The Government is not required to establish a competitive range, assign numerical or adjectival scores, or draft formalized evaluation plans before communicating with quoters or requesting price revisions.
(b) Evaluation Factors. The following three (3) evaluation factors will be used:
Factor 1: Technical & Key Personnel Capability The Government will evaluate the experience, certifications (HSEEP), and technical depth of the proposed SMEs.
The Government places a high premium on evaluators with real-world crisis management and defense experience (e.g., active EOD, C-UAS planners, or emergency responders) Demonstrating these capabilities beyond the baseline HSEEP minimums will be evaluated as a strength in the comparative tradeoff.
Factor 2: Past Performance The Government will evaluate the offeror's record of successful performance on similar crisis response exercises or Homeland Security Exercise and Evaluation Program (HSEEP) contracts.
Factor 3: Price The Government will evaluate the total proposed Firm-Fixed-Price (comprising Base Year Evaluation, and FFP Travel CLINs) for fairness and reasonableness.
