About this file

This is a Request for Information (RFI) issued by the Marine Corps Systems Command (MCSC) seeking potential sources for an Explosive Ordnance Disposal (EOD) Hook and Line (HAL) Team Kit (TK). The Marine Corps plans to purchase 266 kits designed to support EOD technicians in remote actions such as neutralizing improvised explosive devices (IEDs), manipulating ordnance, cutting wires, and performing search operations. The kit will leverage commercial off-the-shelf (COTS) items packaged in a ruggedized case and must meet specific performance requirements, including 90-95% material availability, ability to move charges from various distances and orientations, and remote manipulation capabilities.

Vendors are requested to submit detailed responses by 12:00 p.m. EST on 12 September 2025, addressing pricing, production lead times, technical specifications, small business status, and prior experience supporting EOD units. The RFI emphasizes that this is a market research effort only, with no guarantee of future procurement, and vendors will not be compensated for their responses. Submissions should include an executive summary, capability statement, and reference the RFI number M67854-25-I-5322. Responses must be electronically submitted to anthony.fennell@usmc.mil, with a seven-megabyte size limit on email attachments.

REQUEST FOR INFORMATION

FOR

EXPLOSIVE ORDNANCE DISPOSAL (EOD) HOOK AND LINE (HAL) TEAM KIT

(TK)

1.0. GENERAL INFORMATION.

This Request for Information (RFI) initiates market research under Federal Acquisition

Regulation (FAR) Part 10 and is not a Request for Proposal. The information herein only initiates communication with industry to assess market potential. No solicitation document exists currently. This RFI constitutes no Government obligation to procure these items or issue a solicitation. The Government does not have an obligation to pay for information responding to this RFI and will not accept any responses as offers. Vendors should mark any proprietary information clearly and appropriately.

2.0. PURPOSE.

The Marine Corps Systems Command (MCSC) Product Manager, Engineer Systems (PdM CSS, is seeking potential sources to provide Explosive Ordnance Disposal (EOD) Hook and Line

(HAL) Team Kit (TK).

The EOD HAL TK program will leverage commercial off-the-shelf (COTS) items to the greatest extent practical. The EOD HAL TK will be configured to support actions on Improvised

Explosive Devices (IED), ordnance Render Safe Procedures (RSP), Ordnance Exploitation

(ORDEX), and search operations at the EOD team level. The kit will consist of lightweight

Commercial Products (CP) packaged together in a ruggedized case.

The EOD HAL TK will replace the currently fielded HAL kits that have reached the end of their service life and face Diminishing Manufacturing Sources and Materiel Shortages (DMSMS). The

EOD HAL TK will enable EOD technicians to perform remote actions such as opening doors, manipulating ordnance items, cutting wires, and neutralizing IEDs. EOD technicians will attach a variety of items (tape, carabineers, clamps) to items being manipulated. A line, or set of lines, is then connected to attachment points and pulled from a predetermined safe area. Verification of the procedure’s success is then confirmed, and follow-on actions are taken as required.

The Marine Corps estimates purchasing 266 EOD HAL TKs. There is currently no planned release date for a Request for Proposal (RFP).

3.0 SYSTEM REQUIREMENTS AND PERFORMANCE ATTRIBUTES.

The EOD HAL TK must meet the following system requirements:

1. The EOD HAL TK shall have a material availability of 90% with an objective of 95%.

2. The EOD HAL TK shall provide tools required to enable an EOD technician to neutralize a pressure plate IED and move a 20-pound main charge buried 1 inch below the surface from a standoff distance of 200 feet, with an objective of moving a 40-pound main charge buried 3 inches below the surface from the same distance.

3. The EOD HAL TK shall provide the tools required to enable an EOD technician to move a

20-pound IED located at floor level from inside a building, negotiating two ninety degree turns, from a safe area located 200 feet without having to reapproach the IED once the remote pull has started, with an objective to move a 40-pound IED located on a desk from inside a building.

4. The EOD HAL TK shall provide the ability to remotely place a backpack (approximately 22-inch (in.) x 14 in. x 9 in. weighing 15 pounds (lbs.) into the EOD Total Containment Vessel

(TCV), with an objective of remotely placing a 12 in. x 12 in. x 12 in. thin cased box weighing

20 lbs. into the EOD TCV. Rationale: The primary means of placing lEDs and suspected IEDs in the TCV is the large EOD robot; however, in cases when the robot is not available, EOD technicians require the means to remotely move explosive hazards (EH) from their original emplacement into the TCV for safe transport and/or disposal.

5. The EOD HAL TK shall provide the capability to suspend a M795 155-millimeter (mm) projectile 3 feet off the deck, with an objective to suspend a M106 8-in projectile 4 feet off the deck, in a fuse-well-down orientation as an optional accessory to the kit. Rationale: EOD has historically fielded a heavy-duty tripod associated with Hook and Line kits. During ORDEX the tripods are used to suspend items in a fuse-well-down orientation. The Thermally Controlled

Explosive Removal System and EOD Steam Generator are then used to remove the explosives.

U.S. PROJECTILE, 8-INCH, HE, M106, 204.3 LBS

6. The EOD HAL TK shall include the capability to remotely cut insulated, dual-strand 18-gauge wire from a safe area located 200 feet from EH.

7. The EOD HAL TK shall provide the capability to remotely overturn a cluster bomb dispenser half shell (approximately 6 feet length and 14 inches in width).

8. The EOD HAL TK shall provide the capability to remotely open unlocked lever and knob handled doors with an objective to open locked lever and knob handled doors. Rationale: Access to buildings and remotely opening doors that are suspected of being booby trapped is a task that must be accomplished remotely.

9. EOD HAL TK components (not including optional accessories) in a carry case shall be designed to be lifted by one person in accordance with MIL-STD-1472_requirements.

10. The EOD HAL TK shall be kitted in a waterproof, dustproof, ruggedized container in accordance with MIL-STD-810H.

11. The EOD HAL TK components shall be CP that meet threshold attributes.

12. The EOD HAL TK remote pull line shall be 300 feet in length and low stretching1, as defined by the Cordage Institute (CI). Rationale: When conducting a remote action with a tool attached at the end of the line it is important for the line not to recoil2 so much that the attached tool becomes a hazard to the operator.

1 Rope, Low stretching: A life safety rope with an elongation greater than 6% and less than 10% at 10% of its minimum breaking strength. (CI-1801) 2 Recoil: The phenomenon in which the broken ends of a tensioned rope—or its attachments—rapidly draw back after failure due to the sudden release of stored energy, often resulting in unpredictable and forceful movement.
