About this file
This is a Justification and Approval (J&A) document for a sole-source contract by the Marine Corps Systems Command. The procurement is for up to 84 AeroVironment Skyview V3 systems with tablets, new equipment training, training manuals, and initial spare parts kits for the Organic Counter-Small Unmanned Aircraft System (OCsUAS) requirement. The contract will be awarded to AeroVironment, Inc. for a firm-fixed price and cost-reimbursable contract, with a period of performance from May 2025 through May 2026.
The document highlights that AeroVironment is the original equipment manufacturer of the Skyview V3, with no other sources available for this system. The urgency stems from a need to rapidly deploy OCsUAS to support ground and aviation units. While no competition is planned for this procurement, the Marine Corps intends to initiate a program of record for O-CsUAS in Fiscal Year 2027 through full and open competition, expecting advancements in Artificial Intelligence-enabled Automatic Target Recognition technology by that time.

8. Actions to Remove Barriers to Future Competition
A program of record for O-CsUAS will be initiated in Fiscal Year 2027. The components of this future program will be procured through full and open competition as it is expected that Artificial Intelligence enabled Automatic Target Recognition should be mature by this time.
This will enable the United States Marine Corps (USMC) to procure the next generation of technology beyond the current Skyview V3 capabilities.
For reasons set forth in Paragraph 5 above, PM GBAD has no plans to compete the Skyview V3 systems at this time. If future procurements of the component described herein are necessary, and if another potential source emerges, GBAD will assess whether competition for future requirements is feasible. Any future actions will be reviewed by PM GBAD to offer competition to the greatest extent possible.
