About this file
This document is an amendment to Solicitation M67400-24-Q-0055 for a Tactical Driving Safety and Tactical Combat Casualty Care (TCCC) Course. The amendment provides clarification on several questions submitted by potential offerors, including:
- There is no incumbent contractor currently providing this service.
- The page limit for technical, bio, past performance, and price narratives is not specified, but should be kept to a reasonable amount.
- Offers will be evaluated equally regardless of the proposed performance dates, with the July timeframe being preferred.
- A 4:1 student to patient ratio is acceptable for the Elevated Trauma Procedure portion, and a 2:1 student to instructor ratio is acceptable for the CULEX/Scenario portion.
- Use of live tissue patient models is preferred, but not required.
- Offerors should submit their quote, completed coversheet, and technical information as separate documents.
- Past performance records such as CPARS are acceptable in lieu of letters of recommendation.
- The "Delivery" requirement refers to the period of performance and location of the training.

SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 01-Jul-2024 06:00 PM to 01-Jul-2024 04:00 PM.
The following have been added by full text:
QUESTIONS AND ANSWERS
1: Is there an incumbent currently on this effort?
-If yes, can you identify the incumbent company and provide their contact/task order?
A: No, there is no current existing contract for this effort.
2: What is the page limit max for technical, bios, past performance and price narratives?
A: The page limit must be kept to a reasonable amount of pages.
3: The solicitation states that date adjustments are possible. Is the award going to be based at all on the ability to perform services on the currently selected dates of July 7-17 or will dates in August receive equal consideration?
A: All dates submitted will receive equal consideration in the evaluation process with the July timeframe being the preference.
4: The course of instruction is slated for 10 days 2 of which are Saturday and Sunday. Will the unit plan to work on Saturday and Sunday or will they take those days off?
A: The students will attend and work all the days slated.
5: For Module 2 and 4, should the ratio of instructor to student remain 4:1 for both sections?
A: It is preferred but not required.
6: Please confirm the date and time offers are due. The SF1449 states "06:00 PM 01 Jul 2024." Submission Instructions on page 17 states "1 July 2024 at 1600 (JST)."
A: Offers are due 1 July 2024 at 1600 JST.
7: Module 4 states a 2:1 student to patient ratio for Patient Models. To control costs to the government, we recommend reducing this ratio to 4:1 for the Elevated Trauma Procedure portion. Effective training is easily attainable with this ratio. A 2:1 student to instructor ratio is recommended for the CULEX/Scenario portion as reinforcement training following the Elevated Trauma Procedure portion.
A: The recommended ratio of 4:1 while still meeting effective training attainment is acceptable for patient models. For the CULEX/Scenario portion of 2:1 student to instructor ratio is acceptable.
8: Module 4 states "Live tissue is preferred" for Patient Models. On recent USMC solicitations, we have been told the USMC does not use live tissue models for training. Please confirm that live tissue is the preferred patient model for this training.
A: It is the preferred but not required.
9: The government identifies three parts for the quote: Quote, Completed Coversheet, and Technical Information.
Given that the Coversheet is a separate document, are Quote and Technical also separate documents. So, in essence 3 volumes. Or does the government intend for offerors to submit a single document with three sections?
M6740024Q0055
A: The Government recommends submitting each part of the quote as its own document. The technical information will be used during the technical evaluation in order to determine which vendor supports the Government’s needs.
10: The Evaluation Criteria identifies Past Performance; however, the Instructions to Offerors does not include a requirement for Past Performance. Should offerors include Past Performance citations in the Technical Information section/volume?
A: Vendors may submit record of past performance, but it is not required. A lack of past performance will not positively or negatively affect the quote.
11: Past Performance: Are CPARS acceptable in lieu of letters of recommendation?
A: Yes, CPARS are acceptable
12: Please confirm that the requirement for "Delivery" in the Quote refers to the period of performance and location of the training.
A: Yes, this refers to the period of performance.
