(e) Multiple quotes. Offerors are encouraged to submit multiple quotes presenting alternative terms and conditions or commercial items for satisfying the requirements of this Request for Quotes. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of quotes:
(1) Offerors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the Request for Quotes by the time specified in the Request for Quotes. If no https://www.ppirs.gov/ time is specified in the Request for Quotes, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotes or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the Request for Quotes after the exact time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—
(A) If it was transmitted through an electronic commerce method authorized by the Request for Quotes, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of quotes; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of quotes and was under the Government's control prior to the time set for receipt of quotes; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the Request for Quotes, and urgent Government requirements preclude amendment of the Request for Quotes or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the Request for Quotes on the first work day on which normal Government processes resume.
(5) Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of quotes.
Oral quotes in response to oral Request for Quotes may be withdrawn orally. If the Request for Quotes authorizes facsimile quotes, quotes may be withdrawn via facsimile received at any time before the exact time set for receipt of quotes, subject to the conditions specified in the Request for Quotes concerning facsimile quotes. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of quotes, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in quotes received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, quotes may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the Request for Quotes. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this Request for Quotes may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror's name and address. The DUNS +4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the offeror to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see FAR Subpart 32.11) for the same concern. If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the internet at http://fedgov.dnb.com/webform. An offeror located outside the United States must contact the local Dun and Bradstreet office for a DUNS number. The offeror should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office.
(k) System for Award Management. Unless exempted by an addendum to this Request for Quotes, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this Request for Quotes. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.

EVALUATION
Addendum to FAR 52.212-2 EVALUATION
(a) This is a commercial item requirement using Simplified Acquisition Procedures under FAR part 12 and 13, respectively. Evaluation will be conducted using simplified procedures in accordance with FAR 13.106.
(b) The Government will award to the responsible offeror whose quote, conforming to the solicitation and instructions to offerors, will be most advantageous to the Government. A best value determination will be made by the contracting officer using the following factors to evaluate quotes:
1) Quality/technical merit
2) Price
3) Past Performance
(c) FAR 9.103 requires contracting officers to make a determination of responsibility prior to awarding a contract to a prospective contractor. FAR 9.104 identifies standards for a responsibility determination, which includes determination of satisfactory past performance. This assessment will primarily be reviewed and assessed through Federal Awardee Performance and Integrity Information System (FAPIIS), but may include other authorized methods described elsewhere in the FAR. Past performance, for purposes of evaluation, will be assessed as ‘satisfactory’ or ‘unsatisfactory’ at the discretion of the contracting officer based on the totality of information available. A past performance determination of ‘unsatisfactory’ will exclude the offer from consideration for award.
(d) Solicitations for supplies valued less than $1 million will use the past performance evaluation procedures outlined in DFARS 213.106-2 and described in clause 252.213-7000, incorporated herein.

Q1: CLIN 0002: (2) and (20), Indicates that Power Cords and Multi-Ply flexible Ducts should be included with dryer. CLIN 0008 AA, AB and AC (Power Supply Cords) also indicates total quantity of 484 power cords for dryer is needed and the same for CLIN 0009 AA, AB, and AC is the same for flexible ducts for dryers. Is the requirement 484 or 968 for each item? Flex Ducting does not come in 4-ft length is 5-ft flex Ducting ok?
A1: 484 power cords and 5 ft is ok.
Q2: CLIN 0004: Electric Stoves do not come with power cords but there is no CLIN requesting cords for the stoves. Does this have to be added to the RFQ? If so, please provide us with configuration of the junction block that the cords will be plugged in to as well as the required length and desired electrical ratings.
A2: Cords not required – Warehouse stock sufficient

Q7: CLIN 0004: Your description shows Metallic. This model comes in a black on chrome finish.

A7: Yes, this is acceptable.
Q8: All CLIN items: Please clarify the electrical specifications for each item. The voltage is listed but not the cycle (hertz).
A8: Appliances rated at 60 Hz
Q9: Shipping: According to this section you require Door to Door Express shipping. This would be an extremely expensive freight amount going by Air. If we can deliver in 90 day via Commercial Ocean freight would that be a consideration?
A9: Revision made to solicitation.
Q10: Shipping: Please clarify that you want the cost of shipping built into the price of each item. Due to the amount of shipping it will skew the price of each item tremendously.
A10: Please include cost of shipping into the price of each item.
Q11: CLIN 0001: Do you accept sea freight?
A11: Revision made to solicitation.

Q17: Shipping: If the required delivery time is 90 days ADC, why isn’t sea freight acceptable? For large quantities, as procured in the subject solicitation, sea freight is much more economical than air freight.
A17: Revision made to solicitation. Please refer to each CLIN item and Door-to-Door Shipping instructions.
Q18: Shipping: If all should be delivered 90 days ADC, is there any delivery preference?
A18: It is on a vendor’s decision.

A19: It is a shipper’s responsibility to clear customs.
Q20: CLINs: Nearly all CLINs have three different quantities listed: 264 units (A), 50 units (B) and
170 units (C). Will Government award all three options (A, B and C), or only one of them?
A20: Please refer to Q1.
Q21: Award: Will Government issue only one award to one vendor or multiple awards to multiple vendors? If multiple awards, would they be multiple awards per CLIN or would same vendor be awarded all three options (A, B, C) per CLIN?
A21: Please refer to Addendum to FAR 52.212-1 in the solicitation.
Q22: Please advise if a vendor just to deliver goods and offloading will be handled by the end-use.
A22: All shipping, handling and all related costs to the final destination is a responsibility of the contractor.
Q23: Please state the exact amount of the liquidated damages required.
A23: The Government is unable to provide the exact amount at this stage.
Q24: Please advise if a vendor requires offloading and taking of all appliances and staging them in the Warehouse/building is required or a vendor just to deliver goods and offloading will be handled by the end-user.
A24: It’s the Government’s responsibility for offloading at the final location into the Warehouse building.
Q25: ADDENDUM to FAR 52.212-1 and ATTACHMENT I are deleted, Can you please just sate if this is an all or non award.
A23: This will be an “all or none” award. The award will be made to the responsive, responsible offeror whose quote, conforming to the requirements of the solicitation. The Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary in accordance with FAR 52.212-1.
ADDENDUM for FAR 52.212-1 and ATTACHMENT I are not actually deleted from the solicitation.
These ADENDUM for FAR 52.212-1 and Attachment I are not included in the Amendment 0002 because it was duplicated.
Q26: On the original solicitation, the clause No. 52.225-1, Buy American—Supplies (May 2014) under 52.212-5 on page 69 was not checked off. Thus, to our understanding, the requirement under 52.212-3(f) on page 55 to disclose the product Country of Origin would not actually apply as the clause states. Granted, the clause No. 252.225-7020 requires similar disclosure of information, but with due respect, we believe it could have been confusing to the industry. Our firm actually would like to make sure all interested offerors comply with the Buy American Act and propose their competitive products that are compliant with the Act and its applicable exceptions.
A26: Clause 52.225-5 was included in the solicitation. Clause 252.225-7020 is required.
Q27: We would respectfully request a two-day extension from the recently revised due date of June 7th to June
9th in order to ensure that all proposed products are completely in compliance with the Buy American Act, and we estimate the new delivery methodology realistically. We strongly believe this would benefit the agency if the agency checks off the applicable clause to make sure there is no confusion in any possible way and allows the interested offerors enough time to consider a new delivery methodology, instead of the initially arranged Commercial Air delivery. We would greatly appreciate your consideration.
A27: The hour and date specified for receipt of offer is not extended. The required response date/time is
07-June-2017 by 03:00pm local time.
