Text version

This is a Pre-solicitation Notice only; no proposals are being requested at this time. Furthermore, no draft Request for Proposals (RFP), Statement of Work (SOW), or Performance Specification (PSPEC) will be available prior to release of the solicitations.

The United States Marine Corps (USMC), Marine Corps System Command (MCSC) has a requirement to procure 360 Dismounted and 150 Mounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) systems. There will be two separate solicitations; one for the 360 Dismounted systems and one for the 150 Mounted systems. The NAICS code for this procurement is 334511. This is in support of an Urgent Statement of Need (USON) to provide Counter Improvised Explosive Device (CIED) capabilities. The Government intends to make award(s) to the responsible offerors for the purposes of providing support to the CREW Marine Expeditionary Unit (MEU) Special Operations Capable (SOC) Program. This effort will include manufacturing, technical analysis, reviews, testing and delivery of five (5) Initial systems for the first Delivery Order and an undetermined number of follow-on production systems. The MCSC plans to award two Firm Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the Dismounted systems and two Firm Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the Mounted systems.

The solicitations will be unclassified, although some information contained in Attachments or Annexes to the solicitations will be classified. Potential offerors will be required to have access to SIPRNet either at their location or another location. Potential offerors must also have the required facility clearances, established safeguarding and personnel clearances to be considered eligible to receive the classified annexes. If an offeror is unable to receive the classified annexes, and therefore unable to provide a responsive proposal, then they will not be eligible to be considered in the evaluation phase.

Award will be made to responsible Offerors whose offer represents the best value to the government in terms of technical/risk approach, management and schedule, past performance, and price. This procurement will be conducted using full and open competition. Evaluation factors will be set forth in the RFPs. The Government intends to release RFP No. M67854-13-R-2419 (Dismounted systems requirement) and RFP No. M67854-13-R-2417 (Mounted systems requirement) on or about 22 May 2013, and each will be posted on the internet at the Federal Business Opportunities (FedBizOpps) at: http://www.fedbizopps.gov. The online version of the RFPs will include all documents of the solicitation package, except for the classified annexes. No hard copy of these RFPs will be available. Amendments, if any, will be posted at the same location as the RFPs. The complete RFP packages, including amendments, should be downloaded and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form. It is the responsibility of those responding to the RFPs to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the RFPs have been issued. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA E-MAIL WITH THE CONTRACTING OFFICE. PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITH THE SOURCE SELECTION TEAM. In order to be eligible for award, interested parties must be registered into the System for Award Management (SAM), http://www.sam.gov.

NOTE: Classified annexes will be sent to qualified Offerors via registered mail. Offerors will be qualified through the Industrial Security Facilities Database (ISFD) to determine whether they have the correct facility clearance and proper safeguards. Offerors may pre-qualify themselves now for classified annexes by submitting the company CAGE code to Lisa Botkin, lisa.botkin@usmc.mil or Jessica L. Stringer, jessica.l.stringer@usmc.mil.

*THIS IS THE ONLY INFORMATION THAT WILL BE RECEIVED AT THIS TIME: NO QUESTIONS ABOUT THE RFP WILL RECEIVE A RESPONSE*
