About this file

This document is a Question & Answer (Q&A) related to a Request for Information (RFI) for the Marine Corps Observation and Sensing System (OSS) program. The RFI seeks feedback and potential solutions from industry for a modular family of systems to provide force protection and littoral expeditionary advanced capability for the detection, identification, and tracking of manned and unmanned ground, air, and sea vessels, as well as personnel. The Government is interested in existing commercially available optic and active sensor technology that is Technology Readiness Level (TRL) 8/9. The key details requested include mechanical design, environmental design, interoperability, performance, logistics, and procurement considerations. Responses to the RFI are due by October 8, 2024 and are limited to a 10-page executive summary. The Government will not provide additional details on the concept of operations or intended applications at this time.

Q&A to RFI for Marine Corps OSS

1. Is MCSC interested in solutions which would provide maritime uncrewed systems (UxS) detection, e.g., UUVs and USVs? It is unclear right now if the undersea domain will be included in the future. If the prospective vendor’s technology is non-developmental and capable of maritime all-domain detection, identification and tracking of all potential threats, then yes MCSC would be interested in that non-developmental all-domain solution.

2. Will your office accept responses from software vendors who are able to fuse sensor data together to support C2 - specifically with multi-object tracking, anomaly detection, and trajectory prediction? Yes.

3. Is the RFI open to non US vendors? Yes.

4. Is this related to the USMC Mobile All-Domain Observation & Sensing System (MA-DOSS) activity? In a way yes, but that program name may or may not be used in the future.

5. Is the RFI in support of a different, future RDTEN program or opportunity? Yes and No. Yes – this RFI is in support of a different future program or opportunity. No

– this RFI is only for non-developmental, existing commercially available optic and active sensor technology that has a minimum Technology Readiness Level (TRL) of eight (8).

6. I’m building a fast, long-range 100’ USV that can carry the observation and sensing system you’re soliciting for now. We’re looking at patrol and contested logistics missions across the littorals and blue water. Could you discuss USMC CONOPS and mission-sets for this payload? Not at this time.

7. The RFI states interest in ‘existing commercially available optic and active sensor technology that is Technology Readiness Level (TRL) 8/9,” and also states this OSS as a ‘modular family of systems,’ and ‘the OSS shall integrate and deliver Electro Optical/Infra-Red (EO/IR) optics and multi-domain active sensors with the capability to detect, classify and identify a range of threats in all weather conditions while mounted in a stationary location or installed on a mobile platform.” Is the Government seeking existing optics and sensor products only, or a proposed integrated OSS family of systems, or both? Both.

8. Is OSS a new program? OSS has the potential to be a new program that will replace an existing program that will be phased out.

9. Is the PMO looking for solutions that can act as the OSS C2 and sensor platform in addition to the requested info on sensors? Yes.

10. Is the intent for the solution to use its organic C2 capability to develop a Common Operational Picture for EABO and minimizing raw data sent to higher echelon C2 systems? Yes.

11. Is the entire response including cover page, table of contents and acronym table included in the page count or only the Executive Summary explanation of the system shall be no more than 10 pages? Only the Executive Summary shall be no more than 10 pages.

13. Is it permissible to include attachments to our white paper and if so, would these attachments count towards the 10-page limitation? Yes it is permissible to include attachments and the attachments will not count towards the 10 page limit.

14. Could the Government provide additional information on the concept of operations and/or the intended applications of the system? Not at this time.

15. Does the 10-page limit only apply to the requirements-related content outlined in Section 1.3 of the RFI? Specifically, is the requested past performance, feedback for the Government’s procurement approach, small business subcontracting considerations, and data right assertions exempt from the limit, or does the limit apply for ALL requested information in the RFI? The 10 page limit only applies to the Executive Summary.

16. For commercial products that meet the definition provided in FAR 2.101, does the Government intend to deviate from the Government data rights policies associated with commercial products? It is unclear at this time if the Government would deviate from data rights policies associated with commercial products. The Government assumes at this time that Government purpose rights would apply to adapting commercial products.
