Request for Information (RFI) For Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA Theater Battle Management Core Systems (TBMCS) SOFTWARE SUSTAINMENT ENGINEERING SUPPORT Program Executive Officer Land Systems (PEO LS)
This Request for Information (RFI) is the continuation of market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposals (RFP). The information provided herein is for information only and is intended to stimulate communication with Government activities to assess market potential. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor’s submission to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
NOTICE –MARCORSYSCOM may use non-Government support contractors to assist in collecting and reviewing market information submitted in response to this RFI. Non-disclosure agreements bind these contractors to refrain from disclosing information they may access while performing their obligations to the Government.
1. PURPOSE:
This RFI constitutes market research to help the Program Manager, Air Command & Control and Sensor Netting (PM AC2SN) formulate an acquisition plan/strategy to obtain services for software integration and life cycle support. The attached draft high-level Performance Work Statement (PWS) describes scope of work required to analyze, integrate, deliver, support, and manage software applications for the Theater Battle Management Core Systems (TBMCS) software engineering effort.
This RFI allows potential contractors (herein known as “integrators”) to submit a non-binding statement of interest and documentation demonstrating their capabilities, level of effort and associated costs and suggestions that will allow the PM AC2SN to refine its potential course of action. The RFI effort is intended to assess integrators’ capabilities and solicit feedback for acquisition planning purposes.
2. BACKGROUND:
PM AC2SN is the central agent for the research, development, production, deployment and life cycle management of Aviation Command and Control (AC2) systems for the Fleet Marine Forces (FMF) and Supporting Establishments. These activities are performed in accordance with the Department of Defense’s (DoD) Adaptive Acquisition Framework (DODI 5000.02) and Software Acquisition Pathway (DODI 5000.87). The PM AC2SN portfolio includes the Common Aviation Command & Control System (CAC2S); TBMCS; and Composite Tracking Network (CTN).
3. OBJECTIVE:
To identify potential sources that meet the TBMCS software engineering support effort as stated in the attached draft high-level PWS. The engineering effort will rely on an understanding of software development, acquisition pathways, and production environments as outlined in Development, Security, and Operations (DevSecOps) and DODI 5000.87 guides and publications.4. INSTRUCTIONS:
Interested vendors who believe they can meet the requirement outlined in the PWS are invited to respond to this Request for Information by providing the following information:
a. Capability statements sufficiently demonstrating performance capacity related to the objectives.
b. No more than three customer Citations describing similar work performed.
c. Any other relevant material establishing the activity’s core competencies.
d. Estimated ramp-up time/learning curve for a software development effort.
e. An identification of existing contract vehicles for support available; and
f. Rough Order of Magnitude (ROM) pricing on the total estimated cost to support the TBMCS software engineering effort, to include the number of resources estimated.
5. RESPONSES
Please do not submit proposals currently. The Government is only seeking sources/information for market research to determine the availability of qualified, experienced, and interested potential SMALL BUSINESS sources, as defined in FAR 19.502. Please be advised that any proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on a page-by-page basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation.
MARCORSYSCOM requests the following additional information:
a. Name and address of applicant/company (Corporate/Principal Office)
b. Name, telephone number, fax number, and e-mail address of point of contact
c. CAGE Code and DUNS Number
d. Business Size and suggested NAICS code for this requirement
e. State whether the Company has a Secret Facility Clearance and Secret Safeguarding.
f. Identify whether your service is a commercial item in accordance with the definitions in FAR 2.101. In addition, your response must address DFARS PGI 212.102(a)
g. Data Right Assertions: The Government anticipates that the source for the development of all the technical data, training material and software deliverables, including all components of same, would-be Government funding under a contract effort, with the result that the Government will receive unlimited rights in all such deliverables. If this assumption is incorrect, please identify every deliverable or every component of every deliverable, that will come with a restriction; for this request for information, please follow the procedure and format for Assertions of Restrictions in DFARS 252.227-7017, which the Government will consider to be a notional Assertion. Indicate in this notional Assertion any uncertain entries, and the basis of that uncertainty, that might change in a formal Assertion if a contract were awarded to the respondent. For any training material that is pre-existing and would come from your company, or from a third party, or from the Government, identify that material and confirm that it can be delivered with a copyright release that will allow the Government to make all copies or derivative works that it might find necessary. For any software deliverable or deliverable component, identify any portions of software come from existing commercial software or from open-source software, and list the respective software license(s) that pertains.
Responses should be received no later than 5:00 p.m. Eastern Time, 12 June 2023. Responses shall be submitted electronically via e-mail (7-megabyte size limit), or Safe Access File Exchange (SAFE) and all attachments must be in Microsoft Office compatible format or searchable (non-scanned) PDF compatible format. Emailed submissions should be submitted to the Contracting Officer, Alicia Sims at alicia.sims@usmc.mil and Contract Specialist Bryan Keys at bryan.keys@usmc.mil, with the subject line M67854-23-I-0067 TBMCS-MC REPLACEMENT SOFTWARE ENGINEERING SUPPORT RFI.
Responses shall be no more than ten (10) pages, to include the cover letter and contact information. Submissions shall be single-spaced, 8.5 x 11 paper, 1 inch margin, and no smaller than 12-point type.
This requirement is similar to the effort related to the previously released RFI, M67854-21-I-0061. We are looking for interested and capable vendors as well as updated information from companies that previously responded.
6. QUESTIONS
Questions regarding this announcement shall be submitted only in written format by e-mail to the Contracting Officer Alicia Sims at alicia.sims@usmc.mil and Contract Specialist Bryan Keys at bryan.keys@usmc.mil, with the subject line M67854-23-I-0067 TBMCS-MC REPLACEMENT SOFTWARE ENGINEERING SUPPORT RFI. Verbal questions will NOT be accepted. Questions shall NOT contain proprietary or classified information.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: This notice constitutes no obligation whatsoever on behalf of the Government to procure services or issue a solicitation. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals at this time and will not accept responses to this notice as offers. Vendors should appropriately mark all proprietary information. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
