DETERMINATION OF ONLY ONE SOURCE
1. The item listed in PR# M95450-16-RC-01092 is available from only one source and competition is precluded for the reasons indicated below. There are no substitutes available for this item.
2. This acquisition is restricted to the following source:
Manufacturer/Service Provider/Source: ZIH Corp.
The product created by this source can be purchased through various resellers, including but not limited to; Barcodes, Inc.; Legacy, Inc.; Blue Tech, Inc.; and FedBizIT Solutions, LLC.
3. Description of the item required, the estimated cost, and required delivery date.
The proposed action is to procure one year warranty coverage (Zebra OneCare Essential
Renewal Part # SSC-MC9190G-10-R) for 155 Zebra MC9190G B1uetooth barcode scanners currently being used to track inventory in warehouses throughout the Marine Corps. Used in conjunction with CAC readers, these scanners provide a means to directly scan and upload the information provided on the scanned equipment to the Storage Retrieval
Automated Tracking Integrated System (STRATIS) servers for inventory control. Warranty protection permits an effective and efficient means to receive replacement or repaired scanners in case of malfunction or damage. Market research has indicated that these warranty products are only available through ZIH or ZIH resellers.
The current estimated unit cost for these items is $119.19. Assuming that this warranty is purchased annually, with a base year and four option years, the estimated total dollar value for this procurement is $98,741.70 after applying a yearly inflation rate of 3%.
Warranty coverage was previously provided via CDO Technologies, the ZIH reseller that the scanners were purchased from. This warranty coverage has expired, as a result, the required delivery date is the earliest possible date prior to the end of the current Fiscal Year (2016).
4. Specific characteristics of the material that limit the availability to one source. Describe in detail why only the suggested source can furnish the requirements to the exclusion of other sources.
The vendor must be able to provide extended warranty support for the 155 Zebra
MC9190G Bluetooth barcode scanners currently in use by the Government. The only product that can provide warranty coverage is sold by ZIH or its resellers. None of the devices are within the original product warranty period, which means that an extended
PR# M95450-16-RC-01092
warranty or other maintenance contract is the only support option other than buying a new device any time one of the existing units fails. Budgeting for replacement of broken scanners with spares was initially one of the options considered. Since the Bluetooth handheld scanners are relatively new additions to the STRATIS tool inventory, however, there is currently no valid data regarding the anticipated failure rate of the devices to determine an appropriate quantity of spares. Using an estimated unit cost of $2,231.44 for a scanner, the cost to replace all of the 155 scanners with new, warrantied scanners would be
$345,873.20, or about 18.7 times the base year annual warranty coverage cost.
5. Check and fill in all that are applicable:
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:
-Warranty coverage must be specific to the Zebra MC9190G scanner model.
A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:
These are “direct replacement” parts/components for existing equipment
Other information to support limitation of sources:
-In accordance with FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold, a Contracting Officer may solicit a brand-name item if it is determined that the circumstances of the contract action deem only one source reasonably available.
