Submit signed and dated quotes to the office specified in this Request for Quotes (RFQ), or by email or hand delivered to MCIPAC RCO BLDG 355 Camp Foster, Okinawa (with CD-ROM) using the specified contact information in section (d) below, at or before the exact time specified in block 8 of this RFQ. (2) Technical. The Offeror shall describe its approach to the PWS requirements. At a minimum, the offer shall include:

A Project Management Plan (PMP) clearly describing how the Offeror intends to manage and coordiinate performance for all tasks listed in the PWS, to include planning, assigning responsibilities, controlling contractor personnel and othe resources, ensuring acceptable subcontractor peformance, tracking deliveries, self-monitoring, and obtaining feedback.
(b) Staffing Approach
The offeror shall provide a detailed approach to staffing for those deliverables and tasks identified in the
PWS.
The offer shall include:
Identify the proposed education and experience qualifications for key personnel proposed for the tasks identified in the PWS. Upon acceptance of an offer, the qualifications of the key personnel proposed become the standard and must be maintained throughout the perfomance of the contract.
(c) Facility Clearance (FCL)
The Offeror shall submit proof of Facility Clearance (FCL) granted by Defense Security Service (DSS). To be eligible for contract award, Offeror(s) shall hold a Facility Clearance (FCL) at the time of submission of offer(s).
(3) Validation of Representations and Certifications.
(a) Reps/certs completed electrically and registered as current via SAM per 52.212-3 need not be re-submitted. However, the following information MUST be provided with this quotation. Submitting the information affirms that the offeror is registered and current in the SMA database.

(b) In accordance with 52.212-3 offerors must identify with its offer/quote, any information regarding its representations and certifications that has changed since updated in SAM.

(4) Price. The Contractor shall provide SF1449 – CONTINUATION SHEET CLIN/SUBCLIN Unit Prices Pricing information shall be submitted for each period of service, as well as a total summary for all periods of service. All the costs (labor cost, overhead, G&A, other administrative expenses, and profit, relocation, moving, travel, transportation, lodging, household goods) shall be embedded in the monthly service fees. CLINs 0004, 1004, 2004, 3004, and 4004 will be funded and priced separately as they occur. Therefore the pricing for these
CLINs will not be evaluated for offers on this solicitation. The proposed monthly fees shall be inclusive of all profit and overhead. Additionally, Offerors shall provide CLIN pricing in a separate Excel spreadsheet.
(5) Past Performance Information. Past performance information, to include identification of recent and relevant contracts for the same or similar services and other references (including contract numbers, points of contract with contact information).
The Offeror shall provide Attachment I, Past Performance Questionnaire, to all past performance references to complete and return via e-mail to the point of contact (Ms. Minako Chinen) to be received no later than the closing date of this solicitation/RFQ. Acceptance of later submission is at the discretion of the Contracting
Officer.
The Government may contact some or all of the references provided as appropriate, and may collect information through questionnaires, telephone interviews and existing date sources to include but not limited to Contract Performance Assessment Reporting System (CPARS).
(c) Period for acceptance of quotes. Quotes shall be submitted to Ms. Minako Chinen at minako.chinen.ja@usmc.mil or hand delivered no later than the date and time in the SF 1449 block 8. Offeror(s) shall comply with the detailed instructions for the format and content of the quotes contained herein; quotes that do not comply may be considered unacceptable and may render the quote ineligible for award. The offeror(s) shall agree to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of quotes.
(d) Correspondence. All and any communications/questions pertaining to this solicitation/RFQ must be submitted in the format provided in Attachment II to the Point of Contact below, no later than 31 May 2019, 10:00AM, Japan
Standard Time (JST)/ 30 May 2019, 8:00PM, Pacific Standard Time. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the

Addendum to 52.212-2 Evaluation -- Commercial Items (Oct 2014)
(a) This is a commercial item requirement using Simplified Acquisition Procedures under FAR part 12 and 13, respectively. Evaluation will be conducted using simplified procedures in accordance with FAR 13.106.
(b) The Government will award to the responsible offeror whose quote, confirming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical Approach and Past Performance are more important than Price. The following factors shall be used to evaluate quotes:

(c) In determining the most advantageous quote, Technical Approach and Past Performance are more important than Price.
(d) Price evaluation will be primarily conducted based on adequate competition as described in FAAR 13.5, FAR
15.403-1(c)(1)(iii) and FAR 15.403-3 (two or more competitive quotations). Price analysis may be further substantiated using market research results. In case where price competition is not evident, and/or only one quote is received, conduct price analysis in accordance with FAR 13.106-3(2) and prescribed DFARS techniques at 215.371-1 through 215.371.3.
(e) For purposes of evaluation of past performance determination of responsibility, and in accordance with FAR 13.106-2(b)(3), this assessment will primarily be conducted through Federal Awardee Performance and
Integrity Information System (FAPIIS) / Past Performance Information Retrieval System (PPIRS), but may include other authorized methods described. Past performance, for purposes of this evaluation, will be assessed as ‘satisfactory’ or ‘unsatisfactory’ at the discretion of the contracting officer based on the totality of information available. A past performance determination of ‘unsatisfactory’ will exclude the offer from consideration for award as non-responsible.
A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result tin a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

III MEF Expeditionary Operations Training Group (EOTG)
SECTION I
DESCRIPTION OF WORK
1.1 MISSION
The mission of the Pre-Deployment Training Program (PTP) is to provide instructions, advisement and evaluation of
Marine capabilities in accordance with the Marine Corps Forces, Central Command (MARCENT) Pre-Deployment
Training Program (PTP) and Navy Marine Corps Publications (NAVMC) 3500.44A Infantry Training and
Readiness (T&R) Manual which contains the individual and collective training requirements to prepare units to accomplish their combat mission. Formative evaluation of the intelligence from real world operations is performed to improve the instructional program prior to its immediate implementation and incorporation into training and instructional materials for deploying Marines. Evaluation is on-going to maintain training currency for USMC safety and training effectiveness.
1.2 BACKGROUND INFORMATION
The Advisor Training requirement for Security Cooperation Training [subsequently Security Force Assistance
Advisor Team (SFAAT) Training] was previously overseen by the Security Cooperation Education and Training
Center (SCETC), providing Training and Education Command (TECOM) oversight of the Marine Corps advisor
Pre-deployment Training Program for Military Advisor Transition teams and other Security Cooperation teams until
2011. In Jan 10, Administrative Control (ADCON) and Operational Control (OPCON) of the III MEF Advisor
Training Cell (ATC) was assigned to Expeditionary Operations Training Group (EOTG), at Camp Hansen, Okinawa. Training encompasses the current requirement for Pre-Deployment Training and EOTG is responsible for ensuring Marines deploying to various countries throughout the world receive customized pre-deployment training.
The PTP consists of four blocks of training occurring at home station and at other training venues. Marine
Expeditionary Forces (MEF) are responsible for conducting Block I, II and III training which build individual skills at the Marine’s home station. EOTG assists the MEF in the conduct of specified Block I and II training at home station.
1.3 OBJECTIVES
The key objectives of PTP are to form, equip, and develop students that have the ability and understanding to coach, teach, instruct, mentor and work with foreign security forces. Instruction shall be focused on coaching, teaching, and instructing mentor concepts, and incorporating core level skills to facilitate counterpart training and operations at all command levels. MEFs require augmentation for Block II training, as well as augmentation to provide other Pre-deployment Training Program (PTP) training. PTP field training and assessment will be conducted primarily at
Camp Hansen, Okinawa, Japan.
1.4 SCOPE OF WORK
Support of the Government objectives requires a mix of specific knowledge, skills, abilities (KSAs) and experience.
The Contractor shall have practical experience and expertise in specific subject matters listed in this Performance
Work Statement (PWS). All PTP instructors shall have Basic Instructor Course certifications (Ref: 1.8, 1.8.1, 1.8.2, and 1.8.3 of the PWS). All PTP instructors shall utilize the NAVMC 1553.1A, Marine Corps Instructional Systems
Design/Systems Approach to Training (SAT) And Educational Handbook process and adhere to established methods and forms for execution of training development and assessment. The Contractor shall assist in the development and update of Master Lesson Files (MFLs) in accordance with NAVMC 1553.1A. The Contractor shall design, develop, implement and evaluate Lesson Plans, Instructor Materials, Student Materials, and Instructional Media, and provide technical input to the associated Program of Instruction (POI) for each course. This is a non-personal services contract.
1.4.1 Required Performance: The Contractor shall provide Pre-Deployment Training Program (PTP) support with the qualifications outlined in paragraph 1.8, 1.8.1, 1.8.2, and 1.8.3. The Contractor is responsible for all the costs associated with relocating on-site personnel to Okinawa, Japan (such as traveling and moving expenses, relocation and administrative costs, etc.). All proposed costs shall be fully burdened of all overhead, administrative, local travel, and cost of living costs.
1.5 SPECIFIC TASKS (PRE-DEPLOYMENT TRAINING)
1.5.1 The Contractor shall conduct traditional and practical application training (including exercise development) and assessment in accordance with pertinent Marine Corps directives to support Marine Corps PTP training and other applicable PTP training being used in the Overseas Contingency Operations (OCO) theaters or other theaters of operation.
1.5.1.1 The Contractor shall provide instructional classroom and field training support for MEF home station training.
1.5.1.2 Instructors shall implement the Program of Instruction and training materials and communicate effectively to promote student understanding of the materials.
1.5.1.3 Instructors shall help students achieve mastery of terminal, enable to learn objectives, and ensure a transfer of student knowledge and skills to the job.
1.5.1.4 The Contractor shall provide expertise in a range of combat operations and related mission specific skills for timely support of advanced training with consideration of program risk, productivity, quality and continuous improvements, and attainment of economies and efficiencies.
1.5.1.5 The Contractor shall assist in the development and update of Master Lesson Files (MLF) in accordance with
NAVMC 1553.1A.
1.5.1.6 The contractor shall design, develop, implement and evaluate Lesson Plans, Instructor Materials, Student
Materials, Instructional Media, and provide technical input to the associated POI for each course of instruction.
1.5.2 Monthly Progress Report: The Contractor shall prepare and submit a monthly progress report outlining the contract performance and activities conducted during the month. All contractual activities shall be documented in a monthly progress report showing a summary of efforts, initiatives, and projects including current and on-going tasks, outstanding issues or concerns, and financial status information. The report shall be submitted to the PTB OIC no later than the 15th of the month following the reporting period. Discrepancies or quality deficiencies will be reported to the COR.
1.5.2.1 Specific Tasks and Deliverables: The Contractor shall develop and conduct training and assessment for subject areas of mission specific skills for the following:
1.5.2.2 Site Coordination/ Project Management: The Contractor shall provide a Project Management in conjunction with the EOTG Staff to ensure contractor personnel are prepared to offer specialized instruction in accordance with the Applicable Documents in PWS and USMC directives. Specific project management tasks
1.5.2.2.1 Coordination with the EOTG Staff to maintain currency with the most recent TTP and Lessons Learned from real world operations and ensure they are incorporated into instructional materials.
1.5.2.2. Design of training material using existing Marine Corps TTP as well as information derived from current operations.
1.5.2.2.3 Review of appropriate doctrinal publications, published Marine Corps task lists and Marine Corps Combat
Readiness orders to develop and evolve unit level training. Maintain digital access to the MC publications library.
1.5.2.2.4 Additional Project Management Tasks:
Assist in Local Site instructors to meet Blocks I-II and Block III overlap pre-deployment training (PTP) needs of Marine Expeditionary Force (MEF).
Assist in lesson plan maintenance and update improvements, providing recommendations to the EOTG
PTP Officer in Charge (OIC) and Deputy OIC.
Assist in local site instructors to provide training in accordance with the POIs, on tactical infantry operations; convoy operations; communications; urban warfare TTP; and force protection (FP) and Anti-terrorism (AT) training to include Motorized Patrolling Convoy Operations (MOT-P), Urban Warfare, and tactics in support of PTP.
Assist in local site instructors’ travel to other training venues; conferences; and other training.
Assist in training, practical exercises, and evaluations of PTP student performance.
Observation/control of training.
Assist in exercise scenario development.
Assist in developing new training materials and revising existing classes as required.
Assist in the development and update of lesson plans in accordance with the USMC Systems Approach to
Training (SAT) User’s Guide. Provide technical input in development and updates of curriculum, Program of Instruction (POI) and training materials for the courses of instruction.
Provide assistance in the design of training material using existing Marine Corps Tactics, Techniques, and Procedures (TTP) as well as information derived from current operations.
Assist in making course schedules and plans.
Assist in collecting, routing, and filing instructor rating forms.
Assist in integrating information from in theater after action reports into current curriculum. Assist in developing Mission Essential Task Lists (METLs).
Assist in working with external agencies in order to ensure that training curriculum accomplishes stated goals.
Provide input to Course Content Review Boards (CCRB) as required.
Instruction, subject matter expertise and assessment in accordance with the USMC T&R Manual NAVMC
3500.44A, Infantry T&R Manual, and Advisor Course Descriptive Data (CDD)/Program(s) of Instruction
(POI).
Serves as COIN SME focusing on the students’ ability to transfer professional military skills and develop the capacity to mentor, nurture, and provide assistance to foreign security forces in a COIN environment.
Provide training by emphasizing the requirement to understand and accept the students’ role to serve as the foreign nation counterpart's alter-ego; to develop self-confidence, military prowess, reasoning, and decision-making skills always being aware that the students’ principle objective is to support the successful completion of the foreign nation counterpart’s plan not the execution of the advisor’s plan.
Provide instruction to Military Advisor Teams, other Advisors and/or Marines on Foreign Internal Defense
(FID) skills and develop their ability to train indigenous forces on those skills.
Instruct and guide students on how to evaluate the abilities of their counterparts and provide training to those foreign security forces.
Provide training to include topics of COIN, means of influence, advisor skills, instructor training, advisor team member roles and responsibilities non-kinetic skills courses that will be developed by government with the technical input of the contractor.
Provide subject matter expertise in one or more of the following; Vehicle Mounted Ops, IED identification and countermeasures, tactics, weapons employment, medical care, and tactical communications.
Observe training, act as an observer/controller, supports practical exercises and assisting in assessments of student performance.

Training Requirements For Deploying in Support of Operation Enduring Freedom and based on Marine Corps Lessons Learned and Tactics Techniques and Procedures (TTP).
1.5.2.3 Organic and Foreign Weapons Training: The Contractor shall conduct U.S. Organic and Foreign
Weapons Training. The training involves the following:
1.5.2.3.1 Develop and update MLFs in accordance with NAVMC 1553.1A.
1.5.2.3.2 Design, develop, implement and evaluate Lesson Plans, Instructor Materials, Student Materials, Instructional Media, and provide technical input to the associated POI for each course of instruction. All training and materials shall be in accordance with the most current MCOs and TMs.
1.5.2.3.3 Handle and shoot individual and crew served weapons for safety and demonstration purposes during the conduct of their classes and practical applications.
1.5.2.3.4 Execution of Organic and Foreign Weapons (OFW) Training POIs shall include the following:
Prepare and operate the ranges and classrooms, including all logistics for the training team in the ranges and in classrooms.
Training, in both classroom and field environments, on Marine Corps individual and crew-served infantry weapons as well as associated vision devices such as the RCO and NVDs and other weapons that may enter the inventory.
Instruction for first echelon field maintenance procedures for all listed weapons, basic assembly, and disassembly and IED awareness. \
Training, including combat shooting skills to tactical individual marksmanship, transition shooting skills, firing of weapons from tripod and mobile, vehicle-mounted and static/tactical locations/positions.
Familiarization training/firing on foreign weapons expected in the relevant OCO theater to which trainees/students are deploying (e.g., AK 47 and variants, SVD/PSL, PKM, RPG-7), including assembly and disassembly of weapons, and immediate and remedial actions.
Conduct of day and night Familiarization Firing USMC Infantry Battalion Organic weapons and DOD program of record foreign weapons.
Lesson plans and other training material and updates developed in accordance with the USMC Systems
Approach to Training (SAT) User’s Guide and support periodic content reviews. The curriculum, POI, student materials, and instructor materials should be frequently updated to maintain technical currently and reflect lessons learned in each OCO theater.
1.5.2.4 Tactics Training:
1.5.2.4.1 The Contractor shall provide specialized Tactics Training to include Patrol Operations, Mounted
Operations, IED Defeat, Fire Support, Close Air Support and Force Protection.
1.5.2.4.2 The Contractor shall develop and update MLFs in accordance with NAVMC 1553.1A.
1.5.2.4.3 The Contractor shall design, develop, implement and evaluate Lesson Plans, Instructor Materials, Student
Materials, Instructional Media, and provide technical input to the associated POI for each course of instruction.
1.5.2.4.4 Contractor employees engaged in tactics training shall be required to handle and shoot individual and crew served weapons for safety and demonstration purposes during the conduct of their classes and practical applications.
1.5.2.4.5 Tactics training and assessment shall be delivered in accordance with the current MCOs and TMs, and shall instruct trainees on the following specific skills:
i. Convoy planning and operations training
ii. Vehicle movement in a combat (IEDs/VBIEDs intensive) environment
iii. Tactical vehicle planning/employment of HMMWV/MRAP/MATV.
iv. Basic Urban Skill Training
v. Urban Patrolling
vi. Room Clearing Techniques
vii. Urban TTP Orientation
viii. Pre-Combat Actions
ix. Fixed Site Security
1.5.2.4.6 Tactics Training shall include the following:
Training, in both classroom and field environments, in accordance with the CDD/POI, on tactical infantry operations in a counter-insurgency environment.
Instruction on proper movement techniques, mounted and dismounted weapons employment, urban warfare TTP; and force protection.
Tactics, Force Protection (FP) and Anti-terrorism (AT) training, to include Motorized Patrolling Convoy
Operations (MOT-P), Urban Warfare, and tactics.
Preparation and operation of the ranges and classrooms, including all logistics for the training team in the ranges and in classrooms.
Training of Vehicle Mounted Operations, IED identification and countermeasures, Intelligence and IPB.
Practical exercises, and assist in evaluations of student performance.
Observation/control of training evolutions to include ensuring role players are appropriately utilized and coordinated.
Lesson plans shall be developed and updated in accordance with the USMC Systems Approach to Training (SAT) User’s Guide.
Curriculum, Program of Instruction (POI), exercise scenarios and student/instructor training materials for the courses of instruction shall be constantly developed and modified to ensure they reflect the most up to date techniques and lessons learned from combat theaters.
New training materials shall be developed and revised as required to provide focus on student ability to mentor and teach foreign national security personnel in proper TTP required in performance of mission related tasks.
1.5.2.5 Counter-Insurgency (COIN) Instruction: The Contractor shall provide staff and instructors to conduct
COIN training and instruction as needed. The instruction shall include:
Instruction focusing on the students’ ability to transfer professional military skills and develop the capacity to mentor, nurture, and provide assistance to foreign security forces in a COIN environment.
Training emphasizing the requirement to understand and accept the students’ role to serve as the foreign nation counterpart's alter-ego; to develop self-confidence, military prowess, reasoning, and decision-making skills always being aware that the students’ principle objective is to support the successful completion of the foreign nation counterpart’s plan not the execution of the advisor’s plan.

1.5.3 Course Evaluations:
The Contractor shall assess the training audience on mastery of information taught for all training sessions. The Contractor shall provide assessments based upon USMC-approved TTP and lessons learned. The Contractor shall develop and implement Instructional Rating Forms, Exam Rating Forms, or Performance Evaluation Rating Forms for each respective training evolution. Completed evaluations and related material shall be provided to the COR on the day after completion of training. The Contractor shall ensure Rating Forms and Course Critiques are completed for each period of training.
1.5.4 Training Materials:
Contractor shall design, develop and update Marine Corps PTP MLF in accordance with NAVMC 1553.1A, MCO
1553.2C and MCO 1553.3B. The Contractor shall be responsible for (1) managing the training materials including the associated POI for each course of instruction, (2) designing, developing, implementing and evaluating lesson plans, instructor and student materials, and instructional media, (3) supporting Course Content Review Boards
(CCRBs), (4) assisting with the faculty development plan, and participating in the evaluation of training, and (5) hosting CCRB and updating Master Lesson Files based upon the outcome.
The Contractor shall provide feedback to development of Operational Risk Management (ORM) assessments. The
Contractor shall also provide feedback to develop draft Communications Plans in support of combat PTP training, including the identification of tactical and administrative communication nets. The Government will provide tactical communication equipment to support combat PTP training.
1.5.5 Practical Application Training: Contractor shall plan, and conduct traditional and Practical Application
Training. The Contractor shall assist EOTG in the coordination of the activities required for on-going and future classes and courses, including planning. The Contractor shall support on-going and scheduled classes, and coordinate with host activities and sites, other units providing related training support, and the EOTG staff. The
Government will maintain responsibility for the review and approval of all documents required under this task.
1.5.6 Support in Training: All Contractor shall provide support for current and future courses. The Contractor shall be responsible for (1) developing training schedules and courses of action for training venues, (2) conducting advanced coordination with EOTG and future training units, (3) completing requests for ranges, training areas, and training support, (4) planning training support, and (5) coordinating with the local/host activity where training occurs in advance of training exercises to ensure team members are prepared to execute the mission to meet theater objectives;
contribute to developing foreign security forces capability and capacity; build regional relationships and ensure peacetime and contingency access for U.S. and partnered forces.
1.5.7 Logistics Support: Contractor shall provide training logistics support. The Contractor shall prepare and operate the ranges and classrooms to include submitting Logistical Support Requests to the EOTG S4 for the training team in the ranges and in classrooms as well as maintenance and restoration to pre-training disposition.
1.5.8 Contractor Management: The Contractor-provided Contract Management for this contract, which shall
a) Staffing resource allocations and assurance of timely staffing including additional personnel hiring requirements and replacement personnel hiring.
b) Communication – including team reporting structure for the project, assignment of tasks, and methods for communication, coordination and project team interface with both the contractor’s corporate structure and Government team structure within and among the local/host activities where training occurs.
c) Assessing quality and productivity on the contractor’s performance with defined procedures to ensure quality control, and performance control and tracking procedures and for making continuous quality improvements and attaining performance economies/efficiencies.
d) Evaluating the subcontractor(s) involvement in the performance of these requirements and how each subcontractor will be managed to ensure cohesive integration into the overall management approach and satisfaction of all objectives.
1.6 VERIFICATION OF QUALIFICATIONS AND REPLACEMENT OF PERSONEL
1.6.1 Verification of Contractor’s Qualification: The Contractor shall provide a statement of qualification for any personnel anticipated to work in order for the Government to verify the standards of qualifications listed on this
PWS are met prior to deployment to Okinawa, Japan. No contractor personnel will be deployed unless they fully meet the required qualifications as described herein.
1.6.2 Replacement of Personnel: Contractor performance shall be measured in accordance with the Performance
Requirement Summary (PRS) in Section II. Documented failure of any contract employee to meet acceptable standards after remediation shall result in Contracting Officer request for a replacement. Any contract employee involved in a safety violation that puts a student or fellow instructor’s life in danger shall also be identified for removal, and require replacement. When replacing any personnel, the Contractor shall provide the Contracting
Officer and the COR at least a two weeks (or 24 hours on emergency terminations) written notice with its intent to replace any of the personnel along with the qualification statement of new personnel. The Government will have five (5) business days to verify the qualifications(s) for substitute/replacement personnel, and if the proposed personnel meets the minimum required standards, the individual(s) shall be on site and continue contract performance within fourteen (14) calendar days. If the Government again determines any of these individuals do not meet the requirements stipulated herein, the above process shall be repeated until a suitable candidate is selected.
1.6.3 Synchronized Pre-deployment and Operation Tracker (SPOT): The Contractor onsite personnel shall be eligible to access to U.S. Marine Corps base facilities. The Contractor shall request a determination status under the
SOFA for its eligible personnel through the Synchronized Pre-deployment and Operational Tracker (SPOT) system in accordance with DFARS 252.225-7976 “Contractor Personnel Performing in Japan” for any personnel anticipated to work on MCIPAC base facilities.
1.7 TRAVEL/TEMPORARY DUTY (TDY): Contractor may be required to travel from their assigned base station to other sites. All travel requirements (including plans, agenda, itinerary, or dates) shall be pre-approved by the COR, and shall be on a strictly cost reimbursable basis. Travel in support of the EOTG III MEF PTP may include Mobile Training Team requirements for Hawaii and the Philippines 3 times a year (each) for periods no longer than 21 days. The Government estimates travel 3 times a year for each location (Hawaii and the Philippines).
Travel shall be requested, scheduled, and approved through the COR. Changes in the location of training will be routed through the Contracting Officer.
Temporary Additional Duty costs are in accordance with the Federal Travel Regulations (FTR) for the location in which the work is performed, at cost and all expense receipts will be required for re-imbursement. Travel, Lodging
& Per Diem rates shall not exceed authorized allowances in accordance with Joint Travel Regulations.
1.8 QUALIFICATIONS/EXPERIENCE: The Contractor shall provide fully qualified Instructors/Trainers with the qualifications, experience, and skills in accordance with paragraph 1.8.1, 1.8.2, 1.8.3, 1.8, and 1.9. The contractor shall maintain currency, as required for combat Pre-Deployment Training. The Government will assist the
Instructors by allowing them to participate in DOD recognized training as necessary.
1.8.1 Project Management: Desired education, required qualifications and experience of contractors performing
Project Management include: Professional Military Education in accordance with the requirements for candidate’s last military rank, recent experience operating in a combat zone within the last four years as of date of hire, Military
Instructor experience and experience in curriculum development.
Military Education: Service Level Basic Instructor Course or equivalent civilian law enforcement or private sector
Military/Government Experience: Military experience E-8 or above with combat arms skills background, or equivalent private sector experience.
Clearance Level: Secret Clearance is required. This position shall require access to Secret material and systems.
Other: Basic competency in using standard MS applications, including Excel, Word, Power Point and Email. Able to serve as position safety officer (PSO), Range Safety Officer (RSO) and must be able to operate in austere field conditions for 24 hours, actively moving and participating in training.
1.8.2 Instructor Qualifications and Experience: The contractor shall provide fully qualified instructors for all training programs of instruction with the following skills and qualifications:
Military Education: Service Level Basic Instructor Course or equivalent civilian law enforcement or private sector
Military/Government Experience:
Minimum three years of experience in military training and education, or equivalent civilian law enforcement experience is required.
Minimum five years’ operational experience in infantry, recon or special operations holding a related military occupational specialty or equivalent civilian designation.
Minimum three years’ knowledge and experience in individual and crew served weapons as identified in paragraph 1.8.2.1..
Clearance Level: Secret Clearance.
Other: Basic competency in using standard MS applications, including Excel, Word, Power Point and Email. May require travel to alternate training venues. Training shall be in a combination of classroom and field conditions.
Serve as secondary instructor as required. Must be able to serve as position safety officer (PSO), Range Safety
Officer (RSO) and must be able to operate in austere field conditions for 24 hours, actively moving and participating in training.
1.8.2.1 Organic and Foreign Weapons-Specific Experience: In addition to the skills and qualifications listed in paragraph 1.8.2, the Contractor shall provide fully qualified instructors for the Organic and Foreign Weapons Training with the skills listed below:
Proficiency with all weapons in accordance with published Marine Corps Training and Readiness (T&R)
Standards for individual and crew-served infantry weapons including the M-16A2/4, M-4, 9 MM PISTOL, M249, M240B, Shotgun, MK-19, M2 .50 CAL Machine Gun, AT4; as well as associated vision devices such as the RCO (ACOG), AN/PEQ-15, NVDs; and other weapons and optics that may enter the inventory.
Recent and relevant experience training and firing on foreign weapons expected in the OCO Theater.
These weapons systems include, but are not limited to: AK-47 and variants, RPD, PKM, SVD, RPG-7, G3, FN/FAL, AK-74, RPG-22, 82mm Mortar, DShK.
Combat shooting skills to tactical individual marksmanship, transition shooting skills, firing of weapons from tripod and static/tactical locations/positions.
Recent and relevant experience with basic Marksmanship, Assembly, disassembly, immediate/remedial actions and first echelon field maintenance procedures for all listed weapons.
Day/Night Familiarization course of fire on designated U.S. Organic or U.S. Organic and Foreign
Weapons.
Recent experience operating in a combat zone in the last four years as of date of hire.
Current knowledge and experience with Marine Corps TTP or service or civilian equivalent.
Familiarity with Lessons Learned from recent real world operations within the last four years of date of hire, including knowledge of Limited Technical Inspection (LTI) and Pre Fire Inspection (PFI).
1.8.2.2 Tactics Trainer/Instructor: In addition to the skills and qualifications listed in paragraph 1.8.2.1, the
Contractor shall provide fully qualified tactics training instructors with the skills and qualifications listed below:
Military or civilian operational experience within the last four years as of date of hire - minimum of one tour, forward deployed.
Familiar with current TTP and Lessons Learned from recent real world operations within the last four years as of date of hire.
Experience in curriculum development.
Ability to conduct training and student assessment, in accordance with the current MCO’s and TM’s, related to the following specific skills:
i. Convoy planning and operations training
ii. Vehicle movement in a combat (IEDs/VBIEDs intensive) environment
iii. Tactical vehicle planning/employment of HMMWV/MRAP/MATV.
iv. Basic Urban Skill Training
v. Urban Patrolling
vi. Room Clearing Techniques
vii. Urban TTP Orientation
viii. Pre-Combat Actions
ix. Fixed Site Security
1.9 SECURITY, SAFETY, AND ENVIRONMENTAL REQUIREMENTS
1.9.1 Security Clearance Requirement
1.9.1.1 Facility Clearance (FCL): The Contractor shall hold a valid Facility Clearance (FCL) at time of while performing on this contract. The Government will provide a DoD Contract Security Classification Specification form DD254 which outlines security guidance for this contract. To be considered for contract award, Offeror(s) shall hold a valid Facility Clearance (FCL) at the time of submission of offer(s). Offeror(s) of this solicitation will be required to submit proof of a Facility Clearance (FCL) when submitting offer(s).
1.9.1.2 The Contractor shall assure that assigned personal possess and maintain a secret clearance and be able to retain the clearance throughout the contract period of performance. All of the personnel supporting tasks specified as requiring Secret Clearances in the personnel descriptions in this contract shall require access to Secret material and systems. The Contractor shall provide personnel for these positions who possess a minimum SECRET level security clearance. The Contractor shall comply with the DON Personnel Security Program in accordance with SECNAV M-
5510.30 and the Information Security Program in accordance with SECNAV M-5510.36. The Contractor shall comply with Security guidance and requirements of the Department of Defense Contract Security Classification
Specification (DD254) for Information Security including Government source data and documentation. Strict security measures are required within each site in support of events involving the handling of classified material in accordance with established local and Department of Navy procedures. Contract employees shall have, or be eligible to receive; an approved Secret security clearance in order to be permitted access to classified information and systems.
