About this file
This document is a Request for Information (RFI) issued by the United States Marine Corps (USMC) for Condition Based Maintenance Plus (CBM+) data analytics, data visualizations, data capture hardware, and data transport methods.
The USMC is seeking information on existing or emerging "best-in-class" solutions for processing data from military vehicle CAN buses, fluid analysis systems, sensors, meters, and maintenance records. The desired solutions should use machine learning and AI models to provide predictive maintenance capabilities, enable supply chain optimization, and improve readiness. Hardware solutions must interface with vehicle CAN buses and provide wireless data transfer options. The USMC plans to host an Industry Day on July 30-31, 2024 to discuss potential solutions, and is accepting responses to the RFI by July 17, 2024. Interested parties should submit a quad chart and 2-page information paper for up to 3 solutions. The USMC anticipates a future solicitation but has not determined if it will be a set-aside or single/multiple award. All data and intellectual property will remain the property of the government.

Questions and Answers
Q1: Is this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
A1: This is a new effort.
Q2: Could you please clarify if the data sources for this project will be provided by the
MARCORSYSCOM, or will we need to find and integrate them ourselves?
A2: MARCORSYSCOM will provide the data sources for the project.
Q3: Does the comment on labelling material that should not be disclosed and providing a redacted copy refer to the questions only, or is that true for the quad chart and white paper which will include past performance and technical descriptions of commercial product?
Does the Government plan to publicize any of the responses received?
A3: Any information that should not be disclosed should be redacted in both the quad chart and the white paper. The Government does not plan to publicize the responses.
Q4: Will the Government be changing the Solicitation Number upon Request for Proposal
(RFP) release?
A4: If a solicitation is released it is possible the solicitation number will be different from the
Request for Information number.
Q5: Will the Government consider set-aside for (8a, WOSB, EDWOSB, HUBZone, etc.)?
A5: The determination regarding set-aside has not been made at this time.
Q6: When does the Government plan to release the RFP?
A6: The Government does not have an estimated date of release for the RFP if a solicitation is released.
Q7: Will the Government be making the award for this requirement in FY24?
A7: If a solicitation is released, it is not anticipated that this will be a FY24 award.
Q8: There is mention of uploading data to the cloud. Is this a constant data stream or a bulk push when connection is available?
A8: Data uploaded to the cloud will be a daily data stream.
Q9: Do you want it pushed to a cloud site or another onprem site?
A9: All data will be in the cloud there will be no onprem site(s)
Q10: We note there should be no subscription fees. Does this mean there will not be any updates to the system?
A10: There will be constant system updates using the DEV-SEC-OPS approach to software development. The subscription fees mentioned here refer to ownership of the predictive models created. Once paid for the USMC shall retain unlimited usage rights.
Q11: Do you have more details on what fluid analysis system you are looking for? Is this oil, water etc. and what specific things do you want to monitor?
A11: The USMC has fielded a Fluid Analysis system that will provide data into the CBM+ pipeline.
Q12: We saw the requirement for a 9 or 6pin Deutsch connector. Is this a screw connector or water tight push connector?
A12: The Deutsch connector is a “turn to lock” connector.
Q13: There is a requirement for everything to function for an indefinite period of time. Does this mean historical data will roll over after data storage is full, or do you want to be able to store historical data forever? Some limitations to this if we are fully onprem. Cloud would be indefinably expandable.
A13: All data will be stored in the cloud indefinitely. Historical data may be archived if not required to support current analysis.
Q14: How many assets do you intend to measure at a time?
A14: The USMC has thousands of assets, and the goal is to make them all part of this program.
However, updated data files will only be sent when the platform is “turned on” and is near enough to the data entry point.
Q15: What is the required polling frequency for data? We generally take data at a maximum of
1x/sec.
A15: 1x/sec is frequent enough as a general rule.
Q16: How much data in total is expected to be stored? i.e., 1x/sec for 10 data points for 5 years?
A16: All data will be stored indefinitely. Historical data may be archived if not required to support current analysis.
Q17: We did not see a requirement for it, but is there interest in work instructions tied directly to any detected issues?
A17: There is interest to tie the detected issue to the work package in the platform technical manual.
Q18: Page 1, Paragraph 1: Will the Government make a representative sample of source data
(e.g., CANbus data, maintenance records, meter readings, etc.) available to respondents for inclusion in product demonstrations?

Q76: What are the scalability requirements for the analytics and visualization platform, especially considering potential expansions to more vehicles or different types of equipment in the future?
A76: The USMC could potentially expand to 30,000 platforms and the solution would have to scale to accommodate that data size.
Q77: What are the specific security protocols for data analytics operations, especially when handling sensitive operational data?
A77: Security protocols are set by the impact level of the data. IL5 and IL6 are the anticipated data impact levels.
Q78: How does the Marine Corps envision managing data governance, especially in terms of data access, privacy, and compliance within the CBM+ solutions?
A78: Data governance policies are set by the Service Data Office and the Advana/Jupiter platform. Data access is controlled by MARCORSYSCOM through Common Access Cards, Privacy is not an immediate concern as the data set does not contain PII currently.
Q79: Is the industry day exclusively to those companies responding to the RFI? If so, will the final solicitation be available to those who were selected to attend the industry day?
A79: The Government will review submissions received in response to this RFI (Responses), and determine whether to invite some, all, or none of the respondents to participate in an individual session. After reviewing the responses received to this RFI, the Government will contact selected invitees to schedule an appointment date and time. Not responding to this RFI or participating in the industry day does not preclude participation in any future RFP, if any is issued.
