U.S. Marine Corps Sustaining Engineering and Logistics (SELS) Support Capability

NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR

INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

1.0 Introduction:

The Ground/Air Task Oriented Radar (G/ATOR) Program is an Acquisition Category IC program providing a single material solution with multiple operational capabilities. Air Defense/Surveillance Radar (AD/SR) G/ATOR provides capabilities in the Short-Range Air Defense (SHORAD), Tactical Air Operations Center (TAOC) and Expeditionary Airport Surveillance Radar (EASR) mission profiles. The Ground Weapons Locating Radar (GWLR) G/ATOR provides Counter-fire Targeting mission capabilities. The G/ATOR, or AN/TPS-80, provides real-time radar measurement data to the United States Marine Corps’ Common Aviation Command and Control System (CAC2S), Composite Tracking Network (CTN), and Advanced Field Artillery Tactical Data System (AFATDS). All G/ATOR systems share a common hardware and operating system software baseline, excluding Government Furnished Equipment (GFE), to satisfy the warfighter's expeditionary needs across the Marine Air Ground Task Force (MAGTF) with a single MAGTF solution. The strategy for the multi- mission capability is to produce the G/ATOR systems in a standard hardware configuration. User-selected software loads will be installed in the standard hardware for each mission.

Program Executive Officer Land Systems (PEO LS) is seeking to assess industry's capability to provide sustaining engineering and logistics for G/ATOR systems being operated by the warfighter operating in both Continental United States (CONUS) and Outside Continental United States (OCONUS). The G/ATOR program is currently being provided sustaining engineering and logistics for G/ATOR systems by Northrop Grumman Systems Corporation (NGSC) under Basic Ordering Agreement (BOA) M67854-20-G-0032. BOA M67854-20-G- 0032 was awarded to NGSC on a sole-source basis under statutory authority 10 U.S.C Section 2304(c)(1), as implemented by FAR 6.302-1(a)(ii) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”, and in accordance with approved Class Justification and Approval (J&A) 20,036. Class J&A 20,036 was approved to provide the services necessary for resolution of warfighter reported problems, and engineering and logistics issues.

These services include:

Engineering changes Contractor logistics support Software development Diminishing Manufacturing Sources and Material Shortages support Technical refresh Studies and analyses Spares and retrofit kit hardware procurement

Class J&A 23,134 was approved to continue to acquire the services described above.

Additionally, it provides for operational spares buys, software development for current and future radar systems and the 5G America’s Mid-Band Initiative (AMBIT) Spectrum accommodation.

The Government has limited rights in technical data and restricted rights to use computer software for some aspects of the G/ATOR and does not own a comprehensive G/ATOR Technical Data Package (TDP); therefore, the G/ATOR design TDP cannot be provided to industry.

1.1 Purpose:

This RFI constitutes market research in accordance with FAR Part 10 and is not an RFP. The Marine Corps Systems Command is issuing this RFI, in support of PEO LS, to determine if more than one vendor has the capability to provide the support described in the Introduction listed above.

1.2 Objective:

Data submitted in response to this RFI will be used to assess the marketplace environment for businesses capable of providing the U.S. Marine Corps with the support described above.

2.0 Requested Information:

Interested firms are requested to provide information that identifies their capability and ability to: 1) assist in Depot Facilitation, 2) assist in the resolution of warfighter reported problems, 3) Develop Engineering changes to correct Warfighter reported problems, 4) incorporate changes into the G/ATOR system to correct problems, 5) provide configuration management and status accounting, and 6) identify any alternative sources of supply recommendation of individual parts and assemblies with the intention to improved overall G/ATOR readiness and reduce sustainment cost to the Fleet Marine Forces. Responses must also incorporate the following:

• Describe its experience and capability in repairing AN/TPS-80 G/ATOR Lowest Replaceable Units (LRUs), to include prioritized LRUs within 90 days.
