About this file
This document summarizes a solicitation for a Stinger Training System Request for Proposals issued by the United States Marine Corps. Offerors are sought to provide 13 systems within 9 months of award and an additional 20 systems within 21 months of award, along with associated post-delivery support. Proposals are due in two steps, with the first step requiring submission of information on technical capability, schedule, price, small business participation, and past performance. Offerors demonstrating sufficient capability will advance to the second step involving an in-person system demonstration and oral presentation. The solicitation provides detailed instructions on the content and format requirements for proposals at each step and defines the evaluation factors and criteria that will be used to evaluate proposals.

The following have been modified:
SECTION L
INSTRUCTIONS TO OFFERORS
L.1.0 INTRODUCTION/GENERAL INSTRUCTIONS
This is a full and open competition with a NAICS of 611420 and small business size standard of
$12 Million. The Government intends to award a single contract from this solicitation. If no viable proposals are received, or there are other resource considerations, the Government reserves the right to not make any awards. Offerors shall submit only one response to this solicitation.
This solicitation has a two-step process that includes the submission of a full initial proposal, followed by a downselect through a competitive range determination, and concluding with a demonstration of the system to verify capabilities along with an oral presentation. Read the instructions carefully to ensure compliance with the requirements. The Government intends to evaluate proposals and award a contract after conducting discussions with offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint.
Proposals shall be valid for 180 calendar days after the proposal submission date.
L.2.0 Notification of potential organizational conflict of interest
(a) Any Offeror that has an identified Organizational Conflict of Interest that is unable to be mitigated to the satisfaction of the Government will not be eligible for award. If an
Offeror believes or later discovers a potential conflict of interest exists, the Offeror shall notify the Contracting Officer within seven (7) calendar days of the date of this solicitation or if afterwards discovered, within 48 hours of the initial discovery.
(b) Offerors are reminded that certain existing contractual arrangements may preclude, restrict or limit participation, in whole or in part, either as a subcontractor or as a prime
Contractor under this competitive procurement. Of primary concern are those existing contractual arrangements in which an Offeror provides support to programs, operations or related activities for Program Manager Ground Based Air Defense (PM GBAD). General guidance may be found in FAR 9.5 and DFARS 209.5; however, this guidance is not all-inclusive. The Offeror’s attention is directed to any "Organizational Conflict of Interest"
(or similar) requirement which may be contained in current or completed contract(s) that prohibits the prime contractor or subcontractor from providing certain supplies or services to the Government during the prescribed period contained in the Offeror’s or its subcontractor’s current "support" contract(s) or for a period after completion of a
"support" or other type of contract(s). Notwithstanding the existence or non-existence of an OCI clause or similar requirement in current or completed contract(s), the Offeror shall comply with FAR 9.5 and identify within the proposal whether any potential or actual OCI exists, and not rely solely on the presence of an OCI requirement.
(c) If a potential OCI exists, at any tier, the potential prime Offeror shall notify the
Contracting Officer and provide: (1) the contract number and name and phone number of the Contracting Officer for the contract which gives rise to a potential OCI; (2) a copy of the contract; (3) the statement of work (or technical instruction) from the existing contract; (4) a brief description of the type of work to be performed by each subcontractor under the competitive procurement; (5) a proposed mitigation plan and (6) any additional information the Contracting Officer should consider in making a determination of whether a conflict of interest exists. The Government may independently verify the information received from the Offeror.
(d) Notwithstanding the above, the Government reserves the right to determine whether a conflict of interest exists based on any information received from any source. Any
Offeror who is determined to have an OCI that cannot, in the Government’s sole opinion, be mitigated, may be deemed ineligible to participate in the current competition. The
Offeror’s participation in this competition is contingent upon their acceptance of the contracting officer’s decision regarding any OCI as final.
(e) The Government will attempt to notify an Offeror of any conflict of interest within fourteen (14) calendar days of receipt of all required information. Those Offerors deemed to have a conflict of interest may be ineligible for award. Failure to provide the information in a timely manner does not waive the Government's rights to make a conflict of interest determination. The Offeror is notified that proposal preparation and any expenditure is at its own risk and will not be reimbursed by the Government if it is determined that an OCI exists.
(f) Any Offeror that proposes a subcontractor and later there is a determination that the subcontractor has a conflict of interest and is deemed ineligible to participate in the current competition, may not be granted the opportunity to revise its proposal to remove the ineligible subcontractor. The Government reserves the right to determine which
Offerors continue as part of the evaluation through the normal source selection process.
(g) The Offeror shall in its Executive Summary, referenced in L.5.3.A, in response to this solicitation warrant, that to the best of its knowledge and belief, that either no OCI exists that would inhibit the performance of this contract in accordance with FAR 9.5 or if a conflict exists, the Offeror has fully reported as instructed above and the Offeror accepts that a mitigation plan, as required in FAR 9.5, will be submitted and approved by the
Contracting Officer prior to any actual award of this contract to an Offeror with an OCI.
Exchanges between an offeror and the Government to allow approval of an OCI mitigation plan are clarifications and not considered to be discussions.
L.3.0 Proposal Submission Summary
The Contracting Officer will make the award determination using a two-step process as described below.
Step One will involve offerors submitting an executive summary, technical proposal, price, small business participation and past performance. The Government will evaluate Step One submissions and make a determination on which offerors are in the competitive range, and will move forward to Step Two.
Step Two will involve an Oral Presentation and supporting written submission, with a System
Demonstration of each offerors’ training system, demonstrating the capabilities offered and any updates to discussion items from Step 1. Additional rounds of discussions may occur if additional information is necessary.
After the conclusion of discussions and the evaluations in Step Two, the Contracting Officer will make the award determination.

Use not less-than an 11-point font size in an easily readable font, such as Times New Roman, Calibri or
Arial. Tables, graphics, and illustrations are not required and, if necessary, shall be kept to a minimum and may be prepared with nine point font size and single spacing. The use of tables, graphics, and illustrations to circumvent the font size restriction may result in elimination of the offeror from consideration. The offeror’s DUNS, CAGE, and size status with the respective NAICS shall be included. If the offeror takes any exceptions to the solicitation, the exceptions shall be detailed in the Executive Summary. Also, the Executive Summary shall identify those individuals authorized to negotiate with the Government. The Offeror shall agree to the terms and conditions of the solicitation that consists of the RFP's Sections A through M, including all documents, exhibits, and attachments. The Executive Summary shall include the period of time that the proposal is valid. The submission of these items in accordance with the instruction will, upon acceptance by the Government, contractually bind the Government and the Contractor to the terms and conditions of the contract.
This section shall contain the solicitation compliances, which includes a completed, signed original copy of the solicitation with the associated certifications and fill-ins required, to include
Section B that mirrors the pricing submitted in response to Factor 2, and all signed Amendments to the solicitation.
B. Volume 1 – Factor 1 - Technical.
Factor 1 in Technical is comprised of three subfactors: Technical Capability, Schedule, and Post-
Delivery Support.
B.1 Volume 1 – Factor 1 - Sub-factor 1 -Technical Capability
The offeror shall submit information that clearly demonstrates their solution’s compliance with the required and desired systems performance capabilities listed in the appendix A of the
Statement of Work – System Requirements, which is set forth in Table 4 below.
Using the following Table 4 the proposal shall clearly state to what degree the offered solution is able to meet the requirements at the time of proposal submission (Column 1) or the required delivery date (Column 2) without any government funding for research or development. The contractor shall include the chart in the volume, and using the definition included below, check
Col 1 or Col 2 to reference how the solution matches up to the performance requirements. The proposal shall also include a narrative that individually discusses each capability. Input the narrative that addresses Col 1 or Col 2 in the table Justification column established for
it. If needed the column can be expanded to provide enough space. If the proposal cannot meet the requirements either through Column 1 or 2 it shall be rendered a deficiency. If the proposal can meet the desired capabilities (O in the table) it may be determined a strength or receive additional merit.
NOTE: The Government does not intend to provide any funding for development costs.
Column 1. Check If the Offeror’s design meets the total requirement without redesign or modifications or any development effort at the time of proposal submission.
Column 2. Check if the Offeror’s design could meet the requirement with minor redesign or modifications and meet the schedule for the procurement and delivery of production units as stated in the Statement of Work.
Mitigation Plan
The Offeror shall, for each requirement for which total compliance is not indicated (e.g., Col 2 is checked), provide a mitigation plan defining in detail the technical approach the Offeror proposes for achievement of compliance with the requirement by time of required delivery. If compliance for a desired characteristic is not proposed, clearly state in the mitigation plan that it is not offered. Input the narrative that addresses Col 2 in the table Justification column established for it.
If needed the column can be expanded to provide enough space.
If the offeror is able to have the requirements at proposal submission and verified at the demonstration the offer may receive a strength or additional merit. As part of this subfactor, Offerors that are included in the Competitive Range and will be invited to participate in the
System Demonstration will be required to demonstrate the capabilities described in the submission for Step 1.

B.3 Volume 1 - Factor 1 - Sub-factor 3 - Post Delivery Support
The offeror shall submit their proposal for Post-Delivery Support that will be associated with each system delivered. The support shall address the items listed in SOW Sections: 3.6.1, 3.6.2, 3.6.3, 3.6.4, 3.6.5, 3.6.6, and 3.6.7, with the specific features of each support discussed in the proposal. Any support proposed above the contract requirements will be incorporated into the statement of work if the offeror is selected for award.
The offeror shall submit the Technical Manuals and the Training Package for the proposed system.
The offeror shall price the additional years of Post-Delivery Support as option CLINs 1003 and
2003 in the pricing section of the proposal.
The offeror shall provide a list of spares that will be part of each spares kit, to include quantities, proposed for each system, in addition to a separate spares list that can be ordered during contract performance. Include this list of spares with the pricing in the pricing volume. Do not include pricing in the portion of the proposal for this factor. Follow Section L5.3.C Volume 2 directions for this pricing.
C. Volume 2 - Factor 2 - Price
General Information. This section is to assist Offeror(s) in submitting data that is required to evaluate Offeror(s) proposed prices. The Government is required to evaluate each proposal relative to the price criteria in Section M for reasonableness. The evaluation will result in a total evaluated price. Proper presentation will ensure the price proposal is efficiently evaluated.
Rounding shall not be used. The Offeror shall submit their price proposal using Section L, Attachment 2 entitled “STS Price Template” which summaries the total price by contract line item number.
The Offeror shall provide pricing for CLINs 0001 – 0003, 0006, 1003, and 2003 in Microsoft
Excel format using the Section J, Attachment 8 "Pricing Workbook," which reflects pricing by
CLIN. In the first worksheet within Attachment 8, no pricing shall be submitted for CLINS
0004 – 0005, 1004 – 1005, and 2004 – 2005. The Government has an estimated Not to
Exceed amount for Travel and ODCs for each year and this amount is reflected in the associated CLIN but the contractor shall provide individual pricing breakout to be used for purchasing spare parts throughout the life of the contract. The Offeror shall submit, on a separate worksheet within the workbook, a breakout of the “Other Direct Costs” with the proposed costs for each item. This will be used during contract performance as a mechanism to purchase spare parts as needed.
The total evaluated price will include the base CLINs and all options CLINs with the exception of CLIN 0006. The Government desires the option to procure a Technical Data Package (TDP).
Offerors shall provide a sample drawing that is in accordance with the TDP option selection worksheet provided in Appendix B of the SOW. CLIN 0004, 1004, and 2004 will be evaluated by the spares parts list at a quantity of 1 for evaluation purposes only. The NTE amount will be the amount for the contract award. Evaluation of options shall not obligate the Government to exercise the option(s).
If the Offeror has sold the product previously they shall provide price data to show the total price per item which provides some comparison to the offered price for this requirement. Data related to prices (e.g., established catalog or market prices, sales to non-governmental and governmental entities) including the date of sale and if any significant terms and conditions of the agreement were different. If there are any competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements. If the offeror has not sold their item before or meet any of the above conditions they shall state it in this section.
D. Volume 3 – Factor 3 - Small Business Participation
D.1 Small Business Participation Commitment Document: All Offerors shall submit a Small
Business Participation Commitment Document (SBPCD) as Part of Volume 3. The Offeror’s
SBPCD shall specifically identify the Small Business firms planned for subcontracting throughout the duration of the contract, shall include a detailed description of the supplies and services for each SB Concern identified; as well as a table showing the planned subcontracting as a percentage of subcontracted value and corresponding dollar figures for each SB category as follows: SB, SDB, VOSB, SDVOSB, WOSB, and HUBZone. This table in the SBPCD will facilitate the determination of consistency with the Offeror’s Small Business Subcontracting plan
(if one is required). If no small businesses are intended for this effort the Offeror shall state so and show proof of how they are meeting the Subcontracting Goals from their
Subcontracting Plan. If proposed percentages/dollars do not meet the goals from their
Subcontracting Plan, the Offeror shall include an explanation describing why, and what actions are being taken to increase percentage/dollars participation to meet them. For each SB Concern specifically identified in the proposal, provide the SB Concern's CAGE Code or, if the SB
Concern is not registered in the System for Award Management (SAM), at a minimum provide evidence of self-certification in accordance FAR 19.703(b) as an SB Concern and any applicable socio-economic status.
