2.1. SCOPE. This Statement of Work (SOW) sets forth the efforts required to deliver the Military Ski System (MSS). The contractor shall provide all of the specific material, services, documentation, and support to complete the tasks identified in this SOW.

2.2. DOCUMENTS

2.2.1 Non-Government documents. The following document forms a part of this specification to the extent specified herein.

ASTM-D-3951, Standard Practice for Commercial Packaging

2.3. REQUIREMENTS

2.3.1 The contractor shall produce and deliver the required MSS. The contractor shall produce all items in accordance with the quantity and delivery requirements included in the resultant contract.

2.3.2 Commercial Item Description. The following Physical, Fit, and Function Attributes will be required:

1. The MSS shall provide adequate flotation for an individual and gear up to 300 pounds.

2. The skis shall be no longer than 185cm in length.

3. The top and sidewalls of the skis shall be white. The color of the binding will be a dull metal finish or white, and all surfaces will be non-reflective.

4. The skis shall have a combined weight of no more than 7lbs.

5. The bindings shall have a combined weight of no more than 7lbs.

6. The ski shall have the ability to allow the use of skins, along with 1/2” holes at the front and rear of the skis to allow use with winter medevac stretcher.

7. The ski binding shall offer either a lock down heel or telemark heel for downhill skiing as well as an unlocked heel for uphill climbing and touring on rolling terrain.

8. The ski binding shall offer an elevated heel position. The elevated heel tower must be durable enough to resist breakage when switching from downhill to touring mode.

9. The ski binding shall be universal and be able to fit all types of boots in the Marine Corps inventory (Vapor Barrier and Intense Cold Weather Boot). For the boot sizes above 12, a larger binding or boot cup is acceptable.

10. The binding shall allow Marines to utilize “free heel” (where the heel is not fixed down) diagonal movement techniques.

12. The universal binding shall be mounted on the ski.

2.3.3 Pre-Production Validation (PPV). PPV demonstrates the suitability of the contractor's production processes for achieving the requirements in the Commercial Item Description. The Government will conduct PPV before authorizing production. The contractor shall deliver a minimum of five Military Ski Systems as pre-production samples no later than 60 days after contract award for Government inspection against the Commercial Item Description. The samples must meet all Commercial Item Description requirements. Upon the Government’s receipt of the samples, the Contractor can expect PPV to last approximately five business days. If samples do not pass inspection, the Government may require the contractor to provide another five Military Ski Systems at the Contractor's expense and the Government will repeat the PPV process. All expenses the Contractor incurs preparing for retesting or revalidation processes shall be at the contractor's expense and at no additional Government expense. Under no circumstances is the contractor authorized to proceed into production without the cognizant Contracting Officer’s written authorization. If the contractor fails PPV, the Government reserves the right to terminate the contract for cause at no additional Government expense.

The Contractor shall produce all production systems it submits after PPV approval using the same raw material suppliers, raw materials, materials, subcomponents, processes, procedures, equipment, and facilities that resulted in delivering the acceptable PPV systems. Before implementing any changes to the approved PPV systems or its material suppliers, raw materials, materials, subcomponents, processes, procedures, equipment, or facilities, the Contractor shall provide a written request for the Contracting Officer’s advance approval.

2.3.4 Quality Assurance/Quality Control (QA/QC) System. The Contractor's quality control system shall comply with the requirements of ISO 9001:2008 or higher industry standards. The contractor shall implement, document, and maintain document records during, at least, the warranty period for the final delivered systems for the quality control system it uses while performing under this contract during the performance period. The contractor shall make available pertinent quality control documentation for the Government to review upon request. The Government reserves the right to discuss the plan with the contractor, especially if there are areas of concern or increased risk.

2.3.5 Warranty. The contractor shall provide a standard commercial warranty covering workmanship, materials, design, and all essential performance characteristics that would affect the requirements of the Military Ski System or equivalent. The Government requires that offerors warranty all deliverables under this contract to the standards set out in Federal Acquisition Regulation (FAR) 12.404. The Contractor shall provide a written description of the warranty details to the Contracting Officer and shall, at minimum, provide at least the same warranty terms and conditions, including offers of extended warranties, it offers to other potential purchasers for the offeror’s products.
