Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services

Evaluation Approach:

The Government intends to award a firm-fixed-price purchase order utilizing FAR part 12 procedures. Award will be made based on a simple tradeoff between Technical Capability and Price to determine the best value to the Government. Submission Requirements:

To ensure a timely and efficient evaluation, Quoters shall submit a streamlined quote consisting of two parts: and Part I - Technical Capability Part

. Quotes should be concise and directly address the requirements of the Performance Work Statement (PWS). Failure to submit your quote II - Price in the format below may be cause for the contracting officer to consider your submission unresponsive.

PART I: TECHNICAL CAPABILITY (Maximum 5 Pages, excluding copies of certifications) To assist the Government in determining technical capability and performing the tradeoff evaluation, the Quoter shall provide the following:

Instructor Credentials: Provide legible copies of current, valid authorizations from an OSHA Training Institute (OTI) Education Center for the specific instructors slated to teach the OSHA #510 and OSHA #3095 courses.

The outline must clearly show that all mandatory OSHA topics are covered within the required 4-day and 3.5-day timeframes. Note: Quoters providing a syllabus uniquely tailored to military installations, base operations, or federal facility maintenance may be evaluated more favorably than those providing generic construction/industry agendas.

Logistics & Base Access Acknowledgement: Provide a brief written statement (one paragraph) confirming the Quoter understands the courses will be conducted in-person at Camp Foster, Okinawa, Japan, and is prepared to handle international travel logistics, passports, and base access coordination for their personnel without delaying the required schedule.

PART II: PRICE QUOTE
