Defeat the Device Counter-Improvised Explosive Device Training

SOURCES SOUGHT NOTICE FOR PLANNING PURPOSES ONLY
General Information: The Marine Corps Systems Command (MCSC) is issuing this sources sought notice as a means of conducting market research to identify parties having interest and resources to support this requirement for predeployment Defeat the Device (DtD) Counter-
Improvised Explosive Device (C-IED) training. This market research is for informational purposes only and should not be construed as a commitment of any kind. Responses to this notice cannot be accepted by the Marine Corps to form a contract. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information. The result of this market research will contribute to determining the method of procurement.
Purpose: United States Marine Corps (USMC) Training and Education Command (TECOM)
G3 directorate is seeking sources interested in a possible contract to provide DtD C-IED training to USMC units in Quantico, VA; Camp LeJeune, NC; Camp Pendleton, CA; Twenty-nine Palms, CA; Kaneohe Bay, HI; Okinawa Japan; and other locations as required. The USMC contemplates that the contractor would deliver this training through the employment of Mobile
Training Cadre (MTC) at the requiring units’ requested locations. The contractor shall be responsible for scheduling, coordinating, and delivering the periods of instruction designated by the Government.
Requirement/Objectives: The contractor shall execute training within each of the C-IED
Training Courses (individually a CTC), ensuring that each instructor possesses the requisite, knowledge, skills, and abilities and has been certified to instruct the courses according to policies outlined in NAVMC 1553.1, NAVMC 1553.2, Marine Corps Order (MCO) 1553.2B.
The contractor shall conduct quarterly reviews of the curriculum to ensure currency, accuracy, and relevancy to forward operating environments; assist the Tactical Training and Exercise
Control Group in evaluations of units in Mission Rehearsal Exercises; and provide related ancillary training and technical support. Respondents to this sources sought notice should be able to:
1. Effectively research and track changes in the contemporary operating environment (COE), produce well written documents and professional quality products, and integrate aspects of the
COE into unit tasks and missions across the range of military operations.
2. Discuss their customer base and ability to tailor CTCs based on: the type, number and size of the units they support (to include local deploying units, local training units, and visiting units);
the units Table of Organization and Equipment (TO&E) and concept of employment in all relevant environments; the complexity of the support tasks requested by the supported unit; and the training capacity of the local range and training areas commonly used by those units.
3. Support unit Mission Essential Task (MET) based training, reference appropriate unit
Training and Readiness manuals, and meet validated unit training requirements.
4. Produce and deliver scenarios for practical application that include operational and geographical settings, enemy threat capabilities, historical background and relevant current events information to provide purpose and context to unit training situations.
5. Exercise design products that plan and develop training event execution guidelines, and integrate the use of training devices, battlefield effect simulators, live action role players and opposing force actions, and After Action Review / Performance Evaluations Checklists.
6. Provide exercise execution support actions that help units employ products and training support assets to meet unit training objectives and improve training outcomes. Communicate
Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Facilities
(DOTMLPF) implications within Title 10 responsibilities through the Joint Capabilities
Integration and Development System (JCIDS).
7. Provide technical support including: the development and maintenance of C-IED and related doctrine, Training and Readiness linkages from Individual Training Events through Mission
Essential Tasks, JCIDS documents, and New Equipment Training.
8. Provide technical representation at C-IED, Engineer, Joint, Marine Corps and other
Government agency forums, meetings, conferences, and working groups.
9. Provide extensive academic training, and analytical support/expertise in researching unclassified and classified data repositories. Conduct comparative analysis to determine applicability of Allied, Joint, and other Service TTP(s) for Marine Corps to support assimilation into Marine Corps Curricula, Training and Readiness Manual, and Marine Corps Doctrinal
Publications (MCDPs).
10. Assist with staff coordination between the Marine Corps Engineering School (MCES);
MCES customers; Deputy Commandant, Combat Development and Integration (DC, CD&I);
TECOM; MCSC; Training Command (TRNGCMD); Marine Corps Warfighting Laboratory
(MCWL); Joint Improvised-Threat Defeat Organization (JIDO); and other Service and Joint stakeholders.
11. Research and implement local safety and training regulations and requirements when conducting business with the Government
Requested Information:
Interested parties capable of performing all the required services described above, in whole or by teamed effort, are invited to submit a response to this notice. Partial solutions should not be submitted. Interested parties are requested to provide capability summaries supported by brochures, prior experience references for this type of effort, and other literature directly addressing their ability to meet the aforementioned requirement. The expected period of performance is five years.
Other Requested Information:
The expected, but not required, North American Industry Classification System (NAICS) code for this effort is 611519. The Small Business size standard for NAICS code 611519 is
$15,000,000. The Government is seeking responses from both Large and Small Businesses for this sources sought notice.
Parties interested in providing information in response to this notice are invited to provide the following information to assist the Government with its market survey:
Introductory Statement that includes at least the following:
o Organization Name, Address and Point of Contact information.
o DUNS and CAGE Code.
o Business size and type (i.e., large, small, foreign, small disadvantaged, veteran owned, minority owned, etc.). Please include your company's business size based on the NAICS code.
Statement of capabilities addressing the Government’s potential requirement.
Information contained in the capability statement should be pertinent and specific to the
Government’s requirement and, at a minimum, address the following qualifications:
o Experience: An outline of previous work, with an emphasis on specific work previously performed or currently being performed which is similar to the requirement, to include customer contract number and point of contact information. For contract references provide relevance in terms of scope and complexity to work described in the sources sought notice, the percentage of work done by the company associated with the reference, and whether it was done as a sub-contractor or prime;
o Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements
(statements of intent are not needed);
o Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance;
hiring and retention of key personnel and risk mitigation;
o Provide services under a performance based service acquisition contract;
o Organization structure;
Responses should be no greater-than 5MB (due to USMC network limitations) and are requested not to exceed 5 printed pages (excluding brochures, specification sheets, etc.) that are not larger than 8 ½" x 11" for each page. Responses must be readable in Microsoft Office 2010 and/or
Adobe Reader Professional 8.

This Sources Sought Notice is issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3 for planning purposes only (see below reference). This notice is issued for the purpose of determining the capability of sources and does not constitute an Invitation for Bid (IFB), a
Request for Proposal (RFP), a Request for Quotation (RFQ) or an indication that the
Government will contract for any of the items and/or services contained in this notice. No solicitation document exists. Any information that the company considers proprietary should be clearly marked. All information received in response to this notice that is clearly marked Proprietary will be handled accordingly. Responses may not include classified material. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. 52.215-3 Request for Information or Solicitation for Planning Purposes.
As prescribed in 15.209(c), insert the following provision:
REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition
Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: determining the capability of sources and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quotation
