Questions & Answers
Solicitation Amendment: # M67400-16-0029
Pre-deployment Training Program (PTP) Support Services
General Matters:
Question (1): Is this a new requirement or does an incumbent exist for this effort?
Answer (1): This is a new requirement for our office.
Question (2): Who is the incumbent currently providing these services?
Answer (2) None. This is a new requirement for our office (MCIPAC Regional Contracting Office).
Question (3): On Page 11 of 73, the Government states, “Offerors shall submit three separate volumes (Volume I, II, III, and IV). Please confirm that the offeror is required to submit four different volumes.
Answer (3): This is a clerical mistake and four (4) separate volumes are required. We will amend the solicitation to correct it.
Question (4): On page 11 of 73, the Government states, “Note: Travel, Lodging, and Per Diem rates shall not exceed authorized allowances in accordance with Joint Travel Regulations.” Is there an option to lease government lodging/housing facilities on base? If so, what is the cost associated with doing so?
Answer (4): Government housing is not available for contractors. Per Diem shall be available only for
“Travel/Temporary Duty” section 1.6 of the PWS. Please review the per diem rates at http://www.defensetravel.dod.mil/site/perdiemCalc.cfm.
While SMEs are on TDY, they may be allowed to stay in Government lodging if available.
Question (5): On page 11 of 73, the Government states that we are to provide a “Technical Approach.” However, in the evaluation criteria, a “Technical Approach” is not included. To clarify, the Government is not looking for the offeror to write a technical approach addressing every will and shall in the Performance Work Statement, correct?
Answer (5): The criteria for Technical Approach include “Volume I” I) Qualifications of Key Personnel and 2)
Quality Control Plan, and 3) Proof of FCL. These criteria are also listed under FAR 212-2 Evaluation of
Commercial Items. Offerors are required to submit “volume I to include these documents and the Government will evaluate them as offerors’ technical approach.
http://www.defensetravel.dod.mil/site/perdiemCalc.cfm
Question (6): On page 13 of 73 under Travel, the Government states that no pricing is required. Should we use the
Government estimated cost plug number of $3,030.00 when filling out each of the Travel CLINs in the SF 1449, or should we leave these CLINs blank?
Answer (6): No price is required for these CLINs, so you can leave them blank.
Question (7): On page 37 of 73, the following clause is included in the solicitation: 52.204-4 Printed or Copied
Double-Sided on Postconsumer Fiber Content Paper. Does this mean that the offeror is required to format all of its volumes so that they may be printed double sided? If so, do pages that only contain the words, “This page intentionally left blank,” to ensure that all of our new sections begin on the right-hand side of the page count toward the page limitation?
Answer (7): Yes, any blank page counts toward the page limitation. For the Double-Sided Paper, please refer to
FAR 52.2074-4 http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm
“The Contractor is required to submit paper documents, such as offers, letters, or reports that are printed or copied double-sided on paper containing at least 30 percent postconsumer fiber, whenever practicable, when not using electronic commerce methods to submit information or data to the Government.”
Question (8): Will contractor personnel have access to the base medical facilities, or will they be required to use healthcare services off base?
Answer (8): No, contractor personnel are not allowed to use military medical facilities on base.
Question (9): Are contractor personnel eligible for SOFA status?
Answer (9): Yes.
Question (10): Once EOTG selects the contractor candidates; will DoD/USMC/EOTG book the initial flights to
Japan? Or will the contractor book flights and be reimbursed via per diem or standard contract travel costs built into contract?
Answer (10): No, the Government will neither book any flights nor reimburse the contractor personnel for initial travel (relocation) to Japan. It is the contractor's responsibility to provide all the expenses to include initial travel
(relocation) to Japan, moving, transportation, lodging, household goods, etc. All the costs shall be embedded in the monthly service fees of SMEs (page 13 of the solicitation).
Technical Matter
Question (1): On page 20 of 73, there are two paragraphs labeled 1.5.2. Please clarify the numerical confliction and requirements.
Answer (1): This is a typographical error. “Monthly Progress Report” should be placed under 1.5.1.9 and “1.5.2 Key
Personnel and Specific Tasks” remains unchanged. We will amend the solicitation to correct it.
Question (2): On page 24 of 73, in Section 1.5.8 Contract Manager, the Government states, “The contractor shall provide a Contract Manager for this contract.” Is the Contract Manager required to work on site in Okinawa?
Answer (2): No, a contract manager is not required to work on site in Okinawa, Japan. He or she may remotely oversee the program. The Site Coordination SME shall act as an on site team lead. (Ref: 1.5.2.1.8 on page 20)
Question (3): On page 25 of 73, in Sections 1.7.2 Organic and Foreign Weapons SME and 1.7.3 Tactics SME both require a “college degree” in the required qualifications and experience paragraph. However, the Educational http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm
