Gov’t recommends matching the order of the requested information. Not required, but appreciated.
For example:
If section L requires the Offer to propose their approach to A, B, and C… Offerors are encouraged to provide their response in the same order (A, B, C). This assists the Gov’t in locating all information quickly and succinctly.
PROPOSAL REQUIREMENTS
SECTION “M” OF THE RFP
Section M: Evaluation Factors for Award
Provides specifically how the Government will evaluate the proposals.
Planned evaluation criteria (REMINDER…THIS IS DRAFT):
Technical Approach
Management Approach
Past Performance
Price
Technical Approach will consider Approach to complete performance in accordance with:
Identified Specific requirements within the Performance Based PWS
Identified standards and AQLs in the QASP
Required CDRLS
frequency will be defined per CDRL.
Technical Approach
Management Approach will consider Approach to provide personnel as follows:
Performance Based. As such, Contractor will be responsible for providing labor categories they see as primary/non-primary, as well as the knowledge, skills, abilities, education, certifications, licenses, and experience required for ALL labor categories.
Staffing Plan. Gov’t plans to evaluate the Contractors ability to define the correct workforce as well as a specific staffing plan (i.e. labor hours per labor category per PWS task) required for performance of PWS requirements.
Potential for Surge Support.
Management Approach
Past Performance will consider:
At least two (2) but no more than five (5) contract efforts that display recent and relevant past performance from the Prime Contractor or Major Subcontractor (defined as subcontractor anticipated performing over $1,000,000 of the contract effort during the one year within the ordering period) that demonstrate ability to successfully perform in accordance with the PWS.
Recent and Relevant will be defined at time of solicitation
Gov’t will utilize submissions and interviews to confirm information within identified POCs on the 2-5 efforts submitted to determine relevancy assessment and confidence rating. (Gov’t also reserve right to also utilize CPARS data base, PPIRS database, EPLS database, and other previous Gov’t customers.)
Past Performance
Price will consider:
Offerors will submit pricing for the First Task Order to be issued underneath the ID/IQ.
The First Task Order will be representative of the expected contract work and includes the majority of the technical and management requirements expected to be included in additional task orders and sufficiently typical of the work to be performed.
As such, the first task order establishes a reasonable example, consistent with the RFP’s requirements, to provide a common basis for comparing the relative price/cost of competing proposals.
Price
The first service task order requirements promote realistic expectations of work to be performed underneath the entire contract. Further, the labor categories necessary to accomplish the first task order are anticipated to represent a reasonable sampling of the expected labor categories necessary to accomplish the listed requirements throughout the contract.
The total evaluated price will consist of the sum of all parts required to successfully perform the Task Order (labor, travel, ODCs)
Price Cont.
The price evaluation will determine whether each Offeror’s proposed price to the Government is reasonable using one or more of the methods cited in FAR 15.404-1(b)(2).
It is expected that this contract will be awarded based upon a determination that there is adequate price competition; therefore, the Offeror is not required to submit or certify cost or pricing data with its proposal. If, after receipt of the proposals, the Contracting Officer determines that adequate price competition does not exist, the Offeror shall be required to provide cost or pricing data as requested by the Contracting Officer.
Price will be evaluated but not Rated

| Relevant | Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires. |

Frequently, the proper use of support contractors are matters for procurement regulations, although the growing use of contractor employees in the Federal workplace increases the frequency and the likelihood that ethics issues will arise. In these circumstances, it is recommended to use a combination of procurement and ethics guidance.
PERSONAL VS NON-PERSONAL
SERVICES
"Personal services contract" means a contract that, by its express terms or as administered, makes the contractor personnel appear, in effect, Government employees.
"Non-personal services contract" means a contract under which the personnel rendering the services are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
PERSONAL VS NON-PERSONAL
PERSONAL VS NON-PERSONAL
This effort is for services not personnel. This is not a personal services effort (e.g. butts in seats). The contractor has proposed to and is required to perform 100% of the tasks in the PWS. The number of personnel proposed by the contractor is not relevant. If the contactor can through innovation, use less personnel than proposed or be required to add more personnel it is upon the contractor to meet 100% of the PWS.
