This Request for Information (RFI) initiates market research under Federal Acquisition Regulation Part 10.002(b)(2)(iii). This is not a Request for Proposals. No final solicitation documents exist at this time. This RFI does not constitute a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information. All submissions become Government property and will not be returned.
Description
Product Manager, Engineer Systems (PdM ES), Program Manager Combat Support Systems (PM CSS), Marine Corps Systems Command (MCSC) is conducting market research for potential sources to purchase the Explosive Ordnance Disposal (EOD) Expeditionary Disassembly Tool (EDT).
The EDT program will leverage commercial off-the-shelf (COTS) items to the greatest extent practical. The EDT provides an encapsulated system that shields the EOD technician from sensitive Explosive Hazards (EH). The small form factor of the EDT will enable EOD technicians to rapidly employ and displace the system in field environments.
The EDT will support EOD technicians during Level 1 and 2 Ordnance Exploitation (ORDEX)1.
The procedures are as follows: EOD technicians disassemble ordnance items by separating major components, sensitive components containing detonators or boosters will be placed in the EDT.
The EOD technician will then use manual controls outside the EDT to remove explosive components from the item and collect them in a detachable container for further analysis with minimal handling.
The Marine Corps estimates purchasing 51 EDT systems. There is no expected release date for a Request for Proposal (RFP).
Level 1 Exploitation: Visual, external reconnaissance of an ordnance item, including external measurements, photographs, and radiographs (X-rays) of the item that can be taken safely. This procedure may include stripping and disassembling ordnance components for shipment, storage, disposal, or invasive information recovery.
Level 2 Exploitation: Continuing Level 1 actions to conduct secondary collections, forensic, and scientific analysis by trained experts with specialized equipment at in-theater collection points and laboratories.
System Requirements
The EDT must meet the following system requirements:
1. The EDT shall have a material availability of 90% with an objective of 95%. Rationale: The EDT is a low-density item that reduces risk to EOD technicians when conducting ORDEX.
Because of this, material availability must remain high through system hardening, adequate spares inventory, and / or a robust logistics and maintenance plan.
2. The EDT shall be manually operated and require no external power (excluding measuring instruments). Rationale: As a fully manual system, the EDT will require no generators, fuel, or batteries to reduce the logistical burden on forward deployed units. Manual operation further ensures no electromagnetic radiation is emitted during disassembly procedures on Hazard of Electromagnetic Radiation Ordnance (HERO) unsafe items.
3. The EDT shall be fully enclosed, manually operated system that allows the safe disassembly of EH up to two inches in diameter with an objective of three inches in diameter.
4. The EDT enclosure shall be capable of containing the blast from 11 grams of explosives in an open environment. Rationale: The EDT is used to disassemble small sensitive items. Fully containing the blast energy of an unintended detonation ensures no operator injury.
5. The EDT shall be compatible with the MK 663 container for explosives collection. Rationale:
Compatibility between the EDT and the MK 663 container provides the operator a means to collect and move hazardous material to a disposal area without unnecessary handling.

6. The EDT enclosure shall provide a means for collecting and removing explosive samples.
Collection of sensitive material into a tray for testing or disposal is necessary to conduct safe ORDEX operations. Rationale: Without this capability, sensitive energetics will collect inside the enclosure and become a hazard to the operator.
7. All EDT enclosure shall be capable of safe setup and movement by two technicians.
8. The EDT shall be delivered with all tools required to operate and maintain the system.
Required chuck keys and prescribed wrenches to tighten system clamps and vises for safe system operation and the necessary tools to conduct field-level maintenance and repair will be included as part of the EDT system.
9. EDT system configuration shall include a collapsible and adjustable work surface capable of securing the EDT and currently fielded vises from the EOD disassembly kit. Rationale: Safe EDT operation requires a sturdy surface on which to secure the EDT and vises. Workspace collapsibility allows easy transportation and reduces storage footprint.

Vendor Survey for EDT
MCSC is requesting the following Vendor Survey questions/information for the EDT to be answered within this RFI:
1. Provide the rough order of magnitude (ROM) pricing for your EDT; include your annual price escalation percentage. Address any supply chain, component availability issues and/or inflationary concerns. Discuss whether you consider the use of economic price adjustment terms to be necessary for this procurement; include information as to what price index you consider to be appropriate.
2. Provide an estimated production lead time and monthly production rate.
3. Are there any current open contracts for the EDT system? State if your EDT is or is not Buy American Act compliant. How many EDT systems do you have in service/sold?
4. Provide a specification sheet of your EDT which demonstrates the ability of the proposed product to meet the requirements listed above.
5. Provide data that your organization qualifies as a Small Business Administration (SBA) 8(a) Program, Historically Underutilized Business Zones (HUBZone) program, Service-Disabled Veteran-Owned Businesses, Small Disadvantaged Businesses, Small Business, or participant of the Government Ability One Program as defined by the Small Business Administration if applicable. If so, identify the status.
6. Are there systems available at this time that meet the requirements outlined above? Is it or will it be available on GSA Schedule? Or can be provided as a bailment to the Government in order to conduct testing?
7. Provide any independent or Government test reports if conducted.
8. Provide any manuals associated to your EDT system.
