52.212-1 ADDENDUM TO INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (Sep 2023)
The provision at 52.212-1, incorporated by reference, applies with the following changes/additions:
(a) Submission of Quotes.
The Marine Corps Installations Pacific Regional Contracting Office (MCIPAC RCO) intends to solicit and award a Firm fixed-price contract for this requirement. This notice constitutes the only solicitation. The government reserves the right to make one, multiple, or no award from this solicitation.
Period for acceptance of quotes. Quotes shall be submitted directly via email to Mr. Takaatsu Sueyoshi at takaatsu.sueyoshi.ja@usmc.mil and Mrs Shoko Tsukayama at shoko.tsukayama.ln@usmc.mil no later than 5 April 2024 by 16:00 pm Japan Standard Time (JST). Offeror(s) shall comply with the detailed instructions for the format and content of the quotes contained herein; those that do not comply may be considered unacceptable and render the quote ineligible for award.
Correspondence. All communications/questions pertaining to this solicitation must be submitted to the Point of Contact below no later than 1 April 2024 by 16:00 pm Japan Standard Time (JST). If an offeror finds any errors or omissions in the instructions, they must inform the Contract Specialist immediately in writing with supporting rationale.
Quotes must be submitted in separate volumes numbered one (1) through three (3), as shown in Table 1. The titles and contents of the sections are defined in Table 1 of this document. All sections shall be within the required page limits (including all attachments, figures, etc.) specified in the table. An electronic copy of all documents (Technical Approach, Past Performance, and Price) shall be submitted.

Due to Government computer firewall security and file size limitations, please be advised that it is the prospective contractor’s responsibility to ensure the Contracting Office receives ALL required documents on time, including acknowledgment of receipt from the Government, in strict accordance with FAR 52.212-1(f).
(1) Volume I – Technical Approach
(a) The Offeror is required to provide a detailed explanation of their strategy to meet the requirements of the Performance Work Statement (PWS). The offer should include a written plan that outlines the Offeror's methodology and provides comprehensive details on how they intend to execute the PWS.
The technical proposal should not contain any pricing data. Each offeror's technical approach must clearly and concisely describe how they plan to meet the solicitation requirements. Offerors are advised to avoid using general, vague, or unsubstantiated statements that can hinder the government's proposal evaluation. Statements like "we understand," "will comply," "standard procedures will be used," or "noted and understood" without supporting narrative to define compliance are generally insufficient responses. A quote that only repeats the objectives of the solicitation without providing the required approach to fulfill the objectives is not acceptable. Additionally, the Government will not assume that an Offeror possesses a capability, understanding, or commitment not specifically delineated and supported in their quote. The Offeror should prepare a technical offer demonstrating their abilities to meet or exceed the Government's technical requirements to the best of their efforts.
