Performance of Work Statement

For M20227-18-SU-SF050 - Specialized Rescue Training Course

SECTION I

DESCRIPTION OF WORK

1.0 General: The contractor shall provide services in support of Marine Corps Installation Pacific Fire & Emergency Services (hereafter referred to as the government,) and shall include all items listed below. All work shall be performed on site (MCB S.D. Butler, Camp Hansen, Okinawa, Japan,) by qualified and experienced fire service professionals. Proof of experience and qualifications to conduct training shall be provided to the government for review prior to contract award.

2.0 Pricing: pricing shall be all inclusive and based upon the number of students/course as stated by the government.

3.0 Services to be provided: The contractor shall provide the services listed below: All services shall be based upon industry proven tactics/techniques and the National Fire Protection Association Standard 1670 “Standard on Operations and Training for Technical Search and Rescue Incidents.”

4.0 Specialized Rescue Training: The contractor shall provide hands-on specialized machinery and equipment rescue training to 60 fire and emergency services personnel. The course shall be designed and conducted as two sixteen (16) hour classes designed to accommodate thirty (30) students per class. The classes shall be in conducted in the format: Total training days will be four (4), eight (8) hour days starting on Tuesday and continuing consecutively until Friday. The training schedule shall be as follows: Tuesday (A shift day 1), Wednesday (B shift day 1), Thursday (A shift day 2), and Friday (B shift day 2).

At a minimum this specialized rescue class shall cover the following; extrication of people and their limbs from commercial machinery including (presses, conveyer belts, saws, angle grinder, medal shaping equipment and aircraft parts;) techniques to remove rings from swollen hands (both destructive and non-destructive) including the removal of conventional medal and titanium rings; removal of person(s) from impalements using both power and air tools; removal of hands and fingers from commercial cooking equipment (i.e. meat grinders and blenders); provide an overview of the medical management of the trauma patient in the specialized rescue environment; explain the difference between rescue vs recovery operations related to specialized rescue incidents, explain the mechanics and physics associated with the how people become entrapped in machinery; explain lockout/tag out procedures; provide hands on training covering: manipulative extrication techniques, disassembling of machines, forcing machines; provide training on the following tools: hand tools used for machinery disassembly, closed and split ring pliers, whizzer saw, air bags (conventional and non-conventional uses), hand held band saws, precision grinding/cutting tools (i.e. dremel tool), cutting torches, electric and die grinders.

5.0 Documentation Requirements: At the conclusion of the course the contractor will provide a paper certificate of completion for each student who successfully completed the training. This shall be provided within 60 days of course completion.

SECTION II

DEFINITIONS

6.0 Contracting Officer (KO): U.S. Government official authorized to enter into, make changes to, or terminate contracts on behalf of the U.S. Government. Contracting Officers are responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding interests of the United States in its contractual relationships.

3.1 Government Representative (Gov’t Rep): Government liaison, which functions as the technical representative monitoring, delivery and performance of the contract. Gov’t Rep is not authorized to enter into any agreements, obligate the government or direct any changes to the contract. Gov’t Reps (alternative gov’t reps) of this contract are also responsible for escorting the contractor to the work site when needed and securing keys of the buildings during the periods of performance.

SECTION III

GENERAL INFORMATION

5.0 Period of Performance: Contractor shall contact the Government Representative within 10 days of receiving award to schedule a start date. Course shall be conducted anytime in August – September 2018.

5.1 Place of Performance: Marine Corps Base Camp Butler and Camp Hansen, Okinawa, Japan.

5.2 Instructor Qualifications:

5.3 Working Hours: All work shall be accomplished between the hours of 07:30 hours and 16:30 hours, Tuesday through Friday, excluding U.S. Federal Holidays. If inclement weather occurs (such as a typhoon) that

Prohibits outside movement, the contractor shall coordinate with the customer to adjust periods accordingly.

*Note: If a holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday.

5.4 Identification and Base Passes: The contractor shall obtain identification cards and base passes for all employees and vehicles, as may be required.

5.5 Contract Manager: The contractor shall provide a contract manager and alternate(s) who shall be responsible for the performance of the work. The name of this person and an alternate(s), who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer. The contract manager and alternate(s) must be able to read, write, speak and understand English.

5.6 Contract Personnel: The contractor’s employees shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the company’s name and logo.
