Yes, if required. The Offerors will need to provide the performance requirements for the laptop as part of their proposal.

Modern Internet Protocol (IP)/Ethernet based networking does not provide a means for performing traditional loopback testing similar to a serial based solution. Can Internet Control Message Protocol (ICMP) diagnostic tools, like ping and traceroute, be used to meet this requirement?

There is no change to the loopback requirement.

M67854-19-R-2000_Attachment_4_-_PSPEC Section 3.4.1 & 3.4.2 states setup "(including auto alignment)". Note 7 Section 6 states that setup does not include auto alignment. As worded, the requirement contradicts itself.

Recommend the Government remove the "(including auto alignment)" from sections 3.4.1 and 3.4.2 and provide a separate requirement for auto alignment.

Changes have been implemented and will be incorporated in the RFP.

The specified setup and alignment times do not state requirements for using cold weather kit or the use of a range extension kit. Can the Government please confirm that section 3.4 does not apply to the cold weather kit/warm up time and range extension kit?

No change to the requirement. This requirement does apply to the cold weather and range extension kits.

Specification, Section 3.5.1, The dimensions of the M1097A1 HMMWV includes the area above the cab up to the canopy as long as the cargo can be safely secured for transport.

Note 9 states a cargo area that is 39.1” high. Recommend that the height be increased to 60” (the height inside the cargo bay canopy) as this is commonly done for secured cargo and increases the likelihood of fitting the combined system into one HMMWV. Will the Government revise Note 9 to include cargo up to 60”?

Changes have been implemented and will be incorporated in the RFP. The Offerors will be given the opportunity to view and measure both the HMMWV and JLTV after release of the

RFP and before the proposals are due.

Specification, Section 3.5.1, Can the Government provide the opportunity for industry to measure the dimensions for the JLTV cargo area prior to the final RFP?

Yes, the Offerors will be given the opportunity to view and measure both the HMMWV and JLTV after releasing the RFP and before the proposals are due.

The site Grounding requirement called out is for fixed facilities. It is also impractical to control the soil in every condition to meet the grounding requirements. Recommend allowing for implementations that use a DoD approved mobile/transportable system grounding solutions such as ground rod, MK-2551 A/U SWGS, etc.

No change to the requirement; however, the DoD approved mobile/transportable system grounding solutions are acceptable.

Does the Government desire a mast system for the antenna? Systems with masts provide customers with more flexibility in deploying the system to avoid local low height obstructions such as bushes, berms, equipment and fences which are unavoidable in most tactical field environments.

Albany (or other single CONUS location) as the FOB Destination for all material deliveries? Alternatively, would the Government consider FOB Origin for all material deliveries?

Defining a single location will reduce the logistics burden on both the

Government and Contractor. For example, power sources, infrastructure, tooling, personnel, etc.

Specification, Section 3.3.3.3, Can the Government please confirm that the 10kW generator limit does not apply to the cold weather kit or range extension requirement? (3.2.2.3)

No change. The 10kW generator requirement does apply to the cold weather and range extension kits.

Setup and Joining the Network (including Antenna Alignment) is written as one combined requirement. Note 7, however, defines setup as complete when the system is ready for self-alignment. Additionally, in order to perform self-alignment and establish a link (“join the network”), both sides of the link must be setup. Recommend splitting this into 2 requirements: 1. Setup; 2. Self-alignment and link establishment. In this case, we would recommend 1. Setup time of 30 min and 2. Self-alignment and link establishment of 45 min.

Yes, DFARS clause 252.204-7012 has been added to the RFP and will be in the resulting contract.
