Offeror’s Questions and Answers
Q1: Will the Government be issuing an updated SF1449 that removes the “DRAFT” watermark for contractor submissions or will the “DRAFT” be acceptable for signed SF1449 submission?
A1: Yes, an updated SF1449 is attached to Amendment 0002.
Q2: Regarding Corporate Experience and Past Performance – of the three maximum references, can bidders submit at least one subcontractor reference?
A2: No. The solicitation specifically states: “…by the business unit that will perform this effort. These three (3) projects must be relevant in scope and similar in size to the requirements contained in the PWS on which the offeror was the Prime Contractor.”
Q3: Pricing Information (Factor 3) – instructions to offerors: “Offerors shall submit a pricing worksheet (Attachment III). All price and price supporting information shall be contained in the price proposal.”
Instructions regarding the Staffing Plan include: describe “without providing pricing information, its employee benefit and incentive program with consideration for housing allowance, dependent schools, relocation expenses, Defense Base Act Insurance, and other costs applicable to an overseas work location. Additionally, the Offeror will describe the extent of intended subcontracting. . .”
Attachment III is simplistic in form and clearly states: “Note: Complete Column C "Pricing Period Unit of issue Price" only. Do not change Any other fields.” Are bidders permitted to add additional sheets to Attachment III to demonstrate clearly the basis for CLIN pricing?
A3: Yes, offerors can submit additional sheets to demonstrate clearly the basis for pricing each CLIN.
Q4: Are contractors permitted to include a narrative volume that describes/demonstrates the elements that comprise CLIN pricing including subcontractor costs and any markups/pass through? As well as compensation/incentives including housing allowance, dependent school reimbursement, Defense Base Act Insurance, or other? Also how Program Management, equipment or other costs have been applied across CLINs?
A4: Yes, offerors can submit additional sheets to demonstrate elements for CLIN pricing.
Q5: The way the CLINs and pricing are structured – we do not see an easy or logical way to have any variance in staffing level (e.g., multiple labor categories) within a single CLIN. This could be accomplished by allowing contractors to add rows and/or columns to designate different labor categories within a single CLIN. See below:
From RFP: “Note: Complete Column C "Pricing Period Unit of issue Price" only. Do not change Any other fields.”
A5: In accordance with FAR 52.204-22 the example above to include variance in staffing levels across the CLINs is acceptable. The Government will use the average price for each labor category within the CLIN multiplied by the total qunatity for the CLIN, and sum all CLINs in determining total price for best value determination and contract award
Q6: There is no requirement listed for personnel supporting 1.3.1 Geospatial Systems Management Support to be eligible to possess a secret clearance and retain the clearance throughout the period of performance. Is this an oversight? It is our understanding that IAT II requirements include a Secret Clearance and Security Plus for Server access. Please confirm.
A6: The minimum requirement for the Systems Management Support personnel is a DoD Secret Clearance and Security Plus (which meets IAT II Requirements) for server access (Cyber Security Certification – DoDD 8750.1 Requirements). Section 1.4.2.1 of the PWS is updated in amendment 0002 to reflect this requirement.
Q7: Section III Government Furnished Property and Services; 1.2.1 Government Furnished Equipment for Surveys: “The Government will provide the equipment in Attachment 1 for site visits and field surveys.” Attachment 1 is the Past Performance Question Form. Please confirm that the Attachment for Government Furnished Equipment associated with site visits and field surveys is the Excel spreadsheet titled “GFP+Module+Attachment.xlsx” and that there is no requirement for bidders to complete any information in that Attachment.
A7: Per submission of offers instructions Note: Solicitation Attachments are Roman Numerals (i.e. I, II, III). Contract attachments are numerical (i.e. 1, 2). Government Furnished Property is listed on the spreadsheet titled “GFP+Module+Attachment.xlsx.” Offerors do not need to complete any information in that attachment.
Q8: The RFP states that graphics/drawings must be clear and legible but does specifically address tables. Will the Government please confirm that the “clear and legible” requirement is also applicable to tables?
A8: Yes, tables must be clear and legible.
Q9: The government has requested that proposals be submitted via DoD SAFE which is only accessible to vendors with CACs. Will Ms. Vedsted or other POC provide drop-off requests to vendors who will need a drop-off link? Is there a preferred process and/or deadline for requesting a drop-off link?
A9: In the solicitation, DOD SAFE is recommended for large files over 5 megabytes. E-mail submission is acceptable, but DOD SAFE is an alternative for large files. Offerors may use both submission methods to ensure Government receipt. If required, offerors may request a DoD SAFE drop off link by emailing Ms. Jennifer Vedsted, email: jennifer.vedsted@usmc.mil, by 10:00AM, 02 June 2021, Japan Standard Time. Regardless of submission method, it is the responsibility of the vendor to ensure offers are submitted to the Government by the required date and time.
Q10: SECTION II - PERFORMANCE REQUIREMENTS SUMMARY (PRS). The deliverables table does not include 1.3.7 Geospatial Real Property Support.

PERFORMANCE WORK STATEMENT
MARINE CORPS INSTALLATION PACIFIC(MCIPAC)
GEOSPATIAL INFORMATION SYSTEM (GIS) SUPPORT SERVICES
1. GENERAL DESCRIPTION
BACKGROUND INFORMATION: Marine Corps Installations Pacific (MCIPAC) commands and provides support for all Marine Corps Installations in the INDOPACOM AOR to include Marine Corps Base (MCB), Camp Smedley D. Butler (MCB Camp Butler); Marine Corps Air Station (MCAS) Iwakuni; MCAS Futenma; Combined Arms Training Center (CATC) Camp Fuji; and Korea to include Camp Mujuk, Pohang Airfield and, Yechon Airfield. Marine Corps Base Camp Smedley D. Butler (MCB Butler) is the base support command for United States Marine Corps (USMC) ground forces on Okinawa Japan and the Combined Arms Training Center (CATC) Camp Fuji, Japan. MCB Butler G-F, through the G-F Public Works Branch (PWB) Planning, G-F Environmental Affairs Branch (EAB), GF PWB Real Property/Asset Management, G-F Facilities Management Branch and the MCAS Iwakuni Facilities Department, maintains over 1,500 buildings on the islands of Okinawa, Ie Shima, and Honshu (Camp Fuji and MCAS Iwakuni). Additionally, as required, other U.S. military services on Okinawa may have a need for services as well.
MCIPAC-MCB Camp Butler Provost Marshal’s Office (PMO) is responsible for off base jurisdiction not assigned to the U.S. Air Force, U.S. Army, or U.S. Navy Law Enforcement within the island of Okinawa, Japan which encompasses approx. 400 square miles of on/off base jurisdiction. The PMO is to provide law enforcement, investigative, and security services as directed by the Commanding General. The Provost Marshal advises and assists the Commanding General on the formulation and execution of military law enforcement related policy and procedures.
The PMO Consolidated Emergency Dispatch Center (CEDC) provides timely and effective response for all emergency and non-emergency services on Okinawa by dispatching the appropriate response capability to the precise incident location within Okinawa that require a response from Law Enforcement and Emergency Medical or Fire Services with minimal delay in order to save lives and protect property. To provide appropriate emergency response capabilities requires an accurate geospatial location capability with continuous operability and consistent updates are required to identify incident locations. This is provided through a robust geo-location capability that identifies all applicable locations on and off U.S. Government installations that are plotted accurately, and properly inputted into the MCIPAC enterprise GIS database, geospatial applications and Computer Aided Dispatch (CAD) systems.
The PMO Criminal Investigation Division (CID) is responsible for conducting complex misdemeanor and felony level criminal investigations into all reports of suspected and actual criminal activities occurring aboard all U.S. Marine Corps installations and off-base jurisdiction aboard Okinawa, Japan. CID collects, analyzes, and disseminates criminal intelligence and conducts forensic exploitation operations in support of the installation.
Geospatial Information System (GIS) support services are required to develop, enhance, maintain, and support the MCIPAC Installation Geospatial Information and Services (IGI&S) program throughout the region. The result will be an integrated approach to installation management within MCIPAC. These services are not normally supported in the base budget and are funded with additional funding provided at the end of each fiscal year (FY). This single award, indefinite delivery, indefinite quantity (IDIQ) contract will support those services. Additionally, requirements may be identified by other U.S. military services on Okinawa that require these services.
1.1. OBJECTIVE: The key objective of this contract is to provide functional and technical GIS programmatic support to MCIPAC. The GIS support services include: 1) geospatial systems management, 2) program management and planning support; 3) data management and data collection; 4) geospatial visualization; 5) geospatial technical and spatial analysis; 6) creation and maintenance of real property data; 7) emergency management support; and 8) geospatial real property support.
1.2. SCOPE OF WORK: The Contractor shall provide fully qualified personnel, supervision, administrative support, transportation, and training necessary to perform GIS On-Site Support Services to meet program objectives above in support of MCIPAC installations in Japan and Korea and, as required, other U.S services on Okinawa Japan.
| 1.3. | SPECIFIC TASKS: |
| 1.3.1. | Geospatial Systems Management Support. The contractor shall oversee the configuration, management, and operations of all components of the presentation and production tiers including servers, applications, databases, networks, systems, interfaces, and user accounts/permission. The contractor shall manage MCIPAC enterprise geospatial platform that includes GIS system hardware (physical and virtual), GIS software and any other associated geospatial IT components. The contractor shall specifically: |
1.3.1.1. Support Microsoft SQL server enterprise database configuration and optimization, table space configuration and management, local user accounts management, geodatabase security management, and prompt troubleshooting. Configure and manage Oracle and MySQL database supporting web-applications.
1.3.1.2. Support Environmental Systems Research Institute (ESRI) ArcGIS Server administration; GIS web server administration, instance and geodatabase configuration, performance tuning, replication, version management, and data loading into enterprise geodatabase (EGDB), data backup management (scheduled daily, weekly, monthly, quarterly and annually) and data restoration, and troubleshooting. Perform configuration, update and maintenance of ESRI License manager.
1.3.1.3. Support enterprise system architecture: desktop solutions, server side solutions, business process integration, and GIS software management. Set up, manage and optimize ESRI Enterprise Environment including ArcGIS Portal and Server.
1.3.1.4. Support remote desktop management and troubleshooting, as well as server permission groups for data/file access. Provide daily technical support (hardware, network, performance and software) to MCIPAC GIS end users and IGI&S personnel.
1.3.1.5. Perform software installation and daily management, trouble shooting, 3rd party script/application evaluation and installation and evaluate patches. Any updates or enhancements shall be thoroughly researched and tested before release into a live environment.
1.3.1.6. Provide automation scripts using Python, Java Script, SQL, and other programming languages when and where appropriate. Develop, manage and customize the web-based applications based on ESRI JavaScript API and appropriate programming languages.
1.3.1.7. Provide daily server administration including recommendation and enforcement of cyber security settings. Manage of SQL server configurations and security technical implementation guide (STIGs) to enable a methodology for securing protocols within networks, servers, computers, and logical designs to enhance overall security for MCIPAC GIS; Provide guidance on the lifecycle maintenance of MCIPAC GIS hardware and recommended future upgrades to maintain operations and compliance.
1.3.1.8. Weekly apply required security patches and recommended updates to remediate security vulnerability as indicated through USMC security scans.
1.3.1.9. Provide geodatabase administration includes enduring responsibilities; ensuring efficient geospatial database performance through best practice, compression/scheduled/manual archival/removal/recovery of enterprise database backups; manual archive log maintenance on database server, User Acceptance Testing (UAT) designing and participation, implementing complete geodatabase maintenance steps, tuning/troubleshooting performance issues and any other technical support for the MCIPAC enterprise geospatial platform and associated technologies that compliment and support USMC geospatial initiatives and mission; implementing and management of security groups /user permissions.
1.3.1.10. Create a multiuser geodatabase that stores and manages MCIPAC authoritative geospatial data by using expert knowledge in the multiuser geodatabase architecture and techniques to efficiently load data, assign user privileges, and maintain optimized performance over time.
1.3.1.11. Provide quarterly advanced GIS application training to active duty personnel and Department of Defense (DoD) civilians through on-the-job training.
1.3.1.12. Troubleshoot errors, resolve issues associated any irregular invents such as GIS system (hardware and software) migration, and complying with USMC IT policy and guidance updates. Provide coordination with GIS and IT professionals in other organization to maintain MCIPAC GIS systems including the map viewers without major downtime and resolve technical issues caused by other IT security measures and initiates.
1.3.1.13. Assist in defining data, business processes and system requirements. Plan and implement tasks for faster and better performance for GIS production and Map Services within Web-based Map Viewer Applications; maintain ESRI Enterprise Geodatabase environment by solving complex problems and researching solutions to technical challenges as needed. Provide expert consultation on ESRI Geodatabase Technologies and Solutions for performance with spatial scalability and data integrity to GIS Government users and customers.
1.3.1.14. Monthly Status Report for Geospatial Systems Management Support: The Contractor shall prepare a monthly status report outlining the Geospatial Systems Management Support Services. All activities shall be documented in a monthly status report showing a summary of efforts, initiatives, and projects including current and on-going tasks, outstanding issues or concerns, and financial status information. The report shall be submitted to the Government no later than the 15th of each month.
1.3.2. Geospatial Program Management and Planning Support: The Contractor shall provide installation GIS expertise and program management support services. The services shall include program management, analysis, consultation, and planning support to ensure MCIPAC obtains and maintains geospatial data that adheres to USMC GEOFidelis/MCIPAC installation data standards and procedures in support of all installation management activities. The Contractor shall specifically:
1.3.2.1. Provide planning, technical, and programmatic support in existing and new efforts with internal and external organizations such as IGI&S programs in other DoD services, various organization in other DoD services, all G-shops in MCIPAC-MCB Butler, MCCS, DoD Dependents Schools (DoDDS), Kadena housing office, other local emergency response organizations.
1.3.2.2. Participate in working groups (WG) by providing subject matter expertise and meeting coordination. WGs can be both internal in GIS program and with external groups. Examples include WGs in USMC Geofidelis Internal WG (monthly), USMC GIS Portal WG (monthly), Summer and Winter CCB WG, GF Planning & GIS WG, GF FMB Water shop & GIS WG. Other WGs may be established during Period of Performance.
1.3.2.3. Perform consultation and provide recommendations to frequent internal technical discussions, weekly GIS meetings, weekly/biweekly SMEs meetings and monthly working groups concerning installation management, GIS data updates/management, business workflow process and geospatial technology.
1.3.2.4. Provide GIS marketing and outreach assistance in support of integration and product development to increase awareness of GIS capabilities within MCIPAC. Examples include map products and presentation developed for annual GIS Day and Earth day by collaborating with GF EAB; MCIPAC Map Viewer (which includes Okinawa general, GF, G6, First responder, Range Control Office, MCA Iwakuni, Campo Fuji); and demonstrations and presentation to various community for outreach.
1.3.2.5. Participate in discussions, review and provide input and recommendations for draft USMC GEOFidelis policies and processes as required and provide review comments/updates to MCIPAC IGI&S exiting documents annually .
1.3.2.6. Provide daily quality control support for procedures in the program.
1.3.2.7. The Contractor shall attend Integrated Product Team (IPT) meetings. The purpose of these meetings is to maintain a collective effort and prevent duplication or stove-piped solutions. The IPT meets weekly to support preserving the existing solution, encourage robust design, automation, and the way ahead. (IPT reference is DoD Integrated Product and Process Development Handbook dated 6 July 1998.)
1.3.2.8. Bi-weekly phone call: Contractor (PM) shall attend a bi-weekly call with the Government required for communication and issue resolution. Phone calls shall include issues, concerns, team member performance and outstanding issues. The Contractor shall provide meeting minutes via email to capture the discussion on the phone call.
1.3.2.9. The Contractor shall conduct and attend meetings required for the accomplishment of this contract. Meetings shall include those required for information gathering from Marine Corps installations, briefings, and activity commands, and with other Contractor’s supporting activities. The Contractor shall prepare and present oral briefings on progress of work, unique or interesting technical findings, results of research, and presentation of draft conclusions or reports to support the data presented during meetings. The Contractor shall provide meeting minutes of all meetings attended within three (3) days after the meeting. These minutes shall include all participants and a summary of all relevant actions and/or recommendations.
1.3.2.10. Monthly Status Report for Program Management and Planning Support: Contractor shall prepare a monthly status report outlining the Program Management and Planning Support Services. All program management, analysis and planning activities shall be documented in a monthly status report showing a summary of efforts, initiatives, and projects including current and on-going tasks, outstanding issues or concerns, and financial status information. The report shall be submitted to the Government no later than the 15th of each month.
1.3.3. Geospatial Data Management and Data Collection Support : The Contractor shall provide data management support for the upkeep, maintenance, and handling of geospatial data. The Contractor shall specifically:
1.3.3.1. Perform continuous integrated geospatial data management consisting of data collection, development, updates, analysis, quality control, and use of installation geospatial data. Conduct site visits and field surveys within MCIPAC installations for data management requirements as needed.
1.3.3.2. Perform and upkeep the installation geospatial data inventory and the data dictionaries. Provide geospatial expert support and participate weekly/monthly working groups during Geospatial Data Model development and migration effort as required. Implement complete migration of existing geospatial data including new data creation, metadata update, map viewer development and map production based on the new data model.
1.3.3.3. Develop and maintain continuously standard data definitions, data content, data quality, data delivery and metadata.
1.3.3.4. Provide and upkeep metadata including feature level metadata regularly.
1.3.3.5. Ensure functional requirements for data content and quality are incorporated in the local adaptation of the GEOFidelis data model including metadata standards.
1.3.3.6. Provide continuous data quality control for geospatial data in accordance with programmatic standards. This includes completion of a quality review of the geospatial data and providing recommendations to improve data quality and fill data gaps as well as supporting data loads/updates.
1.3.3.7. Provide guidance and support in development, management, analysis and use of installation geospatial data through daily activities.
1.3.3.8. Continually collect, document, standardize, acquire, maintain and utilize geospatial data; providing geospatial analytical subject matter expertise to users.
1.3.3.9. Continually acquire field data utilizing Global Positioning System (GPS) equipment; data shall be verified against existing datasets and loaded into the MCIPAC GIS. Data may include wildlife surveys, water features, landmarks, tourist areas, residences, off limits areas, buildings, roads, utilities, structures, paving, boundary, etc. The purpose of acquiring the field data is to assist various operations in MCIPAC including real property asset management, mission assurance, distressed 911 caller/SOFA personnel response in a foreign country and supporting emergency management (described in 1.3.7).
1.3.3.10. Collect documents/files and digitize features. Digitization may include: utilities, transportation, buildings other facilities, off base landmarks, wild fire events, vegetation, tsunami, typhoon, earthquake, water features, etc.
1.3.3.11. Create, support and maintain environment for emergency management command and coordination. This includes obtaining and maintaining data for US citizens in order to support first responders and emergency managers.
1.3.3.12. Create site specific drawings of HAZMAT storage areas with features such as drains, doors, spill equipment, chemicals, and predicted flow direction to support Environmental Affairs Branch (EAB). These site specific drawings will represent newly identified storage locations or annual updates which will be included in Site Specific Spill Plan (SSSP) / Spill Prevention and Response Plan (SPRP) projects.
1.3.3.13. The following requirements are subject to the limitation of Under Secretary of Defense, Acquisition and Sustainment and DoD Chief Information Officer Joint Memorandum dated 1 JUN 2018, which prohibits the use of Unmanned Aerial Systems (UAS), government or contractor-provided, without an appropriately approved DOD waiver.
1.3.3.13.1. The contractor shall, upon validation of an appropriately approved DOD waiver, provide small (sUAS) operational capability in data collection, mapping, surveying, 3D modeling, inspection, and monitoring. Contractor shall ensure sUAS operation is in compliance with all applicable local and federal laws, as well as any applicable international agreements. The contactor shall collect data and update the existing imagery with newly collected imagery for the larger area up to 1.6 square km per flight on MCIPAC installations.
1.3.3.13.2. The contractor shall employ the use of Government approved sUAS geospatial products meeting the following minimum requirements:

1.3.3.13.3. The contractor sUAS video recording shall meet the following minimum requirements:

1.3.3.14. Monthly Status Report for Geospatial Data Management Support: The Contractor shall document all data management related activities in the Monthly Status Report. These activities include updating installation authoritative database consisting of updated spatial features, attributes and metadata; data standards compliance; updated data management plans and process models; user data needs analysis and data quality reviews.
1.3.4. Geospatial Visualization Support: The Contractor shall provide visualization support for the installation management mission. The Contractor shall specifically:
1.3.4.1. Develop and review maps and other geospatial products through the use of data manipulation, analysis, classification, symbolization and cartographic rules. Create and share maps, geospatial contents and applications by utilizing Portal for ArcGIS. Installation Existing Condition Maps (ECMs) shall be updated at least annually.
1.3.4.2. Develop and modify .MXD files (map services) for effective use as viewing or cartographic templates, and/or for use as web map services on Portal for ArcGIS. Conduct annual review of customers’ requirements for existing visualization products and modify as needed.
1.3.4.3. Consult and provide continuous visualization and product support to the program and coordinate with the functional data set leads for each MCIPAC G-F support section and subordinate installation camp services (such as GF PWB Planning, GF EAB Natural Resources, GF EAB Cultural Resources, GF PWB Real Property/Asset Management, GF FMB Utilities shop, Futenma Air Field Operation, Camp Fuji Range Control, Camp Mujuk Commander etc.)
1.3.4.4. Create, process, and manage cartographic requests from functional data set leads, subject matter experts (SMEs), decision makers and other customers throughout MCIPAC installations. Develop and maintain cartographic standards and products. As defined in Marine Corps Order 11000.25A, each USMC GIS Dataset has an information owner called dataset lead. The information may change from Geospatial data model (GDM) to a new GDM. Datasets are such as Utilities, Housing Environmental, Real Estate, Real Property, Natural Resources, and Culture Resources.
1.3.4.5. Provide spatial analysis and both 2D and 3D modeling services for the planning and management of various installation business areas including natural resources, energy, planning, facility maintenance, utilities, information technology, cultural resources, airfields, airspace/imaginary surface, live-fire ranges, line of sight features, building and facilities, air traffic corridors, training and maneuver areas, etc.
1.3.4.6. Create and provide various professional hard and soft copy products as requested. Products may include: posters, atlases, shaded relief maps, first responder map books, web map services, GIS story maps etc. All products shall comply with GEOFidelis standards.
1.3.4.7. Continuously collect and keep up with information technology and communications infrastructure/spectrum and visualization.
1.3.4.8. Monthly Status Report for Visualization Support: The Contractor shall document all visualization related activities in the Monthly Status Report. These activities include development of standard map products, data catalog and .MXD files for use as viewing, cartographic templates and/or map services.
1.3.5. Geospatial Analysis and Technical Support. The Contractor shall provide geospatial analysis support to research, develop, implement and maintain geospatial services in support of the installation management mission and related capabilities. The Contractor shall specifically:
1.3.5.1. Provide technical geospatial information systems expertise and geospatial analytical techniques to Government users and customers internal and external to the Government.
1.3.5.2. Provide expertise in GIS based water distribution system hydraulic modeling (InfoWater for ArcGIS) as required. Primary tasks include but are not limited to: 1) provide coordination and advice to IGI&S on modeling parameters and operations; 2) provide basic analysis; 3) use/analyze existing and new demand/usage data to provide operational or planning recommendations inclusive of further enhancement; and 4) implement industry standard quality control best practices.
1.3.5.3. Perform specialized queries and spatial analysis from existing or newly created data. Analysis results may be presented in a written report or a map format depending upon the projected audience.
1.3.5.4. Assist in developing and documenting the geospatial analysis requirements for the assigned operations and location at MCIPAC.
1.3.5.5. Perform and manage geospatial analysis projects to support installation management and short-term and long-term decision making.
1.3.5.6. Provide analysis and develop recommendations to improve the current procedures and resolve issues ensuring MCIPAC utilizes the most recent advances in GIS technology and software.
1.3.5.7. Monthly Status Report for Geospatial Analysis and Technical Support. The contractor shall document all geospatial analysis activities in the Monthly Status Report. The report shall be submitted to the Government no later than the 15th of each month.
1.3.6. Emergency Management Command and Coordination Support to the MCB Camp Butler PMO.
The Contractor will be responsible for duties associated with the quality control function of MCIPAC Enterprise geodatabase and the databases that are used for Hexagon CAD system and public safety. These services assist with manipulating the data used for location identification within the CAD system and require the use of GIS as the primary tool for data creation, comparison and maintenance. This assists in performing analytics of the Hexagon CAD data to ensure its accuracy and completeness. The Contractor will use GIS as a principle method to work with and communicate with other departments and agencies regarding emergency dispatch and public safety and will support the information vital to emergency dispatching, call taking, location identification, and all other public safety functions. The following tasks will be provided in support of the MCB Camp Butler PMO CEDC and CID:
1.3.6.1. MCIPAC-MCBB Consolidated Emergency Dispatch Center (CEDC)
1.3.6.1.1. Coordinate with Emergency Services (911 Dispatch, Emergency Medical Services (EMS), Fire Services, and Emergency Management and the Provost Marshal’s Office to assess their data and GIS application needs. Provide GIS assistance with special projects for these entities.
1.3.6.1.2. Continually create, maintain and perform field collection of on-base/off-base landmarks and off-base addresses in support of MCBB E911 Dispatch operation and on-site verification activities or follow up to problems identified in the field as needed.
1.3.6.1.3. Verify and resolve address and street name problems with other departments and residents and maintain correct and up-to-date information.
1.3.6.1.4. Maintain and update internal department databases with additions, changes, deletions and make notification of necessary information to applicable parties.
1.3.6.1.5. Utilize GIS as a tool to research and correct discrepancies with the data in the 911 system.
1.3.6.1.6. Geographically convert and maintain information from multiple sources using GIS.
1.3.6.1.7. Produce digital mapping products using GIS software and hard-copy paper maps as needed.
1.3.6.1.8. Create and manage automated processes for data manipulation.
1.3.6.1.9. Manage and perform quality control on all on-base and off-base landmarks and locations in MCIPAC GIS database and CAD location data for accuracy and completeness.
1.3.6.1.10. Identify methods to promote information sharing for GIS data and CAD databases.
1.3.6.1.11. Generate reports and data deliverables in multiple formats using the advanced concepts of data analysis using ArcGIS mapping software.
1.3.6.1.12. Routinely update certain datasets in database from other sources such as Fire, Physical Security and CID by incorporating new data layers to GIS.
1.3.6.2. MCIPAC-MCBB Criminal Investigations Division
1.3.6.2.1. Prepare, plan, produce, maintain and update a variety of maps, drawings, plans and other graphic representations displaying layers and attribute data from PMO, and Fire, using cartographic techniques to represent spatial data.
1.3.6.2.2. Coordinates and manages geospatial data collection, and analysis and generates project maps and presentations to meet the analytical and technical needs of the PMO, Fire, and Emergency Management.
1.3.6.2.3. Regularly migrate existing GIS data and systems to Computer Aided Dispatch systems to provide more accurate location data and improve the transfer of critical information to those who are assigned as first responders.
1.3.6.2.4. Create thematic geospatial datasets; generating programming for and analysis of spatial data; producing maps, reports, and analysis for presentation and utilizing enterprise level computers and databases
1.3.6.2.5. Analyze component layers and structure of multi-layered digital spatial GIS data sets; programs application modifications and enhancements to manipulate, integrate and compile data
1.3.6.2.6. Assist in analyzing crime data, identify crime types and hot spots, and help law enforcement plan crime prevention initiatives; creating feature classes to overlay topographical data and other ancillary data for various spatial analysis products.
1.3.6.2.7. Interpret data and information and creating innovative ways to present and visualize utilizing ESRI products.
1.3.6.2.8. Develop visualization products and presentations from data supporting installation physical security and disaster response and recovery.
1.3.6.2.9. Participate in a variety of special projects in support of PMO, providing guidance and recommendations to ensure organizational sustainability and maximize organizational efficiency, effectiveness, and performance through administrative crime analysis.
1.3.7. Geospatial Real Property Support. The contractor shall support the geospatial component of real property data management. The contractor shall provide MCIPAC with Real Property GIS Support by providing the validation and correction of MCIPAC IGI&S geospatial data and the internet Navy Facilities Asset Data Store (iNFADS) assets for MCIPAC. The Contractor will support and maintain GIS functionality related to Facility and Real Property/Asset Management. The Contractor shall assist in coordinating GIS support of critical functions for the MCIPAC regional Property Accountability Officer (RPAO), MCIPAC installation RPAOs and other real property personnel. The Contractor will provide geospatial support to enable validation of complete and accurate real property inventory records for the identified assets. The contractor shall specifically:
1.3.7.1 Provide field survey support to reconcile features that were being added to iNFADS or that GIS did not have, track facilities needed/visited and those that were to be remove from iNFADS
1.3.7.2 Identify Real Property assets not in iNFADS and document such cases so an iNFADS record can be created. When necessary, consult with Subject Matter Experts (SME) to gather additional relevant information. Provide maps, pictures, and as-builts of buildings, structures, or utility assets to Real Property personnel so the assets can be accounted for in iNFADS.
1.3.7.3 Actively monitor the iNFADS database for the addition of new records to update GIS data. Also, actively monitor the IGR (iNFADS-GIS Reconcile) web application, which is a communication tool between GIS and real property, for real property generated work requests. Input all GIS and RP work requests in IGR for visibility & accountability purposes. When new records are detected, contractor shall collect information regarding the asset’s geospatial position utilizing GPS equipment. Contractor shall communicate this information with RPAOs as updating GIS data
1.3.7.4 Coordinate and assist the RPAO in preparation for an asset audit with custom mapping support and geospatial analysis. Identify discrepancies in the audited real property records to the RPAO for future corrective action.
1.3.7.5 Notify real property personnel when assets in the field do not reflect the iNFADS property record in cases where the asset has been demolished, removed, changed, or replaced.
1.3.7.6 Perform integrated geospatial data management consisting of data collection, development, updates, analysis, quality control, and use of installation geospatial data.
1.3.7.7 Conduct a site visit and field survey within MCIPAC installations for data management requirements as needed.
1.3.7.8 Develop and maintain standard data definitions, data content, data quality, data delivery and metadata.
1.3.7.9 Provide data quality control for geospatial data in accordance with programmatic standards. This includes completion of a quality review of the geospatial data and providing recommendations to improve data quality and fill data gaps as well as supporting data loads/updates.
1.3.7.10 Develop and review maps and other geospatial products through the use of data manipulation, analysis, classification, symbolization and cartographic rules.
1.3.7.11 Create and provide various professional looking hard and soft copy products. Products may include: posters, atlases, shaded relief maps, map books, etc. In support of Marine Corps Air Station Iwakuni, all products shall comply with GEOFidelis standards.
1.3.7.12 Monthly Status Report for Geospatial Real Property Support The contractor shall document all geospatial analysis activities in the Monthly Status Report. The report shall be submitted to the Government no later than the 15th of each month.

1.4. PERSONNEL
1.4.1. Replacement of Personnel: When replacing any personnel, the contractor is responsible to ensure that all personnel meet the minimum standards as outlined in paragraph 1.5. The Government may ask for credentials if there is a failure to perform against the deliverables. Contractor shall notify the Contracting Officer and COR immediately if there is going to be a gap in service.
1.4.1.1. Termination: Immediately upon a resignation, the contractor shall return CAC card, SOFA driver’s license and physical and intellectual properties used and generated under this contact.
1.4.2. Security Clearance Requirement: The Contractor will be required to hold a Secret Facility Clearance (FCL) at all times during the contract. The Government will provide a DoD Contract Security Classification Specification form DD254 (Attachment 2) which outlines security guidance for this contract.
1.4.2.1. Personnel performing tasks in support of the Geosptial Systems Management Support (Ref: paragraph 1.3.1) and PMO requirement (Ref: paragraph 1.3.6): The Contractor shall ensure that these personnel are eligible to possess a secret clearance and be able to retain the clearance throughout the contract period of performance.
1.5. QUALIFICATIONS/EXPERIENCE The contractor shall provide a workforce with the requisite knowledge and experience necessary to sufficiently complete the Technical Requirements of this PWS. The following is in addition to the knowledge and experience identified by the contractor in their offer
1.5.1. Key Personnel: The Contractor shall provide a Program Manager (PM), an on-site team lead, and an alternate on-site team lead. The PM shall oversee the overall performance of GIS On-Site Support Services at CONUS while a Team Lead is required to be onsite and dual hatted to support PWS requirements.
1.5.1.1. Program Manager (PM): The PM shall have sufficient experience in Program or Contract Management, experience with USMC GEOFidelis program operation, technical and business experience with GIS and ESRI software suits. GIS Professional Certificate (GISP) is recommended. The PM shall oversee and direct the project team. The PM shall be responsible for overall project governance and direction, and implementing course corrections as required. The PM is required to conduct PM site visits in Okinawa, Japan and each PM visit shall consist of 5 business days two to three times per year. The Contractor shall provide a minimum of three weeks’ notice to the Government before conducting each PM visit.
Onsite Primary Point of Contact: The contractor shall identify an employee who shall serve as the primary point of contact to the Government’s contracting officer and their designated representatives. Onsite POC shall have experience in project management and knowledge in geospatial data management, planning, surveys, spatial analysis, geospatial system administration and technical support.
1.5.1.1.1. The primary point of contact shall be available within two (2) hours, during normal duty hours, to meet on the installation with Government personnel to discuss situations. After normal duty hours, the team lead or alternate shall be available within four (4) hours.
1.5.1.2. The contractor shall identify an alternate employee responsible for interacting with the COR in the absence of the primary..
2. Minimum personnel requirements:
All the Contractor personnel (except one for geospatial systems management) directly supporting this contract shall possess the following minimum qualifications:
| • | A bachelor’s degree in Geography, Geographic Information Systems (GIS), Cartography, Computer Science or related discipline. |
| • | Understanding and Knowledge in geography, scientific methods and GIS principles. |
| • | Experience and knowledge in the implementation of the Spatial Data Standards for Facilities, infrastructure, and Environment (SDSFIE). |
| • | Experience with ESRI Software Applications and spatial analysis including; network analysis, spatial analysis, and 3D analysis. |
| • | Except for the employees identified in 1.4.3.1 required to have secret clearances, contractor employees are not required to be U.S. citizens, however only U.S. citizens will be granted SOFA status. In order to obtain SOFA status, employees shall be U.S. citizens and have a valid U.S. driver’s license. Additionally, Offerors should be aware of USFJ INSTRUCTION 31-204, 31 August 2000 titled Restrictions On Designated Third Country Nationals To USFJ Installations And Areas, when considering foreign nationals. |
| • | Effective Communication both orally and in writing. |
| • | Knowledge and experience with ESRI ArcGIS Enterprise and Server side software products: particularly the ability to manage a shared, multiuser geodatabase, as well as support for version-based GIS workflows involving simultaneous multiuser editing, distributed geodatabases, and historical archiving. |
| • | Preferred Certification: Geographic Information Systems Professional (GISP) |

2.2. Travel. Travel costs are NOT reimbursable unless specifically provided for in this order/contract through an enumerated cost reimbursable Contract Line Item Number (CLIN) entitled Travel.
2.2.1. Travel Pre-Authorization. All travel shall be pre-approved, in writing, by the Contract Officer or COR. The request shall include total cost, and itemized airfare, rental vehicle, per diem, mileage, parking, fuel and toll charges. Travel requests will include the purpose of the trip and why VideoTeleConference (VTC) or phone conversations would not meet the business requirement. Costs for travel shall be billed in accordance with the regulatory implementation of Public Law 99-234 and FAR 31.205-46 Travel Costs
| 2.2.1.1. | Authorized Travel. Authorized travel costs will only be reimbursed for: |
| • | Contractor employees who otherwise perform direct day-to-day services at the designated place of performance under the requirements of this order/contract, |
| • | Who have a need to travel to fulfill the performance of those duties, and |
| • | Upon the direct request and written pre-approval of the Contracting Officer (KO) or appointed Contracting Officer Representative (COR) |
2.2.2. Unauthorized Travel. Travel costs are explicitly not-reimbursable for the following:
| • | Relocation or initial mobilization costs, or any other travel not pre-approved by the KO or COR, |
| • | Contractor personnel who indirectly support this order/contract (such as visiting management or supervisory personnel not otherwise providing on-site day-to-day support), |
2.2.3 Foreign Travel
2.2.3.1. Compliance with DoD Foreign Clearance Guide (FCG). Personnel performing under this contract who may be required to travel to other countries during performance, shall comply with all FCG prescriptions for each country to be visited. Access to the FCG can be found here: https://www.fcg.pentagon.mil/fcg.cfm . Contractors unable to access the site, or otherwise requiring assistance, shall contact the contracting officer, or appointed Contracting Officer Representative (COR) for assistance.
2.2.3.2. Compliance with U.S. Indo-Pacific Command (INDOPACOM) and other directives. Contractor personnel traveling within the INDOPACOM Area of Responsibility (AOR) are subject to, and shall comply with, INDOPACOM directives related to such travel. Additionally, contractor personnel traveling in support of exercises, or other specified events and activities, shall comply with applicable travel instructions published for the designated area or event, as issued by General Order, Planning Conference Memorandum, Exercise Directive, Initiating Directive, or other similar correspondence.
2.2.3.3 Personnel with security clearance are subject to additional requirements and shall consult with the supported command G-2 when contemplating and/or completing foreign travel.
2.2.4. Allowable Costs
2.2.4.1.All travel shall be conducted in accordance with Federal Travel Regulations (FTR) and/or U.S. Department of State Standardized Regulations (DSSR).
2.2.4.1.1. Reimbursement is strictly limited to only those direct costs authorized in FAR 31.205-46. Overhead and/or G&A expenses are not allowable.
2.2.4.1.2. As indicated in FAR 31.205-46(a)(3)(iv), 31.205-46(a)(7), and 31.250-46(b), all costs must be supported by appropriate documentation and receipts provided to the KO/COR.
2.2.5 Travel is anticipated throughout the MCIPAC area of responsibility (AOR) to support various GIS initiatives and requirements. The COR will recommend and approve all related travel in writing prior to travel being performed. The costs of all local travel in the performance of duties within 50 miles radius of normal work location, shall be priced within the price for GIS On-Site Support Services.
