UNITED STATES MARINE CORPS

MARINE CORPS SYSTEMS COMMAND

2200 LESTER STREET

QUANTICO, VIRGINIA 22134-6050

IN REPLY REFER TO:

Code: CT-2.76 J&A Number: 18,259.1

LIMITED SOURCES JUSTIFICATION AND APPROVAL

1. Contracting Activity.

Marine Corps Systems Command 2200 Lester Street Quantico, VA 22134

2. Nature and/or Description of the Action Being Approved.

This acquisition is conducted under the authority of the Multiple Award Schedule Program. This justification is to seek approval of the use of limited sources under FAR Part 8.405-6.

The proposed action is to award of a sole source, Firm-Fixed Price (FFP) bridge modification to CGI Federal, Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033-4902. The original Federal Supply Schedule (FSS) order M67854-13-F-7500 was issued under GSA Schedule Contract Number GS-35F-4797H. CGI Federal, Inc.

was awarded the original contract on a competitive basis. The FSS task order includes FAR Clause 52.217-9 “Option to Extend the Term of the Contract.” This bridge modification will allow the Government to extend the term of this contract by up to 12 months pursuant to Federal Acquisition Regulation (FAR) clause 52.217-9.

3. Description of Supplies/Services.

The proposed contract action is to procure Post Deployment System Support (PDSS) for the Logistics Information Systems (LIS) Mainframe and Mid-Tier Systems. The scope of this effort is to provide system maintenance, sustainment, and operational support functions that are typical in the sustainment phase of a system’s life cycle.

The proposed contract will include services typical in the operations and support phase of the acquisition lifecycle to include Project Management, Cybersecurity, Software Maintenance, System Operational Availability, Service Desk Support, Ad Hoc Reporting requirements, System Administration Services, and trashaner.johnson Approved

Development Environment Hosting and Sustainment. Also included are the following efforts: War Reserve System (WRS) Marine Corps Requirements Oversight Council (MROC) Changes, Military Equipment (ME) Stratification, and MICAPS Architectural Re-design and Surge Software Maintenance for Development / Modernization Efforts.

The LIS Mainframe and Mid-Tier Systems comprise seventeen (17) crucial information systems that enable supply, provisioning, maintenance, stock control, war planning, readiness, warehousing, and decision-support capabilities to the Marine Corps Supply and Maintenance community, all Marine Expeditionary Forces (MEFs), Marine Corps Reserves, and the Marine Corps Logistics community.

The current task order for GCSS-MC LIS PDSS, M67854-13-F-7500, was awarded 17 May 2013, and completes 16 May 2018. Approval of this J&A will allow time for a competitive source selection process and contract award. The bridge contract will have a nine-month (9) base period of performance from 17 May 2018 through 16 February 2019, and one (1) three-month (3) option period of performance from 17 February 2019 through 16 May 2019, providing three (3) months of additional support for a total of twelve (12) months if the option is exercised. The required approval to award a bridge contract (D&F #18,259) will be obtained prior to execution of this J&A in accordance with NMCARS 5206.303-1(S90)(a).

The intent is to solicit and award the new consolidated contract by the end of the base period. However, an option period is included in the event of litigation, other possible delays, or if it is in the Government’s best interest (e.g., to ensure an adequate transition period). The base and option period are indicated in the following table:

Base Period Option Period 1 5/17/18 – 2/16/19 2/17/19 – 5/16/19

The estimated dollar value for this procurement is over twelve (12) months if the base and option peri exercised. The estimated costs are:

Appropriation FY18 FY19 Total O&M

Given conditions present at the time of this modification, it may be determined to be in the Government’s best interest to exercise the option at the time of contact modification.

4). Identification of the Justification Rationale.

The authority for this action is FAR 8.405-6(a)(1)(i)(A) “an urgent and compelling need exists, and following the procedures would result in unacceptable delays.”

The current task order expires on 16 May 2018. A competitive contract that consolidates PDSS enterprise requirements, which includes the LIS Mainframe and Mid-tier systems and applications, cannot be awarded prior to this date. Due to the damaging effect of sequestration on DoD budgets and reductions in uniformed personnel and civil servants, the USMC cannot operate the systems affected by this contract without relying upon contractor support. If a bridge contract is not executed, a gap in service for the LIS Mainframe and Mid-Tier Systems will occur, causing significant degradation and/or disruption to Marine Corps logistics operations, in both combat and garrison environments. The current GCSS-MC LIS PDSS Contract provides PDSS to seventeen (17) crucial LIS Mainframe and Mid-Tier Systems that enable supply, provisioning, maintenance, stock control, war planning, readiness, warehousing, and decision-support capabilities to the Marine Corps Supply and Maintenance community, all Marine Expeditionary Forces (MEFs), Marine Corps Reserves, and the Marine Corps Logistics community. The contract provides System Operation, Troubleshooting and User Assistance, Software maintenance, Integration/Conversion of Legacy Data, and Information System Security for these systems in support of the operating forces.

Additionally, the contracted resources are working an aggressive schedule to migrate three (3) of the server-based systems into the mandated Marine Corps Enterprise Information Technology Services (MCEITS) by 1 September 2018. Any gap in service would jeopardize that schedule and pose a risk to the readiness of these systems for MCEITS. The current hosting facility for these systems will shut down by 30 September 2018. If these systems are not migrated by then, they will not have a facility in which to operate. If these systems are no longer operational, it will adversely impact the mission to Marine Corps Logistics operations in support of the operating forces.

Failure to provide continued contracted services for these crucial LIS Mainframe and Mid-Tier Systems will adversely impact the deployment and sustainment of these systems with the potential of rendering them inoperable. Support to combat operations will be degraded, impacting the ability to requisition supplies, repair equipment, and maintain readiness visibility throughout the Marine Corps.

5. Determination of Best Value.

In accordance with (IAW) FAR 8.404(b), GSA has determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, to be fair and reasonable for the purpose of establishing the schedule contract. Although GSA has already negotiated fair and reasonable pricing, the contracting officer will make a determination that the final agreed-to price for the support covered by this justification is fair and reasonable and represents the best value to the Government via technical evaluation obtained from appropriate cognizant Marine Corps personnel and the utilization of appropriate price analysis techniques, at a level of detail commensurate with the complexity and circumstances of the acquisition, IAW FAR 15.404-1(b)(2).

6). Description of Market Research Conducted.

Product Manager LIS initiated the procurement planning process with the Contracting Officer to re-compete the PDSS requirements for the enterprise systems. These enterprise systems include the Mainframe and Mid-tier systems and applications. Market research was conducted by issuing a Request for Information (RFI) under RFI number M67854-17-I-7610 on the Federal Business Opportunities website (www.fbo.gov) on 20 April 2017 which closed 11 May 2017. The North American Industry Classification System (NAICS) codes utilized were 541512, Computer Systems Design Services, and 541519 Other Computer Related Services (size standard $27.5M).

The RFI was issued to determine the market of sources able to provide sustainment and maintenance of the LIS Mainframe and Mid-tier systems and applications. These capabilities support Marine Corps Operating Concepts for the 21st century. The requirement is to provide sustainment and maintenance of the LIS Mainframe and Mid-tier systems and applications to ensure optimal systems operation for end-users. This will include Project Management, Cybersecurity, Software Maintenance, War Reserve System (WRS) Marine Corps Requirements Oversight Council (MROC) Changes, Surge Software Maintenance for Development / Modernization Efforts, System Operational Availability, Service Desk Support, Development Environment Hosting and Sustainment, System Administration Services, Architectural Re-design, and Mainframe Database Administration.

Based on the market research conducted for the GCSS-MC LIS Enterprise PDSS Contract, the Contracting Officer concluded that the requirement could be met by a competitive procurement.

Because the market research for the follow-on contract is relevant and appropriate to the circumstances of this bridge effort, no further market research was conducted.

Though the market research indicates that a competitive environment exists for the award of a follow-on contract, it does not support the time required to complete a competitive source selection process and contract award without significant performance risk to the Government.

7. Other Factors Supporting the Justification.

Not applicable.

8. Actions to Remove Barriers to Future Competition.

A follow-on competitive contracting action is being conducted in parallel to the bridge contract with an anticipated award in February 2019. The need for a bridge contract is not anticipated to continue after award of the follow-on contract.
