About this file

This document is a Questions and Clarification form for Solicitation No. M67400-25-Q-0016, which involves the procurement of motorcycles for the United States Marine Corps in Okinawa, Japan. The form provides two key clarifications: first, vendors can submit quotations in either U.S. dollars (for U.S. vendors) or Japanese yen (for Japanese vendors), and second, the term "street legal" for the motorcycles does not require Japanese registration, license plates, or insurance. The motorcycles will be used exclusively for training in a controlled environment and must meet all mechanical and safety standards for a street-legal motorcycle.

The solicitation requires vendors to submit questions by 28 March 2025 at 10:00 AM Japan Standard Time to Capt David Sandridge via email. The procurement is specifically for Yamaha MT-25 motorcycles or equivalent, to be used for administering motorcycle safety courses. Vendors must adhere to the specified submission guidelines, with late inquiries potentially being disregarded. The document emphasizes that while the motorcycles do not need Japanese road registration, they must still conform to all roadworthy standards.

3 of 44 ADDENDUM

TO 52.212-1

If the vendor is a U.S. vendor, the offer can be made in dollars.

If the vendor is a Japanese vendor, the offer can be made in yen.

3 of 44 Salient Characteristics

Can the Government please confirm whether “street legal” implies that the motorcycles must be delivered with current Japanese registration (Shaken), license plates, and valid compulsory insurance coverage (Jibaiseki Hoken)?

In this context, “street legal” DOES NOT imply that the motorcycles must be delivered with current Japanese registration (Shaken), license plates, and valid compulsory insurance coverage (Jibaiseki Hoken). The motorcycles will be used exclusively for training in a controlled environment and will not be operated on public roads. However, they must meet all physical, internal, and external mechanical characteristics, as well as safety requirements necessary for a street-legal motorcycle. While they do not require Japanese registration (Shaken), license plates, or valid compulsory insurance coverage (Jibaiseki Hoken), they must still adhere to all other roadworthy standards.
