See IDIQ PWS Table 6.
IDIQ PWS / Pgs 10 & 14 / Para 3.1.1.2.1 & 3.1.6
PDSS & Change Management
There is conflicting information in the identified sections as to whether the MCTIMS Beta environment is hosted at MCEITS/MCITC - will the Government please clarify where the MCTIMS Beta environment is hosted and update the appropriate PWS section?
Additionally, will the Government please indicate where the MCTIMS Training environment is hosted?
All PWSs have been revised and updated. (See IDIQ PWS Paragraphs 3.1.1.2.1 and 3.1.6).
5 IDIQ PWS / Pg 15 / Para 3.1.8.1
Maintain ATO When does the current MCTIMS ATO expire? MCTIMS Authority to Operate expires 15 October 2017.
6 IDIQ PWS / Pg 21 / Para 4.1
Software Development Plan
The PWS states that an initial Software Development Plan (SDP) shall be provided. Please confirm that the initial SDP will be delivered after award, and is not required to be provided with the proposal response.
See IDIQ PWS Table 6.
7 IDIQ PWS / Pg 21 / Para 4.1
Software Development Plan
Does the Government intend for the Software Development Plan (SDP) to be updated every time there is a maintenance update to the application? The SDP is a plan that contains methodology, approach, and processes for performing the Software Development Lifecycle (SDLC). Our experience is that the SDP should be reviewed every year and updated when methodologies, approach, or processes change.
Yes. See IDIQ PWS.
8 PDSS PWS / Pg 33 / Para 8
Performance Standards
The performance standards listed in the PDSS PWS are worded differently than those specified in the IDIQ PWS. We would expect that the IDIQ contains the superset of standards and the PDSS task order would contain a subset of the IDIQ, as opposed to unique performance standards. Will the Government please revise accordingly or clarify?
The PWSs have been revised for consistency. However, the IDIQ PWS is an overview of the all tasks. All task order PWSs may go into greater detail in respect to the requested task.
9 PDSS PWS / Pg 33 / Para 8
Performance Standards
In a few rows in the Performance Standards table, the Performance Standard column and the AQL column duplicate information (e.g. the Performance Standard reflects the same information specified in the corresponding AQL). We request that the Government update these rows.
The Government reviewed and revised as necessary.
10 PDSS PWS Pgs 40-42 Potential Travel Locations Table
We request explanation as to what the "Travel Days Total" constitutes/means, and how this information was computed. We expected that the total travel days would be less than the duration of the trips.
The PDSS PWS Table 11 has been revised to include a projected number of the training events.
11 ECP PWS Pg 11 Performance Standards
The first performance standard in the ECP PWS is not in the IDIQ PWS. Typically, the IDIQ contains the superset of standards and the task order contains a subset of the IDIQ.
See #8 above.
12 ECP PWS Pgs 20-22 ECPs Will the Government provide the MCTIMS user manuals to facilitate accurate estimation of requested system changes? The Government will not provide the user manuals.
13 Request a technology table of the most current hardware and software across the MCTIMS enterprise. Technology table has been added to the IDIQ and PDSS PWSs.
14 Will GFI be released in conjunction with RFP release? If not, will it be made available in conjunction with contract award? Approved GFI has been provided.
15 What is the acquisition strategy for the ECPs? Within this strategy, have any ECPs been approved by the CCB? The current strategy is to bundle ECPs as they can be accommodated in respect to resources.
16 Are there operational metrics that can be shared in order to provide a greater depth of understanding i.e. number of Help Deck calls per day/week, number of emails etc.? How many software releases?
Metrics have been added to the IDIQ and PDSS PWSs
Draft PDSS PWS, Post Deployment Software Support
(PDSS), 3
The Government states “The contractor shall provide a PDSS Support Schedule that shows anticipated activities the Contractor plans to perform in executing PDSS.” Does the Government have a desired format for this support schedule, such as an IMS, and will this schedule be added to the CDRL table on page 36?
The Government desired format is Microsoft Project IMS no less than version 7 or greater than version 10. The PDSS Support Schedule will be encompassed in the IMS.
Draft ID/IQ PWS, Security Requirements, 12
Please clarify the need for a DD254 with a SECRET clearance requirement, as Sections 5.2.2.2 in both the PDSS and ECP PWS speak to a SECRET clearance requirement. Section 12 in the ID/IQ, PDSS, and ECP PWS does not address this requirement.
Facility clearance is not required. The PWSs has been revised to resolve the conflict.
Draft RFP, Instructions to Offerors, 5b3, Document Format
Is Arial Narrow no smaller than 8 font acceptable for use in graphics? Margins and Fonts states: “Font for tables, figures, and other graphics shall be no smaller than 8 point Times New Roman or Arial” and Attachments states: “The font size for text contained in embedded graphics (tables and illustrations) shall be no smaller than 8 point Times New Roman or Arial Narrow font.”
Yes.
Draft PDSS PWS, Availability Management, 3.2.4, 3.2.4.2
Please clarify the system operational availability percentage requirement. The PWS states states 95%; however, Table 5: Performance Standards on page 32 and Table 1: Performance Standards, page 27 of ID/IQ PWS state an AQL of 99%.
Required Availability is 95%. PWSs have been corrected.
Draft PDSS PWS, Availability Management, 3.2.4, 3.2.4.8-3.2.4.9
Please clarify the ommitance of sub-sections 3.2.4.8 and 3.2.4.9 from ID/IQ PWS, page 19-20 in Draft PDSS PWS. Are they not applicable or should they be marked “reserved”?
PWS's have been revised to correct ommitals.
Draft PDSS PWS, Project Management, 5, Table 3 Meeting Requirements
There is a mention of “6 releases” during the period of performance, next to SETR reviews and Functional Releases. Please clarify whether these releases are / can be in parallel or are they distinct for Class I and Class II ECPs?
No, releases are individual and not in parallel.
Draft PDSS PWS, Performance Standards, 8
Will the Government clarify the content in the performance standard column? Some of performance standards outlined are the same content as the AQLs column and are not consistent with the performance standards in Table 1, ID/IQ PWS, page 27.
See #8 above.
Draft PDSS PWS, Performance Standards, 8
Will the Government clarify the content in the performance standard column? Some of performance standards outlined are the same content as the AQLs column and are not consistent with the performance standards in Table 1, ID/IQ PWS, page 27.
See #8 above.
Draft ECP PWS, ECP Task Execution, 5.2.3.4
Will the Government clarify the requirement in regards to this task item which states “Tools, techniques, and methodologies? Same content in the ID/IQ and PDSS PWSs as well.
The contractor must report if tools, techniques, and methodologies out of the ordinary must be used in task execution. See revised PWS for additional detail
27 Instructions to Offerors RFP
"Level III certification (or equivalent certification) of the offeror’s organization that will be performing the work. If the offeror does not have the appropriate CMMI Level III Appraisal Disclosure Statement noted above, the offeror may demonstrate that it has an equivalent process model. " Whereas description of evaluation factors RFP 50 states "It is necessary for a offeror to have been appraised at a CMMI Level III (DEV) or equivalent to be eligible for an award." These statements seem to conflict, will the Government please clarify that a CMMI Level III (Dev) appraisal is NOT required?
The Government will accept equivalent appraisals or certifications other than CMMI Institute.
28 Instructions to Offerors RFP
Will the Government clarify what would meet the equivalent standard to CMMI Level III (Dev)? E.g. would an ISO Quality Management System with similar controls meet the requirement?
See question 27 above
29 Solicitation / Pg 43 Price Proposal Please confirm that the offerors are not directed to price each individual ECP within CLIN 0002 (as shown in ECP PWS Appendix B).
Offerors ARE directed to price the individual ECPs provided in the ECP PWS. RFP has been revised to include additional information.
MCTIMS Solicitation / 44 of 52 / 3.a.1/Line 1
Instructions to Offerors
The solicitation states a page is defined as a double-side of paper and that double-sided printing is required in submission, can the government confirm the front would be page 1 and the back would be page 2 in sequential numbering?
Yes, this is correct.
31 MCTIMS Solicitation / 46 of 52 / Table 1
Instructions to Offerors
Our understanding is that the government desires a competitive, best-value procurement, resulting in multiple submitted proposals. As stated in Table 1, the offerer is required to notify the Contracting Officer with (7) days of the release of the RFP regading potential OCI (22 July). The government will then provide a response (14) days after receipt (5 August). As an interested bidder's "bid decision" will be highly dependent upon the government's response to OCI determinations, would the government consider extending the due date of the soliciation and provide the (3) week response time after receipt of the OCI determination by the government? Otherwise, this provides a disincentive to bidders to gain internal approvals to expend significant resources to prepare and submit a response to this RFP before OCI determinations are made.
The Government will extend dates only if the Government deems it necessary.
Attachment 1, 2, and 3 / Page 5 section 1.3
Introduction Each of the PWS provided for the solicitation identify the TFITS Management Plans that provide overarching guidance for TFITS managed projects. Will the government provide these Management Plans to provide all offerors access?
Yes
Attachment 1 and 2 / Page 7 / Section 2.1.1
Transition
The government specifies under section 2.1.1 of the PWS that the contractor shall demonstrate an understanding of: (1) Existing engineering and technical documentation and (2) Existing User Documentation. Would the government make these documents and all associated technical artifacts (source code, system documentation, system manuals, and web-based training source code) available to ensure full understanding of the requirements of the PWS so offerors are able to submit a fully informed technical response? These include Database Design Descriptions, Software Design Descriptions, Operational Concept Descriptions, Software Administration Manuals, Software User Manuals, Software Requirements Specifications, Software Test Plans, Software Version Descriptions, and any existing DODAF artifacts.
The Government will not provide all of the requested, however, the Government has included additional technical data in its document revisions. See #4, #12, #13 and #32

Instructions to Offerors
Please clarify the desired format for electronic documents. Is it Microsoft Word (.doc) for all documents except the Excel Pricing Workbook, as shown in the Proposal Outline table on page 40? Or is it "searchable Adobe PDF" as indicated in Paragraph e. Electronic Proposals on Page 45?
All electronic documents must be in a searchable PDF format; Proposal Outline on Solicitation Pg 40 has been amended to reflect PDF.
50 Solicitation PG 40 2. Proposal Outline The Proposal outline table shows Volume I Sect. 1 and in the "Part" column it names the "Comprehensive IDIQ Labor Mix (without rates) as part 1 but the file name under the "File Naming Structure" column calls this document Vol I Sect 1 Part 4.doc. Is this document Vol I Sect. 1 Part 1 or is it Vol 1 Sect. I Part 4 ?
Corrected.
51 Solicitation PG 45
3. Document Format
In section b. Margins and Fonts, it states that the font for tables, figures, and other graphics can be no smaller than 8 point Times New Roman or Arial. However, in section f. Attachments, it states that the font for embedded graphics (tables and illustrations) can be no smaller than 8 point Times New Roman or Arial Narrow. Please confirm Arial Narrow for tables, figures, and other graphics is acceptable
See #48 above.
52 Solicitation PG 44
3. Document Format
What do you mean by line numbering? Do we need to number each line in the proposal? How should the line numbers be formatted exactly? Should the line numbers reset to zero at the beginning of each page?
Each line within the proposal must be numbered. Additionally, see #41 above.
53 Solicitation PG 44
3. Document Format
In "Page Definition", a page is defined as "a double-side of paper" and the proposal requires that the proposal is printed double-sided.
Therefore, when it comes to page limitations, does that mean the front and back side of a page count as 1 page towards the limit?
Do the same rules apply to the 11x17 foldout pages? Should they also be printed double-sided?
See #30 above. It is at the offeror's discretion to utilize double-sided foldouts. However, foldouts count against the page number limitations (ref. Solicitation Pg 45).
54 Solicitation PG 40
2. Proposal Outline
In the table in Section 2. Proposal Outline it states we need to provide Volume IV Price Quotation.
However, on page 43, it is listed as Volume III Price Proposal. We assume this should be Volume IV. However, should the volume be titled Price Quoatation or Price Proposal?
Corrected.
55 Solicitation PG 40
2. Proposal Outline
In the table in Section 2. Proposal Outline, the price volume has 5 sections as follows:
Section 1 - Pricing Workbook Section 2 - ODCs/Travel Section 3 - Model Contract/Representation and Certifications Section 4 - Compensation Plan Section 5 - EEO Information
However, on page 43, the price section information lists these 5 sections:
Section 1 - Pricing Workbook Section 2 - Model Contract/Representation and Certifications Section 3 - Compensation Plan Section 4 - Equal Employment Opportunity (EEO) Section 5 - Small Business Participation
Which 5 sections are correct? Are the page numbers accurate in the Table since the section descriptions are inconsistent?
The Proposal Outline has been revised to include Pricing Proposal Section 2 ODCs and Travel.
56 Solicitation PG 44
3. Document Format/ Page Format / Page and Line Numbering
Can the Government please clarify the statement: "Charts, graphs, and other insert materials shall be page-numbered as part of the page numbering system"? What if a chart, graph, or insert does not take up a whole page and we have other content in the page?
When a graph, chart, or insert takes up a whole page, it shall be number consecutively with the other pages in the Section. When a graph, chart, or insert is imbedded with other text, the page number shall be consecutive with the other pages in the Section; In either scenario, the page is being numbered against the page count.
57 Solicitation PG 45
3. Document Format
Can the Government please clarify what is meant by the statement: "Individual sections should be removable and replaceable to the volumes"?
The mechancial assembly of the three-ring binder should allow for the unimpeded opening of the rings to allow for the easy removal or replacement of the individual sections of the volume contained in the binder.
58 Will the government provide an Industry Day? No.
59 Will the Government release the responses to RFCs from the Draft Solicitation? Yes.
60 Solicitation PG 50 Description of Evaluation Factors

64 Can the Government please specify the anticipated Transition period duration? 10-30 days
65 Solicitation PG 48
a. Evaluation Areas, Factors, & Relative Order of Importance
Can the government please define "slightly superior performance capability" with more specificity? What constitutes slightly more vs substantially more? How will the government measure superior performance capability?
Paragraphs 2a and 2b (page 48), Evaluation Criteria.
66 Solicitation PG 48 Technical Rating Evaluation Processes
If technical rating is most important and Factor 1 is most important among the technical factors, how is the government going to distinguish between two offerors with the same technical rating if there is no weight applied to each individual element of the technical? Can the Government specify the type of "qualitative distinctions" that may impact the source selection decision?
While the Technical Approach is more important this is a best value trade off competition, qualitative distinctions do not necessarily have to be encompassed within the Technical Factor.
No, the Government will not specify the qualitative distinctions beyond what is already provided in the RFP.
67 Solicitation PG 50 Management Approach
Can the Government specifically define the criteria that a proposal is required to have to meet the requirements for comprehensiveness, realism and feasibility? What specific discriminators does the Government evaluate the proposal against that makes the determination as to whether the proposal has met the requirements for comprehensiveness, realism and feasibility within the management approach?
See #60, #65, and #66.
68 PDSS PWS / PG 36 &

Special Instructions
What is the process for proposing/adding new subcontractors at the task order level? RFP has been revised to include additional information.
3 Solicitation / Pg. 37 / Para 2.c.
Special Instructions
The Government has established Travel/ODCs as a Firm-Fixed Price CLIN, but no profit is permitted to be included on these items (which prohibits the contractor from "pricing-in" risk associated with cost fluctuations and other contingencies). Accordingly, we request that the CLIN 0003 "PDSS Travel and ODC" be changed to a cost-reimbursable-type CLIN.
RFP has been revised to resolve the conflict.
4 Solicitation / Pg. 40 &
Proposal Outline table & Section 1:
Pricing Workbook
In the Proposal Outline table, Volume IV Pricing Quotation includes Section 2 as "ODCs/Travel." In the body of the solicitation on page 43, Travel/ODCs are discussed under Section 1: Pricing Workbook, and Section 2 is identified as "Model Contract/Representations and Certifications." We request that the section numbering be deconflicted to identify where Offerors' proposals should include ODC/Travel information.
Proposal Outline has been revised to include Section 2 ODCs and Travel.
5 Solicitation / Pg. 43 Price Proposal Please update this section to reflect the Price Proposal as Volume IV, consistent with the proposal outline table. Correction made.
6 Solicitation / Pg 43 Price Proposal The first paragraph states that "the offeror shall submit pricing for every line item in Section B and Attachment 5." Request clarification as to which "line items" must be priced in Attachment 5 (as there aren't any specified line items).
See #7 below.
7 Solicitation / Pg 43 Price Proposal The first paragraph states that "the offeror shall submit pricing for every line item in Section B and Attachment 5." It is our understanding that the workbook a detailed itemized list for the labor CLINs in Section B - is this understanding correct?
Yes.
8 Solicitation / Pg 43 Price Proposal Please confirm that the offerors are not directed to price each individual ECP within CLIN 0002 (as shown in ECP PWS Appendix B).
Offerors ARE directed to price the individual ECPs provided in the ECP PWS. RFP has been revised to include additional information.
9 Solicitation / Pg. 43 Price Proposal This section states that "Any additional pricing line items required by the offeror should be included at the end of the pricing workbook." Should these items be added in a separate tab? Spreadsheet rows cannot presently be added to the existing tabs.
There are sufficient rows to add additional priceing to the end of the CLIN 0001 or CLIN 0002 Pricing Workbook Sheet Tabs
10 Solicitation / Pg 43 Price Proposal The second paragraph states "The offeror shall submit the proposed labor hours, categories, and rates for each labor CLIN and third level PWS task."
Requesting clarification on how the offeror should provide pricing for PWS tasks that do not go down to the third PWS task level (e.g. PDSS PWS Task 6 Configuration Management Plan, which has no breakdown below level 1).
RFP has been revised to include additional information.
11 Solicitation / Pg 43 Price Proposal The second paragraph states "The offeror shall submit the proposed labor hours, categories, and rates for each labor CLIN and third level PWS task." How should the offeror represent "Reserved" PWS tasks such as PDSS PWS Task 4 Software Development (Reserved) in the pricing workbook?
RFP has been revised to include additional information.
12 Solicitation / Pg. 44 Price Proposal Request deletion of Section 5 - Small Business Participation in the Pricing Quotation (because it is included in Volume II - Management Approach); Pricing Quotation - Section 5 should refer to the EEO Information.
Correction made.

Page 39 indicates that the electronic submission format consists of 5 CD-ROMs: one marked "original" and four marked "copy." Page 45, part e. "Electronic Proposals" requires the Price Proposal to be submitted on a separate CD-ROM from the Technical Proposal volumes. Please confirm that the below chart indicates the correct amount of CD-ROMs to submit with the proposal.
Electronic Submission (CD-ROMs) -Technical Proposal volumes ("Original") x1 / -Price Proposal ("Original") x1 -Technical Proposal volumes ("Copy") x4 / -Price Proposal ("Copy") x4 Total: 10 CD-ROMs
This is correct; A total of 10 CD-ROMs. RFP has been revised to include additional information.
14 Solicitation / Pg 5 &
Pricing CLINs On pg. 5 of the Solicitation, the CLINs only have a POP of 1 year. On pg. 51 under Factor 4: Price in paragraph 4, the Solicitation states that "Offerors are required only to price the base and option periods." Are offerors required to price CLINs 1, 2, and 3 assuing 1 year POP, or include the base and all option years? If the Government intends for offerors to price the optional periods, please provide CLINs for the Option Years in Schedule B.
All references to "option periods" have been removed from the solicitation. The contract period of performance (ordering period) is 36 months with optional extension up to 6 months per FAR 52.217-8 and 52.217-9 (ref. Pg 30).
The offeror is proposing fixed comprehensive pricing for the 36-month ordering period. The established rates under award will be used for any extensions. The ordering periods have been updated (ref. Pg 5)
15 PWS PDSS & PWS

Period of Performance
For proposal preparation purposes, should offerors assume that the TO #1 and #2 period of performance will track with the IDIQ period of performance?
All task order periods of performance must fall within the 36 - 42 month ordering period referenced in #14.
However, this does not mean that any or all task orders issued will be for the full life of the contract, e.g. a task order may have a 2-month period of performance to be completed from month 8 to month 10.
16 Pricing Workbook IDIQ Labor Categories Tab
The identified tab requires the offeror to provide labor categories, descriptions, and detailed rate data, including direct hourly compensation and fringe for each labor category by Prime and Subcontactor(s). As this is an IDIQ-type contract that issues Firm-Fixed Price task orders, proposed subcontractor labor will fit within the Prime's LCATs and rates, and separate Subcontractor LCATs and rates are unnecessary. Further, such detailed rate data is considered proprietary by Subcontractors (direct hourly rate and fringe). We request removal of the requirement to provide separate LCATs, descriptions, and detailed rate data for subcontractors.
This requirement is not waived. RFP has been revised to include additional information.
17 Pricing Workbook IDIQ Labor Categories Tab
The identified tab requires the offeror to provide labor categories, descriptions, and detailed rate data, including direct hourly compensation and fringe for each labor category by Prime and Subcontactor(s). It is anticipated that there will be adequate price competition for this solicitation sufficient to establish that offerors' proposed prices are fair and reasonable. Further, the Government's requirement is for an IDIQ that will issue Firm-Fixed Price type task orders.
Accordingly, the request for "detailed rate data" should be deleted, as it is not appropriate for a firm-fixed price contract type with anticipated adequate price competition.
See # 16 above. RFP has been revised to include additional information.
18 NA NA Please identify the incumbent contractor, contract number, expiration date, and contract value.
The incumbent information is not relevant to this solicitation. An official FOIA request must be submitted to be provided the requested information.
