About this file
This document contains questions and answers related to solicitation number M67854-23-Q-1048 from the United States Marine Corps for the NexGen Marine Corps Combat Utility Uniform cut and sew effort. The solicitation requires vendors to utilize existing Marine Corps Tropical Combat Uniform patterns to cut and sew blouses and trousers from government-furnished fabrics. The government will provide a minimum of one and maximum of six fabric types upon award, and vendors must use the same patterns specified in MIL-DTL-32686 and MIL-DTL-32688. While the solicitation aims to maintain the form, fit and function of existing uniforms, the government will consider optimized manufacturing methods or minor adjustments that provide benefits without compromising requirements. The submission deadline of August 28, 2023 cannot be extended.

| 1 | Would Engineering Change Requests (ECRs) be considered by the GOVT if our team was able to optimize manufacturability on the current GOVT issued patterns used for the MCCUU without compromising function of the garments? | The Government is looking to meet the current form, fit, and function of the MCTCU patterns for the NexGen MCCUU. However, the Government recognizes that while new manufacturing methods may streamline and optimize manufacturability, it may do so in a way that does not meet the construction of the current MCTCU specification. The Government will consider alternative construction methods that do not change form, fit, or function if they provide a benefit in manufacturability, cost, and overall efficiencies. Changes to the manufacturing methods should be documented along with the benefit it will provide. Changes that influence form, fit, or function can be suggested with documentation on the benefit to cost, time, and manufacturability; the government may consider changes to form or function and minor adjustments to fit if it provides a benefit. |
| 2 | Would the GOVT desire or consider joint protection (knee and elbow pad) integration into the current uniform patterns for added protection to the end-users? Our company has proven knee and elbow pads with assigned NSNs that are utilized by other branches of the military at this time and we would be able to adjust the patterns very easily to accommodate joint protection if the GOVT would be amenable to such changes. | Joint protection will not be considered for the manufacturing of the 100-840 uniforms for the NexGen MCCUU Limited User Evaluation effort. |
| 3 | Looking at the solicitation for producing the first order of the NEXGEN MCCUU, it states that it is like the Tropical but it has a different spec. Can you please clarify what patterns and specs the NexGen MCCUU will use and where to access these? | "The vendor will be required to use the Government owned design and patterns of the Marine Corps Tropical Combat Uniform (MCTCU) to cut and sew the GFM fabrics into blouses and trousers”. As specified in the posting, the vendor shall utilize the patterns referenced in MIL-DTL-32686 and MIL-DTL-32688 (via the ASSIST website). The pattern files can be requested through the contracting points of contact. The vendor will utilize the Government-Furnished Material (GFM) fabrics provided upon award, a minimum of 1 type of fabric and maximum of 6 types of fabric, to cut and sew uniforms utilizing the current MCTCU patterns as specified above. The Product Demonstration Model (PDM) submitted must utilize the same patterns as specified in the specifications above. The PDM provided in response to the solicitation can use the fabric detailed as specified in MIL-DTL-32686 and MIL-DTL-32688 or MIL-PRF-MCCUU. |
| 4 | Would you forward files for any embroidery or screen printing required? | GFM fabric provided upon award for cut and sew will be already printed and will not require any additional printing. The Eagle, Globe, and Anchor embroidery file can be provided on request. |
| 5 | Can the Government extend the solicitation's submission deadline? | In order to make the award, due to Government funding and schedule constraints, we cannot extend the solicitation close any further than 28 August 2023. Per the solicitation in section L.3.2.1.1 detailed information on manufacturing, such as efficiencies, can be included in the written manufacturing plan as part of the cut and sew procedures. There may be opportunities to provide the USMC with market research, insights, and additional information on manufacturability and efficiencies to leverage in the future of this program. |
