About this file
This document contains questions and responses related to Solicitation M67854-24-R-1011 for a United States Marine Corps (USMC) Squad Aiming Laser (SAL) system. The key details are:
The Government is seeking to award a 60-month, single award, Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract for the production of SAL systems. The solicitation requires the contractor to provide complete SAL systems, including a laser device, visible laser pointer, and operator manuals (1 per 10 systems). The Government confirms that test data is only required for offerors pledging performance against the objective requirements, and that hard copies of test data are not required to be submitted. The Government will not consider reducing the infrared illuminator high output power threshold or removing the close-quarters illuminator intensity requirement, but will allow similar verification methods to those specified in the Product Specification (PSPEC). The PSPEC includes threshold and objective requirements related to the SAL's performance, environmental, and physical characteristics.

Question Number Document/Section Page / Paragraph Number Question/Issue/Concern Government Response
1 Solicitation / ITEM 0004 Page 6 Can the Government confirm they are looking to have the kit include all the parts necessary to assemble an entire SAL assembly? In addition to the spares kit price, will the Government consider pricing supplied at the line replaceable unit (LRU) level?
The Government confirms that CLIN 0004 shall include all the required parts necessary to assemble an entire SAL assembly. In addition to the spares kit price, the Government will consider pricing supplied at the LRU level. Please refer to Amendment 0002.
Solicitation / Contract Min/Max Quantity and Contract Value & CLIN Delivery / Task Order Minimum / Maximum Quantity and CLIN Order Value
Page 8-9 Can the Government confirm the Offeror is not required to fill in the minimum and maximum QTYs, or the CLIN values in the table between pages 8 and 9?
The Government confirms that the Offeror shall not fill in the minimum and maximum quantities, or the CLIN values in the table between pages 8 and 9.
3 Solicitation / Section 8.5.1, Volume I, Section 2.1.2 – Vendor PSPEC Test Data Reports
Page 75 / Paragraph 1
The RFP states that “The Offeror shall provide reports demonstrating that test data was collected in accordance with the verification methods described in the PSPEC for the system performance and attributes identified in Table 3 – PSEC Attributes.” Is the Government willing to accept and amenable to the following change: “The Offeror shall provide reports demonstrating that test data was collected in accordance with the verification methods, or similar methods, described in the PSPEC…”? This request is due to that some of the test equipment and methods described are very specific when alternate equipment or methods can collect the same data. As an example, can a fiber spectrometer be used to measure wavelength in lieu of a spectroradiometer (PSPEC Section 4.5.1.3.5) for the purposes of data collection for the proposal only, acknowledging that the method will be IAW the stated verification during PVT.
Yes, the Government confirms that similar verification methods can be used. However, if a proposed verification method deviates from the PSPEC requirements, the testing report shall include methods, standards, results of testing, and relevant set up information as necessary. If an Offeror submits an alternative verification method that deviates from the PSPEC, the Offeror will be considered to have taken an exception to the terms of the solicitation. The Government will review thealternative verification method which shall include methods, standards, results of testing, and relevant set up information to determine whether the alternative verification method is acceptable. If the Government determines that the alternative verification method is not acceptable, the proposal will be rejected as technically unacceptable. The Government intends to award on initial proposals and the Offeror accepts the risk that it may not receive an opportunity to update its verification method.
4 Solicitation / Section 8.5.1, Volume I, Section 2.1.2 – Vendor PSPEC Test Data Reports
Page 75 / Paragraph 1 Can the Government please clarify if hard copies of test data are required to be submitted, and if so, to provide clarification of the mailing address?
The Government confirms that hard copes of test data are not required to be submitted. Please refer to Amendment 0002.
5 Solicitation / Section 8.5.1, Volume I, Section 2.1.2 – Vendor PSPEC Test Data Reports
Page 75 / Table 3
Can the Government please confirm test data is only required for Offerors pledging performance against the objective and that the associated test data for the proposal submission is not attached to the weapon? The last row references PSPEC requirement 3.4.16 and Verification Method 4.5.4.16, with the Attribute Title “Drop Shock (not attached to weapon)”. However, PSPEC paragraph 3.4.16 is an Objective, not a Threshold, requirement (“should”) and also specifically refers to being “while attached to the host weapon”.
Yes, the Government confirms test data is only required for Offerors pledging performance against the objective and that the associated test data for the proposal submission is not attached to the weapon.
6 Solicitation / Section J – List of Attachments Page 88 / Table J1 Can the Government please confirm the PSPEC included with the solicitation is the correct version as actual page count of the PSPEC differs from the page count noted in Section J - Attachments?
The Government confirms the PSPEC included with the solicitation is the correct version. Please refer to Amendment 0002.
7 SOW / Section 2 Requirements Page 3
Can the Government please confirm whether each complete system should contain one (1) operator manual or if the 1:10 ratio is desired? The SOW states “A complete system includes a laser device comprising a visible laser pointer…an operator manual (1 per 10 systems)…” Whereas Solicitation, Item No 0001 states “A Complete system includes an aiming laser module…operator manual…” And SOW Section 2.4.1.3, states “The Contractor shall generate and deliver Government approved Operator Manuals with every SAL delivered.”
The Government confirms that one operator manual shall be required for every 10 systems (1:10 ratio). Please refer to Amendment 0002.
8 PSPEC / Section 3.1.3.2.3 Infrared Illuminator High Output Power
If testing demonstrates that the Infrared Illuminator Range described in PSPEC Section 3.1.3.1 can be achieved with less than 200mW, will the Government consider reducing the High Output Power threshold to 135mW?
This will meet the operational requirement while simultaneously extending battery life.
No, the Government will not consider this request.
9 PSPEC / Section 3.1.3.4.2.2 Infrared Illuminator Maximum Divergence Objective
PSPEC Section 3.1.3.4.2.2 states that the infrared illuminator beam divergence (see 6.2.1) shall be adjustable to a maximum value between 200mrad and 250mrad. Can the Government please confirm this is meant to be a “should” (Objective) and not “shall” (Threshold) based on the Section title?
The Government confirms that PSPEC Section 3.1.3.4.2.2 states that the infrared illuminator beam divergence shall be adjustable to a maximum value between 200mrad and 250mrad in order to achieve objective capability divergence. Objectives not achieved will not be rated unfavorably by the Government as long as the required thresholds are met in PSPEC Section 3.1.3.4.2.1.
10 PSPEC / Section 3.1.3.8.2 Close-Quarters Illuminator Intensity.
Will the Government consider removing the intensity requirement for the Close-Quarters Illuminator?
5.0mW/m^2 intensity at a range of 5m may be excessive for many CQB scenarios and a lower intensity illumination across a wider angle may better satisfy the CONOPS.
No, the Government will not consider this request.
11 PSPEC / Section 3.2.6.3 Aiming Laser Adjustment Accuracy.
Given PSPEC Sections 3.2.6.6 and 3.2.6.7, will the Government consider removing the adjustment accuracy requirement, or significantly relax the requirement (i.e. 20% instead of 2%, to be consistent with other recent laser aiming specifications)? At the threshold adjustment increment (0.25mrad), this requirement equates to 5µrad accuracy and impractical to meet or quantifiably measure.
No, the Government will not consider this request.
12 PSPEC / Section 3.3.5.1 Battery Type Page 11 Can the Government confirm rechargeable batteries such as the 14500, 16340, or 18650 are not fit, form and function equivalent to a CR-123A or L-91 battery? Can the Government provide a list of fit, form and function equivalent batteries?
The Government confirms that rechargeable batteries such as the 14500, 16340, or 18650 are not fit, form and function equivalent to a CR-123A or L-91 battery. Standards to be met for the CR-123A and L-91 batteries are defined in the NAVSEA memo 4120, Ser.
05z/242, Subject: PREFERRED BATTERIES FOR APPLICATIONS REQUIRING LITHIUM POWER SOURCES, dated 7 July 2023.
13 PSPEC / Section 3.4.9.2 Sand and Dust Objective Page 15 PSPEC Section 3.4.9.2 states that the SAL shall not be damaged and shall operate without degradation after exposure to blowing sand and dust without the lens caps in place. Can the Government please confirm this is meant to be a “should” (Objective) and not “shall” (Threshold) based on the Section title?
The Government confirms that PSPEC Section 3.4.9.2 states the SAL shall not be damaged and shall operate without degradation after exposure to blowing sand and dust without the lens caps in place to achieve the objective. Objectives not achieved will not be rated as a Weakness, Significant Weakness, or Deficiency by the Government as long as the required thresholds are met in PSPEC Section 3.4.9.1.
