About this file
This document is a market analysis for a sole source justification for a federal contract opportunity related to the Mounted Assured Positioning, Navigation, and Timing System Generation II (MAPS GEN II) Engineering Services. The analysis found that while there are a limited number of sources capable of providing the required Non-Recurring Engineering (NRE) and engineering services, Collins Aerospace was the only company that provided a response meeting all of the government's technical requirements. The lack of additional responses meeting the requirements is attributed to the highly specialized engineering services needed and the fact that no other entity can provide the required services without the intellectual property that Collins Aerospace possesses and controls. The government will continue to conduct market research to determine if additional sources become available in the future, but currently no actions to increase competition are viable. The contract was awarded to an unknown vendor on March 29, 2024 under the OASIS contract vehicle.

responses were received from the 83 OASIS Pool 3 awardees. The market analysis revealed that, while there are a limited number of sources who provide NRE and engineering services, Collins Aerospace was the only company that provided a response that met all of the Government’s technical requirements. The lack of additional responses that meet all requirements from OASIS Pool 3 awardees is presumably due to the highly specialized engineering services required and, most importantly, the fact that no other entity can provide the required services without the IP that Collins alone possesses and controls.
7. Actions to remove barriers to fair opportunity
Currently, no actions to increase competition are viable. For the reasons set forth in Paragraph 4, MARCORSYSCOM has no plans to compete future contracts for these services. The Government will continue to conduct regular market research to determine if additional sources are available to provide the required services. If another potential source emerges, PM CS will assess whether competition for future requirements is feasible. Any future actions will be reviewed by PM CS to offer competition to the greatest extent possible.
