The Government anticipates that fire control software validation, live-fire test support, and hardware sustainment responsibilities will be a requirement under this effort.
Logistics, Engineering, and Sustainment Support (LESS) M67854-25-I-0152; Industry Questions & Government Responses
Reverse Engineering Standards
When conducting hardware/software reverse engineering, are there specific USMC-approved methodologies (e.g., NAVAIR reverse engineering processes, DMSMS best practices) that must be adhered to?
The Government anticipates both hardware and software reverse engineering will be conducted under this requirement, however, there is no specific USMC methodology that must be adhered to.
Offerors will have an opportunity to propose their reverse engineering methodology when submitting to the solicitation for this requirement.
Integration with ACV Fielding
As ACV fielding continues, will sustainment support under this requirement extend to coordination with OEMs (e.g., BAE Systems), and if so, how will responsibilities be divided between OEM and contractor?
No, the Government anticipates that the contractor for this requirement will not coordinate OEMs.
The OEMs will be responsible for manufacturing and producing the remaining ACVs. It is anticipated that the Government will be responsible for any coordination between OEMs and the sustainment contractor.
Performance Metrics
Beyond schedule, cost, and performance, are there specific Key Performance Indicators (KPIs) the Government anticipates using to measure contractor effectiveness in providing logistics, engineering, and sustainment support?
The Government is currently developing requirements in support of this effort and is still considering the inclusion of specific key performance indicators to measure effective contractor performance.
Classified Work Locations
For tasks requiring classified access, does the Government anticipate most classified work to occur at Quantico, or should vendors anticipate significant classified efforts at other listed sites (e.g., Camp Pendleton, Albany)?
The Government anticipates requiring an approved facility clearance in support of sustainment effort. Details will be provided with the release of the solicitation.
