Ground Link-16 SW RFI Questions and Responses

· Is the intention for this GL-16 System of Systems to support the command and control and the fire support war fighting functions for Marine Corps ground-based organizations? Or do you seek a software solution that can also perform these command and control and fire support war fighting functions for the USMC?

Yes, the GL-16 Program Systems will support C2 and Fire Support for Marine Corps ground organizations. The intent of this RFI is to identify software solutions that will specifically tackle the Link-16 message translation portion of performing that mission. There are various software options that can perform translation of Link-16 messages to other MIL-STD message formats, and we would like to identify all our options.

· What type, and how many of each type, terminal will the software be connected to? (para 2, bullet 3) The SW will only connect to 1 Gateway radio or Handheld radio at a time.

· Will there be any non-gateway systems that the software will connect to? (para 2, bullet 3) Yes, there could be non-Gateway connections to other systems.

· Will help desk support be remote or onsite? (para 3, section 4) Help Desk Support will be remote.

· Will the software be connected to an USMC or similar DODIN? (para 2, bullet 3) Yes.

· Will subject matter experts be remote or expected to be co-located with GL-16 systems (para 3, section E) No vendor SME required.

· Are there specific versions of VMF MIL-STDs that the software should work with (para 2, bullet 2, item 2) MIL-STD 6017 Rev D or current version.

· Is there a requirement for interoperability with any specific geospatial tools (ex. MCH, TAK,etc) (para 2, bullet 3) Yes, GIZMO M-CODE GPS Receiver.

· Are there specific requirements in response to the "Deliberate Urgent Needs Statement" to insert with our RFI response beyond proprietary information markings? (para 3, section B) In this context DUNS is an acronym for Data Universal Numbering System, which is a unique nine-digit business identification number provided by Dun & Bradstreet.

· Do you require support for Windows, Linux, and Android or just one or a combination of the three?

Windows will be the threshold and the objective will be for all three.

· What version of the translation formats (VMF, CMF, CoT, USMTF) are being used?

6016 Rev D VMF: 6017 Rev F Ch1 Translation: MIL-SDD-6020 Rev D Cursor on Target: Mil-STD6090
